a. INTRODUCTION:

This position is located in a Battalion (Bn) or Squadron (Sqdrn) size headquarters of the Army National Guard (ARNG). The purpose of this position is to function as the logistics manager of the organization responsible for accomplishment and oversight of logistics plans, activities, and actions.

b. DUTIES AND RESPONSIBILITIES:

(1) Develops, implements and evaluates the logistic policies for the organization. Is the primary advisor for the command in the area of logistics operations. Oversees and reviews unit level feeder reports. Analyzes and/or prepares the logistics and equipment readiness areas of the organizational readiness report. Reviews, analyzes, and provides recommendations relative to proposed MTOE and/or force structure changes to determine the impact on equipment authorizations. Keeps abreast and ensures the implementation of new policy statements, regulations and directives issued by higher headquarters concerning logistic activities. Provides guidance and assistance to ensure command programs have been implemented and evaluates their effectiveness in subordinate elements. Plan for the establishment and operation of the Administrative and Logistics Operations Center (ALOC). Develop and implement tactical standard operating procedures for logistics.

(2) Ensures compliance with the command supply discipline program, command maintenance discipline program, and other directed command inspection programs. Assists in the preparation for and executes additional command level inspections in the area of logistics and maintenance. Oversees the duties of the Property Book Officer (PBO). Advises the commander of equipment on hand and equipment readiness issues. Directs the maintenance priority of support to unit equipment. Makes decisions based on the commander’s guidance and intent in the area of property assignments. Coordinates and ensures the completion of change of command inventories and reports of survey. Directs, reviews, and makes recommendations on investigations of incidents involving property loss or damage.

(3) Provides guidance and funds management for all decentralized logistic funds. These may include secondary stock funds, office supply accounts, transportation funding, and various classes of supply. May serve as the approving official for government purchase card expenditures.

(4) May be required to represent the National Guard and the unit Commander in the community. Provides logistical support for community activities such as parades, celebrations, military funerals, etc. Coordinates with civic officials, club officers and school officials for such things as recruiting activities, communities support projects, natural disaster or civil disturbance planning, use of facilities for training for such things as recruiting for such things as recruiting and security of those facilities.

(5) Provides technical guidance and assistance to all organizational logistic personnel pertaining to the accountability of all property assigned to the organization. Plans, organizes and assigns work to employees engaged in logistical work assigned at the command level. Revises assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities. Prepares requests for filling vacancies to meet workload requirements. Participates in the selection of subordinates from lists of eligibles. Establishes performance standards and evaluates employee performance. Prepares formal requests and recommendations for promotions, reassignments, etc. Recommends recognition for outstanding performance. Provides initial approval/disapproval of leave. Receives and resolves or participates in the resolution of grievances, or forwards to higher level management for resolution. Acts to resolve disciplinary problems, or forwards to higher level management for resolution. Formulates plans for equal treatment of all employees. Assures position descriptions are accurate. Informs employees of all aspects of personnel programs of the installation, either answering routine questions or obtaining information from specialist when more technical answers are required.

Factor 2 – Supervisory Controls:

Work is performed under supervision of the Officer in Charge (OIC) who provides to the incumbent the command’s policies, goals, and objectives. The incumbent is relied on to plan, organize, and to determine the work methods and techniques required for achieving the goals and meeting the needs of the organization. Technical guidance and assistance is received from the OIC and/or from the logistics and property management personnel at higher headquarters. Authority is delegated to the incumbent to independently carry out all assignments to include making necessary contacts and providing authoritative explanation of rules, regulations, and procedures. Work is reviewed for compliance with instructions and policies, for adequacy and soundness of decisions, and for overall attainment of objectives.

Factor 3 – Guidelines:

Guidelines such as interdepartmental, agency or installation manuals, regulations, directives, and procedures are available. Incumbent must develop local policies and procedures for logistical operations and establish suitable methods for analyzing data and establishing quality control procedures to maintain accountability of property, supplies, and services. Judgment and decision making is necessary for data interpretation when adapting methods or applying guidelines to situations not covered by standardized procedures.

Factor 4 – Complexity:

Work includes a variety of processes and methods that involve reviewing and researching logistics readiness indicators and equipment authorization documents to advise senior leadership and to maintain supply and property accountability. The incumbent makes decisions regarding what needs to be done based on analysis of logistical trends, property and equipment authorizations, availability of authorized equipment, and the mission readiness limitations. Work includes the planning for authorization documents and force structure changes programmed for the organization while simultaneously maintaining desired logistics readiness levels.

The results of the work affect the short and long-range logistical capabilities of the organization to support current and potential missions. Contacts are also required to resolve problems concerning current and projected organizational logistical requirements, programmed conversion timelines, supply and property management issues, automated system problems, and to clarify discrepancies in information within the organization and higher echelons.

C. Background Information: This position is located in the Supply/Logistics Section of an Army National Guard Battalion or Squadron. Changes in the work requirements as well as the generic nature of existing position descriptions has necessitated the publication of specific Battalion/Squadron level position descriptions that adequately describe the nature of work accomplished.

D. Series, Title, and Grade Determination:

1. Pay Plan: The duties in this position are primarily of an administrative nature and as such, are subject to the General Schedule (GS) pay plan.

2. Series: In accordance with the series definition for Logistics Management, GS-0346; this series covers positions concerned with directing, developing, or performing logistics management operations that involve planning, coordinating, or evaluating the logistical actions required to support a specified mission, weapons system, or other designated program. This position is responsible to function as the logistics manager and as such is responsible to develop, plan, direct implementation, and evaluate the effectiveness of organizational logistical activities to meet the various training requirements and operational capabilities for homeland defense and wartime/contingency deployments. The paramount knowledge required by the position is the identification of specific logistical requirements and correlating those requirements with organizational plans for the various training requirements and potential deployments of the organization. Factor 1 – Knowledge Required by the Position: FL 1-6 950 Pts

-- The incumbent of this position is required to function as the organizational representative with oversight responsibility for logistical activities designed to support the training and operational requirements of the organization. This requires the incumbent to possess and utilize a diverse range of knowledge of operations/training activities of the organization and the logistical implications of those activities. This knowledge is used to develop local procedures, evaluate the effectiveness of those procedures, and provide general procedural guidance to the organization. The knowledge of property authorized levels of equipment as well as the capabilities of authorized substitutes in mission accomplishment is utilized to plan, accomplish, and evaluate the logistical readiness of the organization. The incumbent utilizes knowledge of MTOE equipment, their capacities, and limitations of requested substitutes to determine effects to organizational logistics readiness and the ability of the organization to accomplish planned and potential missions and deployments. This position is required to develop plans and timelines for changes to authorization documents based on information and data provided by higher organizational levels and the Property Book Officer (PBO) of the organization and advises appropriate levels of management/command of potential limitations to planned operations and training. The incumbent of this position is required to possess knowledge of and skill in operating automated logistics databases, especially in property management. The incumbent is required to utilize knowledge of logistical budgetary procedures to advise the organization of monetary limitations and restrictions, develop execution plans commensurate with guidance received, and prepare annual logistical budget requests of the organization. This level of knowledge is directly applicable to illustrations at Level 1-6 in the Grade Evaluation Guide for Supply Positions and is determined to be the appropriate level.

-- Level 1-7 as described in the standard envisions work that requires the incumbent to utilize specialized techniques and methods to analyze and evaluate. While the position is required to evaluate the effectiveness of logistical plans, procedures, and activities at meeting requirements; the incumbent is not required to employ any specialized technique or method in that evaluation. Additionally, with the availability of technical specialists at higher command levels; the incumbent is not required to independently analyze and resolve difficult issues.
