1Introduction

2016 China Rally Zhangye has been included in the FIA Sporting Calendar as the 3rd round of FIA Asia-Pacific Rally Championship (APRC) and the 2nd round of China Rally Championship(CRC). The event is sanctioned by the State General Administration of Sport of China and the FIA, organized by Federation of Automobile and Motorcycle Sports of People’s Republic of China (CAMF), co-organised by the People’s Government of Zhangye City, Gansu Province, and will be held between 5 and 7 August at Zhangye City in Gansu Province.

With the special gravel stages , Zhangye is competent to hold any rally competition, and grand repute is received from competitors. This year the organizer chooses some new special stages which will certainly add more fun to the event.

Located in the middle of Hexi Corridor, Zhangye City dominates one area and five countries: Ganzhou Area,Linze,Gaotai,Shandan, Minle and Su’nan counties.

The total area is 42 thousand square kilometers and the total population is 1.28 million people. There are Han,Hui,Tibetan,Mongolian,Yugu and other 38 nationalities, among which Yugu Nationality is the minority only inhabited in Gansu. It’s an Excellent Tourism City of China and national historical and cultural city now.

Zhangye was called as Ganzhou in ancient time. As the “arm” in Zhang Period to the communication with the western regions in Western Han Dynasty, Zhangye got its name and has always been praised as “the Yangtze River region in the frontier” and “the golden Zhangye”. Zhangye is long in history, splendid in culture, beautiful in landscape and honest in social mood. There are the wetland park nearest to city-Zhangye national Wetland Park; the biggest indoor wood stuffed and clay sculptured lying Buddha of the world, rare treasure – Zhangye Golden Sutra, treasure of cave art – grotto group in Mati Temple of Su’nan, Jinta Temple and Manjushree Temple, the most beautiful colorful Danxia of China, the best preserved ancient capital of Northern Liang of China – ancient ruins of Camel City, national classic red scenic spot – Memorial for West Army of Chinese Workers ’and Peasants’ Red Army, and the largest royal stud farm of the world – Shandan Horse Farm. Zhangye is a high taste integrated tourism-rich region in West China, and is an important tourist destination of the Silk Road golden tourist route.

Retrospect

The FIA Asia Pacific Rally Championship (APRC) was introduced into China in 1997. Since then, this event has become an important international event in China with more and more competitors from Japan, Malaysia, India, Finland, Denmark, UK, Italy, Argentina, Australia, New Zealand, Hong Kong, and Chinese Taipei to join in. The event also enjoys a good reputation among the participants, which attracts many national and international media to cover it.

Zhangye Rally is going to be the first year event of APRC and also one round of our China Rally Championship (CRC), it was successfully held from year 2011 to 2015。During the last five editions many good impressions were left for the participants because of the competitive special stage and good facilities. We believe that for this year’s event, more participants will join in and enjoy the rally, and we believe the 2016 event will still be a fantastic one.

4.2 Criteria for acceptance of entries

Entrants, drivers and co-drivers of any nationality holding the appropriate international competition license may enter China Rally as an APRC competitor. International competition holders must hold an authorization from their ASN(s) or obtain its stamp on their entry form.

Vehicles which apply to article 4 and Chapter V4 of 2016 FIA Regional Rally Championship Sporting Regulations are eligible.

The maximum number of entries is 50. On one side, the organizer reserves the right to accept more entries, and on the other side, according to the code, the organizer also reserves the right to refuse any entry.

4.3 List of event service fee

5

Service park and Refuel Zone

5.1 Information about the service park

Only one service park is set up for the rally, which is about 3km from the Rally HQ, and can be reached by the road book.

Water, electricity power, toilet, guards, and garbage recycling will be served for the service park.

The service park will be opened on Friday 29 July 2016. (The access of the container of APRC) The national teams enter after the APRC team.

Environmental requirements:

Please don’t put any stuff on the grasslands by the side of the service park. While working in the service park, please use the ground sheet to protect the asphalt surface.

For auxiliary/media/VIP/spectator vehicles, they should be parked outside the service park.

5.2 Fuel Zone

Fuel which applies to the standard of article 252-9 Appendix J of FIA International Sporting Code should be used in the Special Stages schedule.

Additionally, except section1, a remote refueling area is set up for each section, and this area can be reached by road book.

Two way radio

2-way radios are permitted to be operated only on government controlled and designated frequencies in The People’s Republic of China. Users must send the radio information (model /quantity/frequency) to the Permanent Secretariat by 8 July. 2016. The following frequencies are available for use:

Fuel/tyres

7.1 Fuel

Fuel which applies to the standard of article 252-9 Appendix J of FIA International Sporting Code should be used.

7.2 Besides that, the use of FIA designated fuel is allowed.

Near the service park, there is a SINOPEC gas station which provide Ron 95(or 97) petrol and this station can be reached by road book.

7.3 Tyres

In Zhangye city, there is no rally tire sold, civil tires only.

Import of vehicles and spare parts

For your convenience, FASC will provide necessary assistance to facilitate the temporary import and export of the equipment of all teams participating in China Rally by applying IMPORT PERMIT and arranging CUSTOMS INSPECTION.

NOTE: Please DONOT send ATA Carnets or FIA/AIT Carnet for China Rally.

Customs inspection: Dong Si Huan Zhong Lu, Beijing Customs inspection site.

Temporary import is under customs supervision by Beijing customs, and inspection, after customs clearance, containers will be transported to Zhang Ye.

10.1 Western food is served in the HQ hotel , a KFC and a DICOS restaurant are in the downtown area.

Reconnassaince

12.1 Registration and administrative check

12.1.2 Documents collected during the administrative checks

12.2The administrative check and registration will be held at the same time, but the administrative check must be completed before scrutineering.

