PREFACE

 

The System Training Plan (STRAP) is a living document. It will be updated and U.S. Training and Doctrine Command (TRADOC) approved as needed before Milestone Decision Reviews. The purpose of this STRAP is to provide the combat developer, materiel developer, and the training developer with a systematic approach for managing the development, and to establish milestones for the timely and orderly integration of the New Aviation Ground Power System (ACDS) IAW TRADOC Regulation 350-70, 9 Mar 99. Users of this document are invited to send comments, changes, and suggested improvements on DA Form 2028 to Asst. System Training Plan (STRAP)

for the

AIRCRAFT CLEANING AND DEICING SYSTEM (ACDS)

 

 

1. System Description:

 

a. The AIRCRAFT CLEANING AND DEICING SYSTEM (ACDS) Army

aviation units need a stand alone, portable, lightweight, low pressure, cleaning and deicing system for Army aircraft. This system shall provide for dispensing premixed cleaners/solvents, deicers and water through a nozzle and wand assembly at the temperature and pressure appropriate for use on Army aircraft. The ACDS will give organizations the capability to clean external dirt and grease from aircraft and their components. The ACDS will also provide units with an aircraft deicing capability, a hasty decontamination capability, and aid in aircraft corrosion prevention and control. Additionally, the ACDS will be capable of flushing and cleaning aircraft engine compressor sections. These capabilities are required for use on Army aircraft while in a field environment, must be environmentally safe and not damage aircraft components or systems. The requirement for the ACDS is centered around the need to perform normal daily servicing, unscheduled maintenance, and pre-flight preparation on assigned aircraft.

 

b. First Unit Equipped (FUE) Objective Date: TBD.

c. New Equipment Training Plan (NET) number is TBD

 

 

2. 2.              Target Audience:

a. Active Army and Reserve Component personnel, selected

allied officers, and DA civilians. Complete information is available on standards of grade, job and task performance duties, and training requirements for each MOS in the Military Occupational Classification and Structure Update, Headquarters Department of the Army, Washington, D.C. This periodic publication provides the most current information available for Army Regulations (ARs) 351-4 and 611-201

3. Assumptions:

 

a. a.  The (ACDS) Integrated Training Program (ITP) will

encompass Operator, Maintainer, and Support (OMS) training requirements.

b. b.  The Materiel Developer will provide all multi-media

training materials and training support for NET, institutional, and sustainment training in accordance with TRADOC Reg. 350-70.

c. There will not be an increase in course length, manpower and no Additional Skill Identifiers/Special Qualification Identifiers (ASI/SQI).

 

d. d.  Maintainer/operator sustainment training will be IAW

TRADOC Regulation 350-70 and the appropriate Soldier Training Publication (STP).

e. e.  The proponent school approved critical individual task

list will be used to develop all non-resident exportable training materials.

 

f. f.  The MAT/DEV shall qualify and provide courseware for the

New Equipment Training Team (NETT) for initial unit training. The funding for the NETT, to include travel funds will be provided by the Program Manager for ACDS. Qualification of the NETT will be accomplished during Instructor and Key Personnel Training (IKPT).

g. g.  The MAT/DEV will provide, to include funding, a course of instruction and exportable training package (ETP) for all units scheduled to receive ACDS, IAW the Basis of Issue Plan (BOIP). These materials will be developed and, validated at Initial Operational Test and Evaluation (IOT&E) and put in place prior to fielding. Test Support Package (TSP) will be used by NETTs, during NET, and materials will remain with the unit upon completion for sustainment training.

 

4. Training Constraints:

 

a. a.  Manpower: ACDS not will have an impact on current manpower

requirements.

b. b.  Personnel: There are no new MOS required for the ACDS.

c. c.  Training: Leaders at the unit level will conduct

sustainment training using multi-media training materials delivered at NET and in accordance with TRADOC Reg. 350-70.

 

d. d.  Human Factor Engineering: Operator and maintainer must be

capable of safely and effectively operating and maintaining the ACDS while wearing field duty uniforms, cold weather ensemble, MOPP 4, and night vision devices. Design of the ACDS should permit ease of maintenance for troubleshooting, removal and replacement, and servicing. Operating procedures should promote smooth, expeditious and error-free system operation by all target audience personnel. The ACDS will be designed to meet applicable industry and government HFE requirements.

e. e.  Health hazard: The ACDS shall not present health hazards

associated with mechanical forces or pressures, toxic substances, ionizing or non-ionizing radiation, noise or other emissions. Health hazards to operators, maintainers or support personnel will be identified and eliminated or reduced to an acceptable level through personnel protection methods and procedures prescribed by appropriate health hazard criteria requirements. Noise level will be less than 85 dBa at 7 meters in all operating modes.

f. Safety: The ACDS will meet Operational Safety and

Health Act (OSHA), Environmental Protection Agency (EPA),

and DoD safety requirements. The ACDS design will

eliminate or minimize safety risks to an acceptable level

for operators, maintainers, and support personnel. The

system components will be marked with appropriate

warnings and cautions to prevent injury to the operators

and maintainers. All edges will comply with appropriate

safety standards regarding sharpness etc.

g. g.  Soldier Survivability: The ACDS will be designed to

minimize detect ability during its operation and maximize survivability against attacks.

