|DOE's Disposal Subcommittee of the Blue Ribbon Commission on America's Nuclear Future will hold a meeting November 4, 2010 in Washington,|

|other issues. The utilities perspective on implementation of the Nuclear Waste Policy Act will also be explored. |

|EPA will host a meeting of the Interagency Steering Committee on Radiation Standards (ISCORS) on November 9, 2010 in Washington DC. The |

|purpose of ISCORS is to foster early resolution and coordination of regulatory issues associated with radiation standards. |

|Agencies represented as members of ISCORS include the following: EPA; Nuclear Regulatory Commission; Department of Energy; Department of |

|Defense; Department of Transportation; Department of Homeland Security; Department of Labor's Occupational Safety and Health |

|Administration; and the Department of Health and Human Services. |

|ISCORS objectives are: (1) Facilitate a consensus on allowable levels of radiation risk to the public and workers; (2) promote consistent|

|EPA and DOT's National Highway Traffic Safety Administration (NHTSA) proposed the first national fuel efficiency standards for heavy-duty|

|trucks, vans and buses. |

|The proposed standards cover tractor-trailors, heavy-duty pickup trucks and vans, and vocational trucks of all types from refuse |

|disposal, cement delivery, to school busses. |

| |

|- For combination tractors, the agencies are proposing engine and vehicle standards that begin in the 2014 model year and achieve up to a|

|20 percent reduction in carbon dioxide (CO2) emissions and fuel consumption by 2018 model year. |

| |

|- For heavy-duty pickup trucks and vans, the agencies are proposing separate gasoline and diesel truck standards, which phase in starting|

|in the 2014 model year and achieve up to a 10 percent reduction for gasoline vehicles and 15 percent reduction for diesel vehicles by |

|2018 model year (12 and 17 percent respectively if accounting for air conditioning leakage). |

|- For vocational vehicles, the agencies are proposing engine and vehicle standards starting in the 2014 model year which would achieve up|

|to a 10 percent reduction in fuel consumption and CO2 emissions by 2018 model year. |

|GAO has released a report reviewing the state of geoengineering science, federal involvement in geoengineering, and views of experts |

|about the extent to which federal laws and international agreements apply to geoengineering, and any governance challenges. |

|Most geoengineering proposals fall into two categories: carbon dioxide removal (CDR), which would remove carbon dioxide (CO2) from the |

|atmosphere, and solar radiation management (SRM), which would offset temperature increases by reflecting sunlight back into space. |

| |

|GAO recommends that presidential offices such as the Office of Science and Technology Policy (OSTP), in consultation with relevant |

|federal agencies, develop a coordinated approach to geoengineering research in the context of a federal strategy to address climate |

|change. The research approach should (1) define geoengineering for federal agencies; (2) leverage existing resources by having federal |

|agencies collect information and coordinate federal research related to geoengineering in a transparent manner; and if the administration|

|decides to establish a formal geoengineering research program, (3) sets clear research priorities to inform decision-making and future |

|governance efforts. |

|Municipal solid waste landfills and hydrogen production facilities are among the affected sections. |

|The final amendments for landfills address multiple issues including: |

|- Amending the definition of gas collection system or landfill gas collection system (40 CFR 98.6) to clarify that the passive |

|vents/flares are not considered part of a landfill gas collection system for purposes of subpart HH. |

|EPA will hold a listening session to receive comments for improving the next Vessel General Permit (VGP) in Washington, DC. The VGP is a |

|Clean Water Act NPDES permit that authorizes, on a nationwide basis, discharges incidental to the normal operation of vessels. |

|Vessels subject to the 2008 VGP are those operating in a capacity as a means of transportation in the waters of the U.S., except |

|recreational vessels as defined in CWA section 502(25) and vessels of the Armed Forces within the meaning of CWA [section] 312, that have|

|discharges incidental to their normal operation are eligible for coverage under the VGP. |

|The 2008 VGP addresses 26 vessel discharge streams by establishing effluent limits, including Best Management Practices (BMPs). |

|FWS issued final ruling in compliance to a court order to reinstate the regulatory protections for the gray wolf (Canis lupus) in most of|

|the northern Rocky Mountains. |

|This rule corrects the gray wolf listing for the northern half of Montana, the northern panhandle of Idaho, the eastern third of |

|Washington and Oregon, and north-central Utah as endangered and reinstates the former special rules designating the gray wolf in the |

|remainder of Montana and Idaho as nonessential experimental populations. Because ESA protections were not removed in Wyoming by our April|

|2, 2009 (74 FR 15123), final delisting rule, Wyoming is not impacted by this final rule. |

|The Army announced its ROD for BRAC 2005 actions at Fort Monroe, Virginia. The Army has decided to implement its preferred alternative |

|of early transfer of surplus non-reverting federal property to other entities for reuse. The Army prepared a Final Environmental Impact |

|Statement (FEIS) that includes the evaluation of the environmental and socioeconomic impacts of disposing of surplus Federal property |

|that does not revert to the Commonwealth of Virginia, and the implementation by others of reasonable, foreseeable reuse alternatives for |

|the entire property. |

|Under the early transfer alternative, the Army can transfer and dispose of non-reverting property for redevelopment before environmental |
