ATZK-AR 1 December 2018MEMORANDUM FOR RECORDSUBJECT: 2019 Gainey Cup, Best Scout Squad Competition Administrative Instructions1. The United States Army Armor School (USAARMS) will sponsor the 2019 Command Sergeant Major (CSM) William Gainey Best Scout Squad Competition from 22 April 2019 to 3 May 2019. The competition is a multi-day event that will test Scout Squad Proficiency in Reconnaissance and Security tactical and technical skills, while operating in a mentally and physical demanding environment. 2. Units will assess and select teams to serve as their representatives in the competition. No more than 24 total squads will be entered in to the competition. Personnel may complete as long as they are currently in an authorized Scout Troop/Company MTOE/TDA position. The squad must be made up of member of an MTOE platoon and not made up of “All-Stars,” from across the respective command. Squad Leaders will bring a copy of their units AAA-162 to certify this process. Units may request additional teams; however, the approval authority is the Chief of Amor, BG Lesperance. The POC for additional team requests is CPT Patrick M. Zang at patrick.m.zang.mil@mail.mil.3. The following major commands have received invitations to compete in the 2019 Gainey Cup: 1ID, 2ID, 3ID, 4ID, 7ID, 10th MTN, 25th ID, USARAK, 82nd ABN, 101st ABN, 1st AD, 1st CAV, 2nd CR, 173rd ABN, 3d CR, 11th ACR, the ARNG, the United States Marine Corps, and International Partners. 4. To match the Scout Squad of the Army, and to ensure consistency across formations, Scout Squads from an Armored Brigade Combat Team (ABCT) and Stryker Brigade Combat Team (SBCT) will be comprised fo the following:Squad Leader: SSGTeam Leader: SGTScout: E4 and belowScout: E4 and belowScout: E4 and belowScout: E4 and below5. Squads from an Infantry Brigade Combat Team (IBCT) will be comprised of the following:Squad Leader: SSGTeam Leader: SGTScout: E4 and belowScout: E4 and belowScout: E4 and belowScout: E4 and belowScout: E4 and belowScout: E4 and below6. USAARMS will make final team allocations NLT 15FEB2019. Squads must submit a competitor packet to the competition Point of Contacft (POC), CPT Patrick M. Zang. The Competitor Packet will consist of the following: Unit Manning Report with competitors names highlighted, a Squad Photo to be used in the event program, a Memorandum for Record from the unit G3 or equivalent stating that the competitors are medically cleared, not pending disciplinary action, are fully certified with their assigned individual, crew served, and platform-specific weapons systems, and competitors homes of record.7. Each command will designate one (1) point of contact to communicate directly with the competition POC. The competition POC will not communicate with undesignated representatives.8. After 15MAR2019, all team competitors are locked and will not be changed without approval from the Chief of Armor. 9. Teams must start with all members of their squad. A team is authorized to lose up to one member to injury during the competition. The injury must be validated by Fort Benning medical personnel. As a penalty, the remaining squad members must continue to carry the equipment of the injured squad member through the remainder of that particular event. Once removed from the competition due to medical reasons, the squad member cannot return withouth the approval of the 316th Cavalry Brigade Commander. If two or more members are removed, the Squad will be disqualified from the competition.10. Teams will billet at the 3rd Squadron, 16th Cavalry Regiment Reconnaissance Compound (Camp Cornett) from arrival until departure. Teams will mess at the Brett Dining Facility, located on Harmony Church. Barracks space is allocated for the competitors only. 11. Teams will refer to the ALARACT for guidance pertaining to command team presence at the competition. Respective commands are responsible for arranging their own billeting, transportation, and meals.12. Once travel arrangements are finalized, the unit representative will coordinate with the competition POC for tracking and accountability purposes.13. All units with a General Officer or Flag Officer CSM attending will communicate directly with the Maneuver Center of Excellence Protocol Ofice for all travel coordination. MCoE Protocol can be reached at (706)-545-4662.14. Teams will report on 22APR2019 in duty uniform, with all necessary paperwork and packing list items. If competitors are unable to acquire any portion of the packing list, they will coordinate with the competition POC prior to arrival. Uncoordinated Central issue Facility (CIF) needs will not be met by the competition support staff.15. Teams must arrive to the competition licensed and qualified on their vehicle platform, crew-served, and individual weapons systems. Teams will provide operator and weapons qualification records during in-processing.15. Teams will be issued vehicles, sensitive items, and squad equipment upon arrival to Fort Benning. Competitors are responsible for securing their own property and equipment. Competitors will zero their assigned personal weapons on 24APR2019. 16. The 316th Cavalry Brigade cadre will control all uniform and equipment exchanges once the competition begins. Receipt of any item from an outside source after the competition starts will result in disqualification.17. International teams will consist of a squad with comparable rank structure to teams from the United States as defined in Paragraphs 4 and 5 of this memorandum. International competitors will be provided an opportunity for familiarization on U.S. equipment as necessary. 18. All competitors must have a current medical physical (within the last 6 months) clearing them for the competition. Competiors must declare upon in-processing if they have ever been a previous hot or cold weather injury. 19. Over the counter medications are prohibited unless provided by Fort Benning medical personnel. All medical or nutritional supplements are prohibited during the copetition. A medical provider will validate all prescriptions during in-processing. 20. It is the competitors responsibility to ensure that they are adhering to the most up to date packing list, as listed in this memorandum and modified as necessary on the competition website. If competitors are missing mission essential equipment upon arrival to Fort Benning, it is not guaranteed that the competitor will be able to acquire the necessary equipment; this may result in a scoring deduction during the competition.21. All other pieces of military equipment are optional.24. The following are unauthorized items throughout the competition, any competitor found in possession of one of these items will result in the Squad’s disqualification from the competition: Personal GPS device of any sort (to include watches), and cellular phones or other internet capable devices.25. It is the competitors responsibility to check the competition website for the event tasks, conditions, and standards. At a minimum the Scout must be prepared to execute the following: A written knowledge examination (consisting of Reconnaissance and Security Knowledge, Operational Terms and Graphics, and Land Navigation), a Vehicle Identificaftion Exam, Gunnery Skills Test for their respective mounted platform, Call for Fire in both a simulated and live environment, dismounted Land Navigation, mounted Land Navigation, reporting IAW doctrinal publications, utilization of Beyond Line of Sight Radio Communications requiring field expedient antennas, physical fitness events, a Situation Training Exericse Lane, and a platform specific live fire exercise.26. The competition events will follow the Integrated Weapons Training Strategy; progressing from individual to collective tasks as the competition unfolds. 27.
