SUBJECT: Memorandum of Instruction – Seventh Army and USAREUR Sergeant Morales Club Selection Board

1. Reference Army in Europe Regulation 600-2, dated 6 August 2012, Subject: Sergeant Morales Club and Dr. Mary Walker Award.

2. The Sergeant Morales Club Selection Board will be held at the Grafenwoehr Water Tower in the conference room and is scheduled as follows with each board member identified:

3. Eligibility

a. Candidates for the Sergeant Morales Club board must be in accordance with

AE Regulation 600-2.

b. Candidate must be in the ranks of Corporal through Sergeant First Class and must supervise at least two Soldiers.

c. Candidate must be assigned or attached to a USAREUR command, MEDCOM, SAMC, INSCOM, NETCOM, and IMCOM-Europe garrisons (including Soldiers who are members of the Reserve Component or National Guard). NCOs on a tour of duty in Europe who are not assigned to a USAREUR command or an IMCOM-Europe garrison are eligible to compete at the SMC selection board (para 4d) according to paragraph 7a.

d. Display exemplary physical fitness and marksmanship skills.

e. Be mature and share the values of their profession and their unit.

f. Exercise sound leadership principles and display examples of professional Army ethics.

g. Strengthen and develop the seven Army Values in Soldiers and display the Warrior Ethos.

4. Selection Process for Sergeant Morales Club Membership

a. Selection Process. All NCOs who want to be considered for SMC membership, regardless of their unit of assignment, must pass the four-phase selection process. These phases are as follows:

(1) Phase 1: Nomination by the NCO’s First Sergeant (1SG). 1SGs will nominate NCOs using the SMC 1SG nomination and performance evaluation packet (encl 8). In addition, 1SGs will include a biography of the recommended NCO with the packet (encl 3).

(2) Phase 2: Initial-selection board at battalion level or equivalent level.

(3) Phase 3: Intermediate-selection board at brigade level or equivalent level.

(4) Phase 4: Final-selection board at the designated nominative CSM level.

5. Submission of Packets

Nomination packets will be forwarded to the JMTC G-1, (ATTN: SSG Tarver, Louis) no later than 15 days prior to the board. Packets are due no later than Wednesday, 10 February 2015. NO EXCEPTIONS!!!!!

6. Procedures for Submitting Packets

a. Submit packets inside one manila folder. A white label with the candidate’s name, rank, unit, and phone number typed on it will be placed on the left corner. Packets will be separated into six paper clipped sub-packets. (DO NOT SEND PACKETS IN SEPARATE MANILA FOLDERS). Sub-packets will contain the documents listed in the same order as the below subparagraphs a through j:

a. SMC Selection Board Score Sheet (encl 1) Rank and Name of Nominee, SSN (last four), and unit on this sheet will be typed and complete for all SMC candidates.

b. SMC Nomination Worksheet (encl 2) All information on the worksheet will be typed and contain the proper signatures.

c. Biographical Sketch (encl 3) will be typed and included in the packet.

d. Updated Enlisted Record Brief (ERB) (encl 4) ERB must have the typed statement which the candidate, the sponsor, the Brigade S-1, and the Brigade Command Sergeant Major must sign and date: “I have reviewed the information herein and it is correct and complete.” Candidates and sponsors will ensure that only ERBs with DA photos are submitted with the nomination packet. ERBs are to be updated the day prior to turning in packets. This is not the S1’s responsibility; it is the candidate’s responsibility.

e. APFT DA Form 705 (encl 5) Candidates must have taken the APFT within the last 6 months prior to board appearance.

f. Weapons Qualification Card (encl 6) Candidates must have went to the range and qualified within the last 6 months prior to board appearance.

g. DA 2166-8 (encl 7) Candidates must have at least 3 NCOERs. Candidates must provide 1 annual report out of the 3 required.

h. First Sergeant Nomination and Performance Evaluation Packet (encl 8) First Sergeants will submit nomination and performance evaluation packets to recommend Noncommissioned Officers for membership and induction into the Sergeant Morales Club.

i. Memorandum from the First Battalion/Brigade Level CSM (encl 9) Identifying the candidate’s contribution to improving their Soldiers and the organization, NCO quality, morale, and performance.

j. Hometown News Release (encl 10) will be typed, signed and submitted by all candidates. Item 9 should read “Selection into the USAREUR Sergeant Morales Club”. Item 23, duty phone will be the Soldier’s contact number, NOT the unit’s (only one copy is needed).

7. Sponsor Requirement and Leaders Books

First Line Supervisors will represent their candidate before the final selection board. First Sergeants of the candidate will be present and on standby if needed. Leaders Books will be hand carried to the board. Sponsors must also have the candidate’s counseling packets. If the candidate supervises Soldiers, he/she must have counseling packets on his/her Soldiers as well.

8. Uniform

Uniform for all candidates and sponsors will be the Army Service Uniform (ASU) with all awards and decorations. Uniform for First Sergeants will be the Army Combat Uniform (ACU).

9. Evaluation and Standards for Candidates Competing

a. Candidates will be evaluated on uniform and appearance, military bearing, self-confidence, oral expression, military knowledge, and conversational skills.

b. Candidates must demonstrate excellence in training and leading Soldiers.

c. Candidate’s Army Physical Fitness Test and Weapon Qualification scores will be evaluated and must have been completed within the last 6 months of board appearance.

d. Candidates must meet the height/weight standards IAW AR 600-9.

10. Board Members

a. Consists of a CSM, SGM, and/or one Sergeant Morales Club Member equal to or higher in grade than the candidates appearing before the board.

b. Will arrive 30 minutes prior to the start of the board.

13. Board will be held at the Water Tower in Grafenwoehr at 1100 hours. Board members, candidates and their sponsors are to report NLT 1030 hours.

BIOGRAPHICAL SKETCH

SERGEANT FIRST CLASS JOE D. DOE

Staff Sergeant John J. Doe was born on 1 January 1974 in Pine Bluff, Arkansas. He graduated from Pine Bluff High School in June 1992 and attended Pine Bluff Community College.

He entered the United States Army on 20 September 1992 and attended one-station unit training at Fort Knox, Kentucky, where he graduated as a 19K, Armor Crewman. While there, Staff Sergeant Doe was selected as the distinguished honor graduate for his class.

Staff Sergeant Doe’s previous assignment was with C Company, 1st Forward Support Battalion,

Division Support Command, 1st Armored Division, in Hohenfels, Germany. In June 1999, Staff

Sergeant Doe was assigned to Bravo Troop, 1st Squadron, 10th Cavalry, 4th Infantry Division. In August 1999, he deployed to Kuwait for Operation Desert Spring and returned home in December 1999. To date, Staff Sergeant Doe has participated in seven gunneries and distinguished himself as a tank gunner at four of the gunneries. He also participated in numerous field training exercises, including rotations at the National Training Center, Fort Irwin, California; and the Joint Readiness Training Center, Fort Polk, Louisiana.

Since being assigned to Seventh US Army Joint Multinational Training Command (JMTC), Staff Sergeant Doe attended the Warrior Leaders Course (Class 152), where he earned the Leadership Award for demonstrating superior leadership ability while completing a demanding program of performance oriented training. He also appeared before several Noncommissioned Officer (NCO) of the Quarter selection boards. He went on to compete and win honors as the 7th US Army JMTC NCO of the Year for 2012.

Staff Sergeant Doe’s awards and decorations include the Army Commendation Medal (two oak leaf clusters), the Army Achievement Medal (four oak leaf clusters), the Noncommissioned Officer Professional Development Ribbon (with numeral 2), the Armed Forces Expeditionary Medal, the National Defense Service Medal, the Army Service Ribbon, and the Overseas Service Ribbon.

Staff Sergeant Doe has set many goals for himself to develop his military proficiency. He plans to earn the Order of the Spur, attend and successfully complete the Battle Staff Noncommissioned Officer Course, and compete for selection into the prestigious Sergeant Morales Club. His long-term personal goals include completing his bachelor’s degree in computer science and becoming a Boy Scout troop leader.
