SUBJECT: DOD 5000 Acquisition Policy Revision

INDUSTRY QUESTION: What is the status of the revision?

RESPONSE:

The Deputy Secretary of Defense signed a memorandum on October 30th canceling the current DOD 5000 Directive, Instruction and Regulation, and issuing interim guidance pending finalization of the revised policies. He indicated in his memorandum that the revision was required to create and acquisition policy environment that fosters efficiency, flexibility, creativity, and innovation. The final documents are to be provided for his review by January 15, 2003.

Once finalized, the Department will re-issue DoD Directive 5000.1, “The Defense Acquisition System” and DoD Instruction 5000.2, “The Operation of the Defense Acquisition System”.

DoD Regulation 5000.2, “Mandatory Procedures for Major Defense Acquisition Programs and Major Automated Information System Acquisition Programs” will not be re-issued and will be converted to a guide.

The Defense Acquisition Policy Working Group (DAPWG) is coordinating the review and finalization process. Industry comments are requested and we are receiving some.
