This Addendum forms part of Contract Documents and modifies Bid Documents dated

December 22, 2014, with amendments and additions noted below.

ITB 744-B1511 LEASING OFFICE REMODEL- PROSPECTIVE BIDDERS’ SUBMITTED QUESTIONS AND RESPONSES:

• QUESTION 1: Does the company selected as the prime contractor need to be HUB certified? The sign-in sheet asked for that information, but the Bid Opportunities page, nor the invitation email, shows such requirement.   

    

✓ ANSWER 1: No, the selected company does not need to be HUB certified.

• QUESTION 2: Will additional sprinkler heads or fire alarm notifiers be required per the authority having jurisdiction? We understood that one sprinkler head would have to be moved due to wall layout, but not requiring an additional cost in providing additional heads.

✓ ANSWER 2:

o Sprinkler heads will be required to be added.  Notes on the drawing (page 5, note 2 posted online) require the fire sprinkler layout to meet NFPA 13 requirements.  A licensed sprinkler contractor will be required to relocate and add heads to meet NFPA 13 spacing requirements.  Heads will be required inside the newly added bedroom closet and the newly added laundry closet.  The bathroom wall movement will require a head relocation.  Other head adjusts are to be reviewed by the sprinkler designer for code compliance and may also require relocation.  Sprinkler shop drawing to be submitted by awarded contractor and reviewed by UT EH&S as the local AHJ.

o Additional fire alarm smoke detectors will be required as per drawing page 5, note 1 to meet NFPA 101 requirements.  The current system in place is a Simplex 4100 panel and devices are addressable.  The additional devices will be required to be installed by Simplex Grinnell and the fire alarm panel programmed with the new addressable devices. 

• QUESTION 3: RFI Standard agreement does not call for an "amount" regarding the stipulation of liquidated damages.  What is the amount?

✓ ANSWER 3: For this bid, it is $500.00 per calendar day.

• QUESTION 4: Where can we find the door and hardware specs?

✓ ANSWER 4:

o Match existing back door in kitchen

o HM Frame, Metal Door with Peephole, and Hardware (Lockable Function)

• QUESTION 5: Please verify that phone, data, security, intercom, and fire alarm wiring is not included in this project.

✓ ANSWER 5: Phone and data to remain as is and stay unchanged.  There is no security or intercom wire.  Fire alarm to be modified as shown in the drawings and referenced on the plans.  Wiring will need to be modified/removed per these notes (removal of a pull and removal of strobes).

• QUESTION 6: Will the new exterior door need any security other than a lock, such as a card reader or keypad?

✓ ANSWER 6: No card reader or key pad required, hardware to receive BEST cores.  Cores to be provided by campus.

• QUESTION 7: Where can we find the tile specs?

✓ ANSWER 7: Match existing.

• QUESTION 8: Are the new wall surfaces to match existing?

✓ ANSWER 8: Yes, match the existing drywall texture, paint to match the current white (both walls and ceilings). Paint to be Sherwin Williams White (SW 7566) finish in flat latex on all gypsum board surfaces.  It is to be Sherwin Williams White (SW 7566) semi-gloss latex on all wood, hardboard, and ferrous and zinc coated metal.

• QUESTION 9: Please confirm that this project is to follow the Harris County Building Construction Prevailing Wage Rates (Quarter 4 of 2014) found at

✓ ANSWER 9: Please see Exhibit B, Uniform General Conditions, article 2 and Exhibit C Special Conditions section 1.14.  Yes, quarter 4 of 2014 is appropriate.

• QUESTION 10: Please confirm that a full-time superintendent is required for the duration of the project.

✓ ANSWER 10: Please see Exhibit B, section 3.3.2 of the Uniform General Conditions. Contractor shall employ a competent person or persons who will be present at the Project Site during the progress of the Work to supervise or oversee the work.

• QUESTION 11: Please confirm that there is no asbestos abatement in this project’s scope of work.

✓ ANSWER 11: There is no known asbestos material at his jobsite.  The current facility is roughly 9 years old with original finishes.  Section 1.6 of the Special Conditions should be followed.

• QUESTION 12: Please confirm that some of the work will be required during after-hours and on weekends.

