APPENDIX A: Personal Appearance

GENERAL

1. PURPOSE: The Drill Team and Color Guard is a United States Army sponsored program where discipline is judged, in part, by the manner in which a cadet wears a prescribed uniform, as well as, by the individual’s personal performance and team performance. Therefore, a neat and well-groomed appearance by all cadets is fundamental to the Drill Team and Color Guard and contributes to building pride and esprit de corps that is essential to an effective unit. A vital ingredient of the Drill Team and Color Guard’s strength and training effectiveness is the pride and self-discipline that cadets bring to the team through a conservative military image.

2. It is the responsibility of the Drill Team Instructor and Drill Team Commanders to ensure that cadets under their command present a neat and Soldierly appearance. Therefore, in the absence of specific procedures or guidelines, Drill Team Instructor and Drill Team Commanders must determine a cadet’s compliance with standards. Cadets must take pride in their appearance at all times, in or out of uniform, at or away from school.

Hair - General

1. The requirement for hair grooming standards is necessary to maintain uniformity within the Drill Team and Color Guard population. Many female hairstyles are acceptable, as long as they are neat and conservative. It is not possible to address every acceptable female hairstyle, or what constitutes eccentric or conservative grooming, therefore, it is the responsibility of leaders at all levels to exercise good judgment in the enforcement of the Drill Team and Color Guard policy. All cadets will comply with the hair, fingernail, and grooming policies when in any military uniform or when in civilian clothes while a member of the Drill Team or Color Guard.

2. Leaders will judge the appropriateness of a particular hairstyle by the appearance of headgear when worn. Cadets will wear a Beret or Service Cap. Headgear will fit snugly and comfortably, without distortion or excessive gaps. Hairstyles that do not allow cadets to wear the headgear properly are prohibited from participating on either team.

3. Extreme, eccentric, or trendy haircuts or hairstyles are not authorized. If cadets use dyes, tints, or bleaches, they must choose those that result in natural hair colors. Colors that detract from a professional military appearance are prohibited. Therefore, cadets should avoid using colors that result in an extreme appearance. Applied hair colors that are prohibited include, but are not limited to, purple, blue, pink, green, orange, bright (fire-engine) red, and fluorescent or neon colors. It is the responsibility of leaders to use good judgment in determining if applied colors are acceptable, based upon the overall effect on cadets’ appearance.

4. Cadets who have a texture of hair that does not part naturally may cut a part into the hair. The part will be one straight line, not slanted or curved, and will fall in the area where the cadet would normally part the hair. Cadets will not cut designs into their hair or scalp.

5. Cadets may not wear hairnets unless they are required for health or safety reasons.

Male Haircuts

1. Male haircuts will conform to the following standards:

a. Male Drill Team members will have a closely cut haircut with a tapered appearance and will maintain this haircut while a member of the Drill Team and Color Guard. This haircut style is a very common haircut among Soldiers, Marines and athletes. The hair is cut tapered on the sides and back with no hair touching the ears and clearly above the eyebrows. The top is usually crew cut length and may be blended with the sides or left with a distinct line between the shaved sides and longer top. Designs cut into the hair are prohibited.

b. Males will keep their face clean-shaven when in uniform or in civilian clothes while on the Drill Team or Color Guard. Mustaches and sideburns are not permitted.

c. Males are prohibited from wearing cosmetics, to include nail polish. All males will keep fingernails clean and neatly trimmed. Males will keep nails trimmed so as not to extend beyond the fingertip.

Female Hair Styles

1. Female haircuts will conform to the following standards:

a. Females will ensure their hair is neatly groomed, that the length and bulk of the hair are not excessive, and that the hair does not present a ragged, unkempt, or extreme appearance. Likewise, trendy styles that result in shaved portions of the scalp (other than the neckline) or designs cut into the hair are prohibited. Females may wear braids and cornrows as long as the braided style is conservative, the braids and cornrows lie snugly on the head, and any hair holding devices comply with the standards below. Females with long hair are encouraged to use a “sock bun” style to meet standards.

b. Dreadlocks (unkempt, twisted, matted individual parts of hair) are prohibited in uniform or in civilian clothes while on the Drill Team or Color Guard.

