President’s Message

President, ASMC Washington Chapter

Happy New Year to all of the Washington Chapter ASMC members. Thanks to all for the contributions that you have made to our chapter this past year. I would especially like to thank the Army for hosting the Holiday Social in December. The event was well attended and we collected many toys for the Marine Corps Reserve Toys for Tots program and food for Arlington Food Assistance Center

We have the mini-PDI coming up in March and we will be preparing for the National PDI in San Antonio following soon after. I look forward to seeing you at each of these events, as well as, the monthly luncheons in 2009.

I am sure we will have some very challenging financial management days ahead as the government works to get the economy back on it's feet and as we learn the priorities of the new Administration and new Congress.

|Cutler Dawson is the President/CEO of Navy Federal Credit Union, a FORTUNE|

|Vienna, Virginia. Navy Federal, the world’s largest credit union, has |

|Born in Richmond, Virginia, Mr. Dawson is a 1970 graduate of the U.S. |

|Naval Academy and a 1986 graduate of the Industrial College of the Armed |

|Forces. He has a Master’s Degree in Financial Management from the Naval |

|Postgraduate School. |

|Mr. Dawson’s Naval career spanned 35 years and he attained the rank of |

|Vice Admiral. During his career, he commanded four ships, the Enterprise |

|Battle Group, and was the Commander of the Second Fleet/Striking Fleet |

|Atlantic. Mr. Dawson also had numerous assignments in the Pentagon and on|

|Capitol Hill, including the Navy’s Chief of Legislative Affairs and Deputy|

|Chief of Naval Operations for Resources, Requirements, and Assessments. |

|Mr. Dawson is a member of the President’s Advisory Council on Financial |

|Literacy. He is also a member of the Board of Governors of the Center for|

|Creative Leadership and serves on the board of the National Association of|

|Federal Credit Unions and the Consumer Federation of America. He also |

|serves as Chairman of the Board of Directors of Navy Federal Financial |

|Group, Navy Federal’s Credit Union Service Organization. |

|He is married to Deborah Loudon Dawson of Seattle, Washington. They have |

|two daughters, Ensign Daryl Dawson, USN, and Devon, a second-year student |

|at the University of Virginia, and Cutler, a senior at USC (California) in|

|Navy ROTC. |

Breaking the Audit Code: Cultural Reform and ICOFR

What is the value of a successful financial statement audit outcome? In the Marine Corps, it represents more than transparency through sound financial reporting, accurate processing of accounting data in the core accounting system (Standard Accounting, Budgeting and Reporting System - SABRS) or compliance with many legislative mandates that promote improved stewardship of resources. While these are very important considerations, the Marine Corps is poised for audit success because of a flourishing cultural shift that promotes pragmatism and prudence to better compete for scarce federal resources.

The Marine Corps’ charge, to support our warfighters through improvement in financial business practices, is intended to increase the speed of the programming, supply and communication chains while eliminating waste. Thus, an audit of Marine Corps’ financial statements is merely a byproduct in preparing itself to “doing-more-with-less” through efficiencies and cost-reduction efforts. The first step, however, was to infuse the importance of effective and efficient business processing in its warriors and business partners in order to promote an actionable movement towards improvement in financial management. The key to breaking this cultural code was an internal assessment strategy that grows in importance and recognition, the Internal Control over Financial Reporting (ICOFR) program.

The Marine Corps’ ICOFR program employs a systemic assurance engagement approach to assessing risks to the business environment by addressing relevant audit assertions (e.g., existence, valuation and allocation, completeness, etc.) and testing the effectiveness of internal controls to mitigate risks for all material financial business practices. The ability to speak “audit-talk” stems from the recognition that the ICOFR program yields evidence in manner the auditor can relate to and yet transcends beyond financial statements to speak to the operator as well. The program is viewed as a means to better achieve mission accomplishment and troop welfare in the face of increasing constraints to programs and budgets by linking the “power of the purse” to the achievement of operational goals. Thus, the paradigm created is a methodology embraced by the entity that looks inward for improvement and then promotes external transparency through audit.

Leadership Skills Audio Conferece

Leadership is key to success in defense financial management or any other endeavor. At this audio conference, you will learn practical tips on how to manage people and processes. The presentation will feature seven ways to effectively manage people and processes along with a discussion of each approach. The conference will provide a useful refresher for seasoned managers and great training for new managers. A handout will be provided and a live question-and-answer session will follow the presentation.

Presenter. Our presenter will be Dr. John Kline. Dr. Kline speaks widely around the country on leadership skills, as well as many other topics, and conducts corporate training. He is a frequent presenter as ASMC PDIs and receives rave reviews for his workshops. He is currently the Distinguished Professor of Leadership and the Director of the Troy University Institute for Leadership Development. The conference will last about 60 minutes, depending on the length of the presentation and the number of questions. A handout will be provided and a live question-and-answer session will follow the presentation.