5. 5.              Training Concept:

 

a. a.  The Material Developer will provide Instructor and Key Personnel Training (IKPT), NET, and sustainment training multi-media TSP to support all phases of training.

b. b.  The (ACDS) will not be integrated into institutional

training courses.

c. c.  Active Army and Reserve Component personnel, selected

allied officers, and DA civilians will receive the same training as active duty personnel.

d. d.  Leaders at the unit level will conduct sustainment

training using multi-media training materials delivered at NET training and in accordance with TRADOC Reg. 350-70.

 

6. 6.              Training Strategy:

a. a.  There is no requirement for a separate training device for the ACDS. The system itself will function for all operational and training scenarios.

b. b.  The Material Developer will provide a multi-media TSP to support all training.

c. c.  The materiel developer will provide IKPT; personnel that attend IKPT will assist in development of New Equipment Training (NET).

d. d.  Multi-media TSP will be provided with each (ACDS) fielded.

e. e.  Multi-media TSP will be IAW the Automated System Approach to Training (ASAT) process outlined in TRADOC Regulation 350-70.

f. f.  The unit commander is responsible for sustainment training.

 

6a. NET STRATEGY (WarMod)

 

1. 1.  Net accomplishes the initial transfer of knowledge on operation, maintenance, and DTT associated with the fielding of the system from the materiel developer to the tester, the trainer, the supporter, and then the user. The following describes the NET strategy for ACDS.

 

(a). Fielding to Major Commands (MACOMs) will use the train-the-trainer concept. The Materiel Developer will provide training for the MACOM gaining units on how to operate and maintain the system. After initial fielding to the unit and NET, unit personnel that will be required to operate the system, will complete training through IMI/multimedia while being monitored by the unit’s designated system-training manager. Maintainers will be provided Computer Based Instruction Training (CBIT) for sustainment training. Once the unit has been fielded and received NET, the materiel developer will remain on call, and continue to support the system until fielding is completed throughout the entire MACOM. Fielding and training to Reserve and National Guard units, will be conducted in the same manner and at the same time as active army, and provided at selected locations determined to be the most cost effective and feasible.

 

 

6b. INDIVIDUAL TRAINING (Warrior)

 

1. Individual training for operators and maintainers will not be conducted at USAALS or the Ordnance School. Individuals operating the system will complete training through IMI/multimedia while being monitored by the unit’s designated system-training manager.

 

 

6C. UNIT/SUSTAINMENT TRAINING (Warfighter)

 

1. The unit commander and unit trainers accomplish the sustainment of individual and collective tasks through a unit training strategy that is tailored to the unit’s Mission Essential Task List (METL) and the Combined Arms Team Training Strategy (CATS). The training and material for the training program includes the NET TSP, the Multimedia TSP. ACDS operators who transition from one unit to another should receive ACDS training through the unit training program. Training will be conducted using the TSP provided by the NET team. The SAT process, documented in the audit trail, will determine the most efficient and effective mix of additional equipment required to fully train the system.

7. 7.        TRAINING PRODUCTS:

 

a. a.  Training Equipment: No production units of ACDS will be

needed at the USAALS. USAALS, will coordinate and integrate contractor developed instructional materials, and maintain the Training Test Support Package (TTSP) if required. ACDS will meet or exceed the requirements outlined in TRADOC Reg. 350-70 prior to each phase of user testing (UT).

b. b.  TADSS: None required.

c. c.  Computer Resources: Interactive Electronic Technical

Manuals (IETMs) require the use of the Soldier Portable On-System Repair Tool (SPORT) or equivalent commercial off the shelf computer to support the ACDS.

d. d.  Training Test Support Package: The Materiel Developer in

coordination with the Training Developer will develop the TTSP. The TTSP will be provided to the tester 90 days before the start of test player training. Personnel from the New System Training Division, Department of Training, Plans, and Evaluation (DPTE), US Army Aviation Logistic School, will evaluate test player training and provide the Training Operation Test Readiness Statement to the tester per AR 71-3. The TTSP will consist of the following:

(3) Training Date Collection Requirements Plan

(4) Training Schedule

(5) POI

(6) AMTP, or changes, if any

(7) Target Audience Description

(8) Soldier Training Publications, or changes, if any

(10) Task list for training

e. e.  Manuals and Publications: All training support manuals, training literature publications, and other training products will be concurrently developed and delivered in draft prior to testing and fielding.

8. TRAINING SUPPORT:

a. a.  Training: NET will require 1 ACDS for operator and maintainer training.

b. b.  Admin/billeting: none

c. c.  Training Equipment Requirements: None

d. d.  Facilities Requirements: Current facilities are adequate for ACDS training.

e. e.  Repair Parts and Expendables: The ACDS repair parts and petroleum, Oil, and Lubricants (POL) will not be required to sustain maintenance and operator training. Increased administrative support equipment and office supplies may be required.

f. f.  Additional MOS; s: ACDS will not require any new MOS’s, SQI’s, ASI’s for warrant officer or enlisted personnel.

 

 

9. POST FIELDING TRAINING EFFECTIVENESS “PFTEA”:

 

a. a.  A Post Fielding Training Effectiveness Analysis (PFTEA) will be conducted after the system has been fielded for 1 year.

b. b.  The findings will be used to provide lessons learned information on the training development effort associated with future weapon systems or product improvement
