The primary purpose of this position is to serve as the Supervisor of the Security Operations Center, whose responsibilities include, but are not limited to, monitoring, securing, and protecting all Idaho Army National Guard assets within Gowen Field, the Orchard Combat Training Center (OCTC), including the Mobilization and Training Equipment Site (MATES), the Ammunition Supply Point (ASP), and numerous remote sites throughout the state. DUTIES AND RESPONSIBILITIES:1. Serve as the authority and expert on all matters involving the Security Patrol Activities (SPA) and law enforcement requirements, policy, and procedures within the Idaho Army National Guard (IDARNG) Security Operations Center. Serve as the liaison and conduit of information between the IDARNG and local, state, and federal law enforcement agencies. Coordinate, de-conflict, and integrate various security and law enforcement initiatives, policies, and activities within the OCTC. Review departmental practices and activities to ensure compliance with directives and integration with other security and related programs. 2. This position shall specifically provide day-to-day SPA supervision at each approved installation, in accordance with Appendix 3 of the Master Cooperative Agreement (MCA), for the Idaho Army National Guard (IDARNG). This position shall furnish supervisory services incidental to these security guard operations to include the following:Control entry to and egress from the location via designated installation/facility access control points (ACP).Conduct vehicle inspections in support of the installation security program.Patrol/protect location perimeters and Mission Essential or Vulnerable Areas (MEVA) to detect or deter unauthorized entry.Monitor Electronic Security Systems (ESS) and devices including Automated Access Control Systems (AACS), Closed Circuit Television (CCTV), Intrusion Detection Systems (IDS) and Security Control Center (SCC) when applicable and initiate appropriate response forces.Provide other services necessary to secure ARNG resources, and personnel as approved by NGB-ARO-FP.Ensure Security Program Activities are performed in accordance with state laws and statutes, Army Regulation 190-56, and the Army National Guard Security Guard Program.3. Apply a broad knowledge of legal jurisdiction, civil rights, and applicable laws in dealing with incidents involving active military personnel, Reservists, National Guardsman, contractors, and civilians. Assist federal, state, local, and military authorities in conducting investigations and inquiries. Foster a positive working relationship with outside agencies and make recommendations regarding letters/memorandums of agreement between agencies. Must respond 24/7 to assist, direct, or advise on interagency incidents. Participate in the Joint Threat Working Group and Security Council, and provide expertise in areas of responsibility.4. Develop, propose, and implement approved written policy for areas of direct responsibility including operations, training, and administration. Maintain current guidelines for security personnel, train to standard, and administratively support all facets of the operation. Interpret broad higher headquarters directives; formulate local security and law enforcement procedures and policies based on unique command and operational needs.5. Manage functionality and accuracy of card reader systems, camera/video security systems, intrusion detection systems, and communications systems employed within the users area of responsibility. Identify and resolve issues that degrade or disturb the functional and efficient operation of an integrated security system. Ensure staff quickly identifies alarms, shortfalls, and deficiencies within the integrated security system and takes responsive steps to secure assets and correct problems. Coordinate with Electronic Security System (ESS) personnel and civilian contractors for repairs, upgrades, and maintenance of all integrated systems.6. Analyze, assess, and report physical and operations security compliance or non-compliance, vulnerabilities, and trends within areas of responsibility. Coordinate actions to correct security related deficiencies. Identify operational, jurisdictional and regulated liabilities; provide viable solutions prior to mishaps and incidents.7. Justify major fiscal expenditures and procurement of needed security technology, security aids and equipment, manpower, and infrastructure. Assist the Antiterrorism Program Coordinator with the yearly National Guard Bureau Budget and Manpower Assessment ensuring departmental budget concerns are met and additional force requirements are fielded.8. Develop a training program that includes mandatory firearms training, physical apprehension and restraining techniques, oleoresin capsicum, expandable baton, force continuum, deadly force, report writing, basic investigations, emergency response, and tactics. Establish a field training officer program ensuring that all employees are trained in standard operating procedures. Personally train individuals and units upon request in marksmanship, force continuum, deadly force, and transportation of AA&E. Properly document all facets of training.9. Perform supervisory responsibilities to include employee work schedules, performance management (standards, appraisals, and counseling), payroll approval, and coordination of all personnel and position administrative actions with HRO. Execute timely and appropriate corrective action on all personnel matters. Manage personnel staffing through competitive and noncompetitive (temporary) hiring processes. Conduct interviews, suitability screening, and background checks. Identify and train competent temporary backfills (for deployed employees) who can quickly assume a responsible role within the department. Promotes a respectful workplace that complies with policies of the Adjutant General. Observes and ensures compliance with all applicable laws, rules, regulations and policies and serves as a role model for the Whistleblower Protection Program, EEO, security and workplace safety practices, policies and regulations at all times. Maintains a safe and drug/alcohol free workplace.10. Performs other related duties or projects as necessary or assigned.SUPERVISORY CONTROLS: Work is performed under general supervision. The incumbent exercises a wide-latitude of independence and must display initiative, tact, and good judgment. Responsible for independently formulating and implementing operating standards, administrative standards, and training standards in accordance with local policy, jurisdictional guidelines, and NGB regulations. Resolves most conflicts that arise; keeps supervisor informed of program actions, progress, conflicts, controversial issues, and conditions with far reaching implications.Incumbent is considered a technical authority on developing local guidance and interpreting security and law enforcement requirements which include NGB guidance, Executive Orders, DoD and Army policies and concepts, and special security policy directives from other sources to include county, state, and federal agencies. The employee uses initiative and resourcefulness in researching and implementing new and improved security methods and procedures and analyzes trends in security violations and other lapses in security.PERSONAL WORK CONTACTS: Contacts include managers, supervisors, and employees of the Idaho National Guard, civil authorities, fire departments, federal agencies, contractors, NGB Staff, and other armed forces personnel. Contacts may take place in a non-routine, unstructured environment and often involve very different security issues or are for varying purposes. Represent the Military Division’s interest and participation in varying security and law enforcement matters; ensure all courses of action meet state and higher headquarters security objectives, directives, and policies. Present, explain, and defend a policy or desired program change in formal briefings, meetings, and conferences.WORKING CONDITIONS / PHYSICAL EFFORT: The majority of work is performed in an office environment that is adequately lighted, heated, and ventilated. Work may require occasional lifting of items such as equipment or supplies weighing up to 50 pounds. Prolonged standing may be expected. Incumbent is expected to maintain sufficient physical conditioning to enable running, jumping, or other physical acts which may be necessary during training, emergency responses, crisis intervention, or detention of suspects. Approximately 20% of work is performed outdoors in all types of weather conditions. Incumbent may be exposed to dangers associated with live firing of ammunition on ranges, and an arid desert environment.