12.3 Direction

In accordance with the Supplementary, it is forbidden to drive in the opposite direction during the rally. Any infringement will be excluded by the Steward. This item applies to the reconnaissance as well.

12.4 Recce car

Recce car should conform with article 25.1 of 2016 FIA Regional Rally Sporting Regulations.

12.5 Tyre used for recce

During recce the tyres used must be designed primarily for normal tarmac use, and competition use tyres of any type are forbidden. The tyres used during reconnaissance must not exceed a tread depth of 8.5mm. Straight circumferential grooves may be no wider than 10mm, all other grooves at any angle to the circumference may be no wider than 7mm. The wheel rims are free within the limits of Appendix J, Group N and shall be fitted with approved tyres.

Scrutineering, sealing and marking

13.1 Schedule

All crews must finish the administrative check within the allotted time before the Scrutineering.

13.2 The following should be present on scrutineering: scrutineering form, FIA homologation form, spare turbo charger(s) and engine(s), triangle plate, competition equipment (FIA homologated HANS, helmet, overalls, mask, gloves, long sleeve underclothes, socks, and shoes).

13.3 Before scrutineering, cars must be fitted with competition number and advertisement from the organizer.

13.4 An event official will inform the crew who will attend the final checks at the last service, and these cars can be driven by team members to the final checks.

Cars according to the order of 3,2,1 of registered drivers in the APRC event, nose down on ramp for photo session .

➢ National anthem, garland and associated flag raising.

➢ Champagne spray and photoshoot.

➢ Provision for team photos on ramp or in adjacent area.

Zhangye city belongs to the continental climate. Dry and little rain is the main characteristics of it. The hottest season here is in July. The average daily highest temperature is 28 centigrade and the lowest is 14 around during the rally.

1.1.2 Competitors who accept the organizers’ optional advertising must reserve on each side of the front door of the car, two spaces 15cm high x 25cm wide (A1 and A2). The content of the advertising will be published by bulletin.

1.2 Competition numbers, names and national flag

1.2.1 Competition numbers

Competition numbers, in accordance with article 18 of the 2016 FIA Regional Rally Sporting Regulations, will be provided by the organizer.

2 Insurance

2.1 Public Liability

The Public Liability including the Third Party Liability of the rally cars at the event is covered by the Organizer. The insurance will come into effect from 2nd Aug 2016 and will automatically expire at the end of the rally (7th Aug. 2016) or at the moment of retirement or exclusion from the event.

2.2 Personal injury insurance and medical insurance

All national crews are required to have a minimum personal injury insurance no less than RMB700,000.00 and a medical insurance no less than RMB300,000.00. For overseas crews, a personal travelling insurance is required.

2.3 Compulsory Automobile Insurance

When collecting door panels for vehicles (except rally cars), the registration card and the compulsory automobile insurance must be shown, or the panel will not be distributed.

2.4 Asia Emergency Assistant (AEA)

In an effort to ensure your safety, the Organizing Committee has authorized Asia Emergency Assistant International Pte. Ltd. (AEA) to offer medical transfer service for overseas participants during the Rally. All overseas team members including competitors and working staff are kindly required to provide the medical insurance details. These will be crucial if utilizing medical service offered by the Organizer.

3 Temporary Chinese driving license / temporary plate

3.1 In accordance with the Chinese Traffic Laws, any foreign citizens who need to drive in China must apply for the temporary Chinese driving license. For participants who need to drive in China, please send the photocopies of passports and valid driving license to the Permanent Secretariat by post before 10th Jul 2016.

For all the temporary imported vehicles joining in the rally, a temporary plate is compulsory needed. Please complete ‘vehicle information form’ (download from .cn) , and together with a picture of the car to the Permanent Secretariat before 10th Jul 2016.

Please notice that the above mentioned license and plates will only be valid for the rally route of Zhangye city Gansu province from 0000hrs 2nd Aug 2016 and expire at 2400hrs 7th Aug 2016.

4 Testing

Date &time: 1500hrs-1930hrs Tuesday 2nd Aug 2016

Testing fees: 1500RMB/vehicle

Crews need testing please inform the permanent secretariat before 1500hrs 29th July. 2016

The organizer will arrange the schedule according to the number of the testing application and the road books for testing will be provided right after the competition cars arrive the venue .

5 Traffic

5.1 Driving safe

Due to the high density of local population, except the special stage during the rally Please ensure you take extra care when passing through villages and towns. All team members must obey the Chinese traffic law.

5.2 Keeping right

Drive on the right hand side of the road.

5.3 Safety belts

It is compulsory for drivers and passengers to fasten the safety belt when driving in China.

5.4 Drunk driving is forbidden!

Policeman may stop your vehicle to take a random breath test. If you are asked to test, please cooperate with the policeman.

5.5 Overtaking

Overtaking should be done from the left hand side.

5.6 Speed Limits and penalties

Throughout the rally, the crews must strictly obey the traffic laws of China. The speed limit except in special stages are as follows:

Through the towns and villages 40km/h

In the areas of good visibility and light traffic 80km/h

Follow the instruction of the traffic signs.

5.7 Penalty

For rally car during the rally, any speeding and infringement will be penalized in accordance with article 20 of 2016 FIA Regional Rally Sporting Regulations.

For other vehicles, the Chinese Traffic Law will be referred for any speeding or infringement.

An infringement card containing 3 coupons will be issued to all competitors at registration. This card must be carried in the car all the times. For other cars, 1 infringement card will be delivered.

Please be aware that for safety reason, it is requested that all participants should follow the route of rally.

6 Language

Mandarin is the official language in China, but most of rally officials can speak English.

7 Rescue and recovery

please contact organizer in case of break down during the rally. The rescue and recovery team will send the car back to the service park.
