SITUATION. The 316th Cavalry Brigade will sponsor the 2017 CSM William Gainey Best Scout Squad Competition from 1 to 4 May 2017. The competition is a multi-day event that will test scout squad proficiency in scout and cavalry tactical and technical skills, while operating in a mentally and physically demanding environment.CONCEPT OF THE OPERATION.Units will assess and select teams to serve as their representatives in the competition. No more than 26 total squads will be entered into the competition. Officers and enlisted personnel may compete as long as they are currently in an authorized Scout company/troop MTOE/TDA position. The squad must be made up of members of an MTOE platoon and not made up of “All-Stars” from across the Squadron, Brigade, or Division. Team Captains/Coaches will bring a copy of their units AAA-162 to certify the teams are not “All-Star,” teams. Units may request additional teams, however, approval rests with the Chief of Armor. One Scout, at minimum, will carry 1xM4 w/M320; two Scouts will carry 1xM4 each with optic, and no further attachments required; and one Scout will carry the 240B with day and night optic issued.The overall sequence of competition events will remain unknown until the day prior to execution, but competitors will receive tasks, conditions, and standards prior to the execution of each event.The United States Army Armor School (USAARMS) will make final team allocations NLT 5 APR 17. Competitor teams must submit a Team Competitor Packet to the 316th Cavalry Brigade. The Team Competitor Packet consists of the following: Letter of Intent, Team and Competitor Biography Sheet, Team Photo. current Periodic Health Assessment, and have no adverse personnel actions pending. Units will submit team competitor packets (to include letter of Intent) with the approval of their Division/Regimental/Separate BDE G3. Packets must be submitted NLT 31MAR17 to the 316th Cavalry BDE POC. The 316th Cavalry Brigade will not accept team submissions through any other channels. IF ANY IDENTIFIED TEAM PAPERWORK IS MISSING BY TEAM MEMBERS, THE TEAM WILL NOT PARTICIPATE IN THE COMPETITION.The submission point of contact is the 3-16t Cavalry Squadron, S3, ATTN: CPT Zang at patrick.m.zang.mil@mail.mil or (706) 626-8434 and CPT Shirley at eric.s.shirley.mil@mail.mil. or (706) 626-8052. NOTE: if a Unit is hosting their internal competition to determine their participant in the Gainey Cup after the date mandated for packet submission, that unit will contact the above POC’s and request an exception to policy. After 12 April 17, all team competitors are locked and will not be changed without approval from the USAARMS.Teams must start with all six members of their Squad. The team is authorized to lose up to one member to injury during the competition. That injury must be validated by Fort Benning Medical personnel supporting the competition. As a penalty, the remaining squad members must continue to carry the complete and full pack and sensitive items of the Squad memberremoved from the competition for the remainder of that particular event. Once removed from the competition, the squad member cannot return without approval of the 316th Cavalry Brigade Commander. If two or more members are removed, the Squad will be disqualified from the competition.The Competition Closing will be held immediately following the Final Charge event at Brave Rifles Field, on Harmony Church, Fort Benning, Georgia. Teams will receive awards based on their performance and placement at the completion of the competition.EXECUTION.The Best Scout Squad Competition is a professionally conducted military competition. Competitors are expected to adhere to the highest ethical and moral standards, and the spirit of the competition. Competitors who intentionally violate the intent of the task, condition, or standard of an event will be disqualified from the competitionTeams will billet/mess at the 3rd Squadron, 16th Cavalry Squadron Recon Compound from NET 25 APR 17 to NLT 05 MAY 17. International teams must arrive NLT 26APR17 IOT provide adequate time to conduct U.S. weapons zero and familiarization. Barracks space is allocated for six competitors per competing team plus one team petitors and coaches will reside in the barracks provided by 316th Cavalry Brigade at Camp Cornett. Teams and/or coaches are not authorized rental cars or to stay in separate facilities other than those provided at Camp Cornett. Competitors and coaches will eat at the Harmony Church Dining Facility in the 194th Armored BDE foot print while housed in the barracks at Camp Cornett. The 316th Cavalry BDE will provide transportation to and from the dining facility.Total number of authorized personnel attending the competition from each respective unit is capped at 9 (6 competitors, 1 team coach, 2 command team representatives). No additional personnel are authorized. Government lodging and meals will not be provided for command team representatives.Civilian transportation services will be arranged by the unit from the Atlanta Airport to Fort Benning. Teams will provide their travel information to the event POC. Upon arrival at the Atlanta Airport, teams will contact the 3-16th Cavalry Squadron Staff Duty desk at (706)-626-8019. All units with a Commander and/or CSM at the BN/SQDN/BDE level will coordinate with the 316th CAV POC for tracking purposes. MCoE Protocol can be reached at (706)-545-4662.Teams will report NLT 28 April 17, in duty uniform with all in-processing documentation (see below) and all packing list equipment to Camp Cornett, Harmony Church, Fort Benning, GA.Teams will be issued sensitive items and other required equipment upon arrival to Fort Benning to allow time for squads to complete PCCs/PCIs/additional training prior to the start of the competition. For competitors, personal weapons and optics will be issued from the 316th Cavalry Brigade. Competitors will zero weapon systems between 27-29 APR petitors are responsible for securing their own property and equipment. 316th Cavalry Brigade will not provide sensitive item storage after the equipment is issued to the competitors. Wall lockers will be provided in competitors’ billets. Competitors are responsible for providing their own locks.The basic competition uniform will consist of duty uniform, patrol cap, ACH helmet w/cover, boots, Fighting Load Carrier (FLC), assigned weapon, and MOLLE 3 fieldpack. Competitors will not modify their equipment with the intent of giving them an unfair advantage.316th Cavalry Brigade cadre will control all clothing and equipment exchanges once the competition begins. The competition TOC will be located at Camp Cornett, during the competition.Coaches/Trainers assisting competitors in training will not have access to competitors during the competition. Coaches/Trainers are not authorized to attend competitor briefings. Coaches will be treated as spectators. Team coaches will have a meeting with the Gainey Cup OIC, CPT Patrick M. Zang on Saturday 28 April 2017 to discuss the competition, answer any questions they may have, be briefed on conduct and expectations and rules of engagement during the competition.INTERNATIONAL COMPETITORS.International teams will consist of six-person squads with comparable rank structure to the US Teams. Team members must be in a Cavalry or Reconnaissance based organization and must inherently be part of the same company size unit; not pulled from across the army to create an “all-star” team.Team members will be provided with equipment, including optics and weapons. International teams will be provided familiarization training on US weapons and equipment as well as zero their issued weapons prior to the official start of the competition. Detailed coordination will be made with each country participating in the competition.Team members must have a medical physical completed by their medical providers dated within six months of the start of the competition (04 NOV 16 or newer); stating they are clear to conduct this physically demanding competition.International teams must arrive no later than 26 April 2017 IOT allow adequate time for U.S. Weapons familiarization and zero.petitors may be tested IAW Army regulations for illegal drugs or steroid use.All over the counter medication (Motrin, Aspirin, etc.) is prohibited unless provided by Fort Benning Medical Staff in direct support of the Gainey Cup Competition. Any medication or nutritional/performance enhancing supplements (to include blood and blood products) is strictly forbidden during the competition. A medical provider will validate any/all prescription medication during in-processing. Drug surveillance and testing is accomplished prior to, during, and after the competition. Refusal to submit to testing will result in disqualification. There is no appeal process. A positive test for any illegal substance will result in disqualification and will be forwarded to the competitor's unit for potential UCMJ action.Teams are provided Cera-Sport throughout the Competition to aid in re-hydration.PACKING LIST.The packing list may be modified before the competition report date.
