Subject : Banning usage of plastic articles in Jungle Lodges in Karnataka

Preambles:
Jungle Lodges in the State have been established with the objective of developing wildlife tourism and various outdoor activities like trekking, camping, wildlife safari, hill climbing, sport fishing, river rafting and boating etc., and help in general towards conservation and development of wildlife and improvement of environment.
There has been a rapid increase in use of ‘Use and Throw’ plastic articles such as plastic carry bags, plates, cups / tumblers, spoons, forks, straws by the visitors to the jungle lodges. These plastic articles are non-biodegradable and accumulation of plastic waste, poses serious problems in management of waste, careless disposal of the plastic articles clogs drains, blocks porosity of the soil and disturbs soil microbial activity thereby causing soil pollution. The underground plastic prevents natural percolation of rainwater and also obstructs ground water recharge. The wildlife consumes thin plastic along with foodstuffs and choke to their death. The use of said plastics articles in and around jungle lodges is injurious to wildlife and its environment.
Under Section 5 of the Environment (Protection) Act, 1986 the powers have been vested with the state Government to issue directions in writing to any person, officer or any authority and such person, officer or authority and such person, officer or authority shall be bound to comply with such directions. In the circumstances explained in the preamble and in exercise of the powers under Section 5 of the Environment (Protection) Act, 1986, the Government hereby directs the Managing Director, Jungle Lodges & Resorts Limited, Bangalore to take all necessary steps to ban usage of plastic articles such as carry bags (irrespective of thickness and size), plates, cups / tumblers, spoons, forks, straws by any person in and around the jungle lodges and resorts listed in Schedule given below:

The Government further directs that biodegradable alternatives made of paper, wood, pressed leaf, jute and cotton are to be encouraged in place of plastic articles as this would be eco-friendly and also generates employment and revenue to local inhabitants which the purpose of eco-tourism. Tourists should be directed not to bring with them any articles of plastic to the above mentioned resorts.
This direction shall come into effect immediately. Non-compliance of the directions shall attract provisions in accordance with Section 15 and Section 17 of the Environment (Protection) Act, 1986.
The Managing Director, Jungle Lodges & Resorts Limited, Bangalore is directed to furnish the action taken by way of monthly reports to the Secretary (Environment & Ecology), Department of Forest, Ecology and Environment regularly:
