POSITION: Area Agency on Aging Administrator (FLSA Status: EXEMPT)

REPORTS TO: Somerset County Commissioners

HOURS OF WORK: Monday-Friday: 8:30 a.m. -4:00 p.m.

POSITION OVERVIEW:

The Area Agency on Aging Administrator position involves administrative work in planning, organizing and directing a comprehensive system of social services for the aging and functionally challenged adults; developing and implementing an annual Agency plan and budget; mobilizing resources to support Agency goals; directing the negotiations and monitoring of contractual agreements for the delivery of services and assessing the work of Agency staff in providing a variety of services to the community. The Area Agency on Aging Administrator is directly responsible to the Somerset County Board of Commissioners.

EDUCATION / EXPERIENCE:

Any combination equivalent to education and experience that provides the required skill and knowledge is qualifying. Typical qualifications would be equivalent to:

One (1) year experience as a Deputy Administrator at an equivalent level or

Bachelor’s Degree from an accredited college or university in the field of social sciences and;

Six (6) years of progressively responsible professional experience in the field of social services, including two (2) years of supervisory experience and two (2) years of budget and general management experience or any equivalent combination of experience and training which includes twelve (12) semester hours credits in sociology, social welfare, psychology, gerontology or other related social science. A Master’s degree in social work or the social sciences may be substituted for one (1) year of general experience

EMPLOYMENT STANDARDS:

To perform this job successfully, an individual must possess the ability to understand the standards of social service/business/public administration, including knowledge or principles of social service programs, public administration and basic fiscal and programmatic practices; ability to plan, organize and direct the work of others; ability to gather and analyze information and apply sound judgment in arriving at appropriate conclusions and determining program priorities; ability to exercise judgment in applying and interpreting departmental policies and procedures; ability to establish and maintain effective working relationships with associates, public officials, administrators, the business community and the public in general ; ability to express ideas orally and in writing; knowledge of basic computer software programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

An employee in this classification is responsible for performing assignments that are administrative and supervisory in nature and are carried out in accordance with established federal, state and local regulations and policies. Specific job duties include the following:

• Provides overall management and oversight in the administration of programs and services offered by the Area Agency on Aging.

• Oversees the preparation and directs the administration of the budget for the annual block grant services contract with the PA. Department of Aging.

• Develops, reviews and approves program policies and operating procedures, as necessary.

• Acts as an advocate for the interests of the aging and physically-challenged adult populations of Somerset County.

• Approves/disapproves Agency expenditures, such as line-item program budgets, AAA budget purchases requests and grants/contracts. Recruits and assures adequate community based providers for the service area. Negotiate and monitor contracts.

• Oversees the development of grants applications and/or work plans for Federal/State funding to initiate new services or expand existing programming.

• Directly supervises the Agency’s Deputy Administrator, Chief Fiscal Officer, Administrative Assistant, Food Service Manager, Human Resource Assistant and other positions as necessary.

• Works effectively and cooperatively with the Pennsylvania Department of Aging and Pennsylvania Area Agency on Aging Association.

• Oversees and coordinates all activities of the Area Agency on Aging Advisory Council.

• Facilitates the Agency’s Protective Services Task Force.

• Provides updates to the Somerset County Commissioners on matters affecting Agency operations.

• Acts as the Agency’s chief spokesperson with the media.

• Reviews in-coming mail and responds to phone calls, as required.

• Prepare administrative memos, letters and correspondences.

• Conducts public hearings and speaking engagements, as required.

• Attends trainings, conferences and meetings, as necessary.
