DISASTER RECOVERY COORDINATOR POSITION AVAILABLE

The Buffalo Trace Area Development District is seeking qualified candidates for the position of a Disaster Recovery Coordinator (DRC) relating to COVID 19 and pandemic type economic recovery. This position is being funded by a two (2) year grant. The position may or may not be extended beyond the grant funding, dependent upon future grant ability. The Disaster Recovery Coordinator will work under the direction of the Community Development Director to be a regional point of contact for the Buffalo Trace Area as it pertains to the initiative of this grant.

The Disaster Recovery Coordinator will work closely with the Economic Resiliency Planner and other BTADD staff with regional recovery and resiliency planning. The DRC will also work closely with local officials and stakeholders as well, to identify the impacts of COVID 19, recovery strategies, and mitigation measures. Areas of impact that will need to be assessed will include local government, business, industry, retail, supply chains, healthcare, education, public services, and utilities at minimum.

Job Responsibilities will include, but are not limited to:

• Develop project teams and conduct public forums

• Identify key stakeholders

• Identify and gather information on impacts, recovery strategies, needs, mitigation actions, and resources

• Link resources and entities

• Coordinate trainings and events as necessary

• Work very close with Economic Resiliency Planner in development of a Regional Economic Resiliency Plan, Resource Directory, and Project Listings

• Link needs with resources

• Distribute pertinent information to stakeholders related to recovery, resiliency, resources, and funding opportunities

• Provide technical assistance to local units of government with possible funding applications and administration of projects

• Reporting

Qualified Candidates will possess the following:

• Ability to work independently

• Self Motivated to achieve goals

• Excellent communication skills – written and oral

• Excellent interpersonal skills

• Ability to problem solve and critically think

• Ability to plan, organize, and manage work – multitask various components simultaneously

• Past experience with state and federal funding or programs is a bonus; also, public administration or community planning

• Ability to collaborate with others

• Follow the direction of supervisor guidance

Experience/Education:

• Bachelor degree in Public Administration, Business Administration, Planning, or related field

• Valid driver’s license

• Past experience in disaster recovery, community planning, or administration of state or federal funds is preferred

The DRC position will require regular travel within the Buffalo Trace Region. Candidates should understand that work may need to be refined and revised to meet the changing needs of stakeholders and the grant. Occasional evening meetings should be anticipated.

The Planning and Development Department works closely with local units of government, as well as various state and federal agencies, such as USDA Rural Development, Appalachian Regional Commission, Economic Development Administration, Kentucky Department for Local Government, Homeland Security, FEMA, and many others.