c. Hair will not fall over the eyebrows or extend below the bottom edge of the collar at any time during normal activity or when standing in formation. Long hair that falls naturally below the bottom edge of the collar, to include braids, will be neat and inconspicuously fastened or pinned, so no free-hanging hair is visible.

d. Styles that are lopsided or distinctly unbalanced are prohibited. Ponytails, pigtails, or braids that are not secured to the head (allowing hair to hang freely), widely spaced individual hanging locks, and other extreme styles that protrude from the head are prohibited.

e. Extensions, weaves, wigs, and hairpieces are authorized; however, these additions must have the same general appearance as the individual’s natural hair. Additionally, any wigs, extensions, hairpieces, or weaves must comply with the grooming policies set forth in this paragraph.

f. Females will ensure that hairstyles do not interfere with proper wear of military headgear at any time. When headgear is worn, the hair will not extend below the bottom edge of the front of the headgear, nor will it extend below the bottom edge of the collar.

g. Hair-holding devices are authorized only for the purpose of securing the hair. Cadets will not place hair-holding devices in the hair for decorative purposes. All hair-holding devices must be plain and of a color as close to the cadet’s hair color as possible or clear. Authorized devices include, but are not limited to, small, plain, elastic hair bands covered with material, barrettes, combs, pins, clips, rubber bands, and hair bands. Devices that are conspicuous, excessive, or decorative are prohibited. Some examples of prohibited devices include, but are not limited to, large, lacy scrunches; beads, bows, or claw clips; clips, pins, or barrettes with butterflies, flowers, sparkles, gems, or scalloped edges; and bows made from hairpieces.

h. As with hairstyles, the requirement for standards regarding cosmetics is necessary to maintain uniformity and to avoid an extreme or unmilitary appearance. Females are authorized to wear cosmetics with all uniforms, provided they are applied conservatively and in good taste and complement the uniform. Leaders at all levels must exercise good judgment in the enforcement of this policy.

i. Females may wear cosmetics if they are conservative and complement the uniform and their complexion. Eccentric, exaggerated, or trendy cosmetic styles and colors, to include makeup designed to cover tattoos, are inappropriate with the uniform and are prohibited. Permanent makeup, such as eyebrow or eyeliner, is authorized as long as the makeup conforms to the standards outlined above.

j. Females will not wear shades of lipstick and nail polish that distinctly contrast with their complexion, that detract from the uniform, or that are extreme. Some examples of extreme colors include, but are not limited to, purple, gold, blue, black, white, bright (fire-engine) red, khaki, camouflage colors, and fluorescent colors. Cadets will not apply designs to nails or apply two-tone or multi-tone colors to nails. Females will comply with the cosmetics policy while in any military uniform or when in civilian clothes while on the Drill Team or Color Guard. No polish is highly recommended for performances.

k. All females will keep fingernails clean and neatly trimmed. Females will not exceed a nail length of 1/4 inch, as measured from the tip of the finger. Females will trim nails shorter if the instructor determines that the longer length detracts from the military image, presents a safety concern, or interferes with the performance of team duties.

Appendix B: Safety SOP

PURPOSE: To prevent accidents during armed/unarmed regulation or exhibition drill and maintain a safe training environment.

TRAINING SAFETY OVERVIEW: Safety is embedded in everything Cadet Command does. We cannot replace the life of a cadet or instructor. Safety is a value that must be aggressively practiced at all times.

1. Training safely is a command responsibility. The Drill Team Instructor will ensure that adequate safety provisions are incorporated into all drill training. The Drill Team Instructor will vigorously investigate accidents/injuries, learn from them, and implement countermeasures to prevent them from recurring.

2. Supervisory personnel are responsible for assisting the Drill Team Instructor by requiring adherence to this SOP.

3. Training safety is also an individual responsibility. Each individual will comply with established procedures, correct or report unsafe conditions, report all accidents/injuries, use protective equipment as appropriate, warn others of known hazards or failure to observe safety procedures.

TRAINING SAFETY GOALS:

1. Provide a safe training environment.

2. Suffer no loss of life of serious (disabling) injuries.

3. Prevent improper training.

4. Prevent inadequate preparation of training site.

5. Prevent other unsafe conditions or acts.

6. Prevent damage to equipment or training areas.

COMMAND PHILOSPHY:

1. Accidents are an unacceptable impediment to Cadet Command missions, morale, and resources. All leaders will make risk management a routine part of planning and executing training.

