Guthrie County Courthouse Regular Session JUNE 22, 2021

The Guthrie County Board of Supervisors met this 22nd day of June, 2021, in regular session in the meeting room at the Guthrie County Courthouse in Guthrie Center, Iowa with the following members present: Clifford Carney, Mike Dickson, Everett Grasty, Jack Lloyd and Jerome "J.D." Kuster.

The meeting came to order at 9:00 a.m.

Motion by Grasty, second by Lloyd to approve Agenda for June 22, 2021. Motion carried: Ayes: 5 Nays: 0.

Board reviewed fireworks permit for Joe Chaloupka.

Motion by Lloyd second by Carney to approve fireworks permit for Joe Chaloupka. Motion carried: Ayes: 5 Nays: 0.

Dickson updated on the Courthouse Roof Contract and Specs. Yesterday was the pre-bid meeting, and no contractors attended.

Dickson provided a brief update on the Law Enforcement Center update.

Motion by Carney second by Kuster to approve minutes from June 15, 2021 as presented. Motion carried: Ayes: 5 Nays: 0.

There being no further business to come before the Board at this time, the Board adjourned at 9:12 a.m. until its regularly scheduled meeting on Tuesday, June 29, 2021. Motion by Kuster second by Lloyd. Motion carried: Ayes: 5 Nays: 0.

JUNE 28, 2021 6:30 P.M.

Mayor Parker opened the council meeting at 6:30 p.m. and called Roll. Council members present were Tom Flanery, Shane Gliem, Stan Landon, and Curtis Thornberry. Brian Dorsett was absent. Staff attending Lisa Grossman-City Administrator. The meeting was accessible electronically

thru GoToMeeting as allowed by Section 21.8 of the Iowa Code. APPROVAL OF AGENDA:

Landon made a motion to approve the agenda, seconded by Flanery. Motion carried unanimously. PUBLIC FORUM:

None CONSENT ITEMS:

Gliem moved to approve the minutes of 06-14-21 Regular Meeting and a Class B Wine Permit, C Beer Permit, Sunday Sales for Ryan Smith of The Lake Panorama Pizzeria, seconded by Landon. Motion carried unanimously. COUNCIL BUSINESS:

A. Resolution 21-36 was considered, agreeing upon conditions in the event Region XII's application to the State of Iowa Workforce Housing Tax Credits Program is approved. Thornberry made a motion to approve, seconded by Landon. With the roll being called, the resolution carried unanimously.

B. A discussion was held regarding Resolution 21-37, allowing sound equipment permit on the Town Square during Panorama Days. Landon made a motion to approve, seconded by Flanery. With the roll being called, the resolution carried unanimously.

C. Resolution 21-38 was considered, allowing possession and consumption of alcoholic canned beverages in designated areas of the Town Square during Panorama Days. Flanery made a motion to approve, seconded by Landon. With the roll being called, the resolution carried unanimously. FINANCIALS:

A. Thornberry moved to approve the bills payable, seconded by Landon. With the roll being called, the motion carried unanimously. INFORMATION ITEMS:

Departmental Reports were considered with the Council Packet. Administrator Grossman provided a verbal report to the Council.

Mayor Parker asked for a motion to adjourn. Landon made a motion to adjourn at 6:45 p.m., seconded by Flanery. With the roll being called, the motion carried unanimously.

Council members Chuck Cleveland, Fidel Hernandez, Carolyn Masters, Garold Thomas, and Ian Steensen were present.
