Proceedings: Chairman Forte called the May Technology and Maintenance Council meeting to order at 10:00 a.m. Wednesday May 15th. The meeting was started with an explanation and review of the anti-trust guidelines as well as self-introductions of the members present. The minutes from the February meeting that were sent prior to the meeting were approved.

Jason Ahten gave a MoTA staff update. Jason first discussed the tech of the month nomination forms and asked the council how we get more companies to participate. To date there are only 3 applications on file for the tech of the month awards. Jason also reported that NY clarified the decal placement that was released late last year where NY is now allowing the stickers to be placed on the bumper near the license plate. They had originally said that the sticker could not be placed on the bumper. IRS set the mileage allowance for 2013 at 56.5 cents which is up one penny from previous years. The DOT Office of Inspector General is currently conducting an audit of the CSA program as there have been questions about the accuracy of their IT program. There will be another round of changes coming later this year with the CSA program. Jason discussed how to check your

CSA scores to see how the recent change of cargo securement moving into vehicle maintenance will affect your scores. If a carrier hauls over 1,000 gallons aggregate (with each container over 119 gallons) you would need to obtain a tanker endorsement. Lastly Jason discussed the electronic logging device rule. A realistic expectation would be full implementation by the end of 2015 or beginning of 2016. Jason gave a legislative update where he told the council the highway funding bill died in the senate after clearing the house. A bill was passed by MoTA this year that clearly defines how an assessor should apportion a carrier's property tax. Amanda Schuier gave a SuperTech wrap up. Amanda told the council that SuperTech is open for all members regardless if they are fleets or allied members. Unfortunately the committee lost the venue 3 days before the competition. By a stroke of luck Prime, Inc. had just bought a new facility in Springfield and was willing to allow the committee to hold the SuperTech competition at their new tractor shop. Amanda announced the three winners and explained that Keith Johnson would be representing MoTA TMC at nationals in September. The committee has already started to plan for the 2014 SuperTech competition and could use additional volunteers for the committee. The Missouri State Highway Patrol gave a presentation on the changes to the out of service criteria. Thanks to the Highway Patrol for a great program. We would like to thank Meritor for sponsoring the meeting and providing lunch. The next meeting will be May 15th at the Argosy Casino in Kansas City and the Program will be "Green House Gas Regulations" by John Simon with Kenworth Truck Company. No further business the meeting adjourned.