2. Leaders at all levels will employ the risk management process to avoid unnecessary residual risk to missions, personnel, equipment, and environment.

3. Instructors will accept no risk unless the potential benefit outweighs the potential loss.

4. Risk decision authority is based upon the residual risk of an activity after application of control measures. Conduct of extremely high-risk training is prohibited. The Cadet Command Commander must approve conduct of high-risk training. The Brigade Commander must approve conduct of moderate-risk training. The Senior Army Instructor must approve conduct of low-risk training.

INSTRUCTOR OBJECTIVES:

1. Ensure cadets and instructors observe appropriate safety rules and regulations, including the use of protective clothing and equipment.

2. Promptly evaluate and take action as required to correct hazards reported by cadets or cadre when identified through accident investigation.

3. Complete a Risk Management Worksheet for training and competition.

4. Orient new team members concerning hazards of armed regulation and exhibition drill.

5. Report all accidents promptly and ensure that injured cadets/cadre receive appropriate medical treatment.

CADET OBJECTIVES:

1. Execute practices and competitions in a safe manner and observe established safety procedures at all times.

2. Identify potential hazards or changes in procedures that may create hazardous conditions.

3. Report observed unsafe training conditions immediately to the instructor.

4. Report any practice or competition related injury or property damage to the instructor.

5. Promptly seek treatment for any practice or competition related injury.

6. Observe all hazard and warning signs.

7. Keep practice areas clear.

ACCIDENT ACCOUNTABILITY AND REPORTING:

1. Accidents that result in severe injury or death to cadets during practice, competition or traveling to or from competitions will be reported through the 3rd Brigade High School Division to the Cadet Command Safety Office.

2. Accidents that do not meet the above criteria will be reported at the local level and countermeasures developed to prevent their recurrence.

3. Accident classes will be used to determine the appropriate investigative and reporting procedures. Accident classes are as follows:

• Class A = Fatality or permanent total disability.

• Class B = Permanent partial disability and/or three or more cadets are hospitalized as In-patients.

• Class C = Nonfatal injury resulting in loss of time from school and/or nonfatal disability that causes loss of time from school.

4. DA Form 7306-R will be completed. The Cadet Command Safety Manager will be immediately notified (with in 24 hours) when a Class A, B, or C accident occurs.

5. The Senior Army Instructor will ensure all Class A, B, C accidents are investigated to obtain facts and circumstances and ensure proper reports are prepared as outlined in CCR 385-10, Figure 2-2.

RISK MANAGEMENT PROCESS:

1. Identify hazards or risks associated with armed drills, minimize and control those risks and weigh them against the overall training value. The instructor will conduct risk assessment formally during the planning process of the training event or informally when making a hasty plan. All armed training will require a risk assessment.

2. The instructor will integrate risk management into the planning and execution of training and activities from initial concept through termination.

3. The Drill Team Instructor will:

• Accept no unnecessary risk.

• Make risk decisions at the proper level.

• Accept risks only if the benefits outweigh the risk.

• Document risk decisions.

• Develop standing operating procedures that facilitate the effort.

RISK ASSESSMENT AND MANAGEMENT STEPS:

1. Identify the hazards. Hazards are potential sources of danger, which may cause injury or property damage. Record identified hazards on the Risk Assessment worksheet.

2. Assess the hazards. Determine the risk level of the hazard and the probability that it will occur resulting in injury.

3. Develop controls and make risk decision. Weigh the risk benefits of performing an operation. Accept no unnecessary risks. The purpose of drill is to build confidence and demonstrate proficiency in the art.

4. Implement controls. Establish controls to reduce the risk of accident or injury.

• Eliminate the hazard

• Train

• Change procedure

• Motivate

• Control

• Inspect

5. Supervise. Take action during training to ensure controls are enforced and improved where necessary.

The below documents will be printed and given to cadets at the first drill team meeting in December to be taken home and signed by parents. Signatures of both the cadet and parent confirm that both agree to everything stated in the SOP.