✓ ANSWER 12: This project is in a fully occupied housing complex.  In the ITB document, section 2.2 working hours are listed between 8:30 and 5pm (Monday – Friday is the intent).  It goes on to state that disruptive work must be coordinated with the ODR and must be planned in a manner to limit the disruption to our tenants.  No disruptive work will be allowed before or after these times as we want to provide a quite retreat for our residents.  No weekend work is planned for this project as many of our residents are home at this time and we want to minimize disruption to them.  At this time we are unaware of any work that would be required after hours or on weekends.

• QUESTION 13: Please confirm that test and balance scope of work will be by the owner or is not required.

✓ ANSWER 13: Confirmed, it will be done independently by a third party and coordinated by the owner.

• QUESTION 14: Please confirm that the space will not need any connectivity with BACS.

✓ ANSWER 14: I am assuming by BACS you mean building automation system (BAS), if so, the answer is there is no BAS at housing so no tie in is required.

• QUESTION 15: Will temporary partitions be required in the breezeway to cut in the new door and for the alternate as well?

✓ ANSWER 15: A temporary partition is not specifically required; however it is up to the contractor to protect adjacent vehicles and provide security to the work space once the opening is made.  This falls under the contractor’s means and methods.

• QUESTION 16: Will the existing sprinklers need to be relocated?

✓ ANSWER 16:

o Please see drawing sheet 5, note 2 Sprinkler heads to be adjusted to meet NFPA 13 requirements.

• QUESTION 17: If question above is yes, will patching and painting of drywall ceilings be required?

✓ ANSWER 17: Yes, patching and painting will be required of any openings made in the drywall or any existing openings.

• QUESTION 18: Can an elevation of the new wire shelving be provided?  It would be helpful to know the height in which to install them.  Does it go on all of the walls in the closet or just the back wall? Can a rendering and specification be provided for the new wire shelving?

✓ ANSWER 18: Wire shelving only required on the back wall of the closet.  Product to be by closet maid, Rubbermaid Closet and Organizational products or approved equal.  Should have a top shelf with a rod below to hang clothes from hangers. Height to be field verified with owner before mounting. 

• QUESTION 19: What type, model, size, and color are the existing wall tiles as referenced in Addendum No.1 and as noted to match existing wall tile on walls? Can a specification be provided?

✓ ANSWER 19: To match existing: glazed white wall tile, flat tile, 6x6 inches, thickness 5/16”, plain with modified square edges or cushion edges.

• QUESTION 20: Can an elevation of the new counter top and cabinets be provided?  It would be helpful to know the height and material of the counter top and cabinets.  Not to mention a manufacture or model or are these custom? Can a specification be provided for the new counter top and cabinets?

✓ ANSWER 20: Match existing base cabinets and counter top as referenced on the drawing.  Awarded bidder will be required to provide a submittal.  We are looking for standard base cabinets (1 drawer at the top and just cabinet at the bottom).  Width and dimensions to be field verified. Typical base cabinet elevation shown below:

• QUESTION 21: Will any new flooring in the new restroom be required?  If so please provide a specification.

✓ ANSWER 21: As stated on drawing sheet 5, flooring in guest unit to be provided by others.  The campus has an existing flooring contract and will replace the bathroom flooring at the end of the construction project.  Please also note, it is mentioned in addendum 1 that the wood laminate flooring is to be protected and reused.    

• QUESTION 22: Will hand rails be required for the tub/shower?

✓ ANSWER 22: No, not required.

• QUESTION 23: Will green board drywall be required around the new 4’ tub/shower enclosure?

✓ ANSWER 23: Yes, just around the tub enclosure.

• QUESTION 24: Will hardware for the new doors be required?  Can a specification be provided which shows which hardware for which door?

✓ ANSWER 24: All existing hardware stays and is not to be changed.  Only new hardware required s for the new door cut into the storage room.  This hardware must be exterior rated and be able to accommodate a BEST core to be provided by the campus.  Finish to match existing hardware within the space.  If the alternate is selected and we re-use the existing door, the existing hardware can be used and no new hardware purchased.   

• QUESTION 25: Will permits or inspections be required for any related work?

✓ ANSWER 25: No permits required as we are a state agency, cover-up inspections will be required and performed by in house campus staff.

• QUESTION 26: Please confirm the existing electrical panel has the capacity to withstand the new load. Will a new panel be required?

✓ ANSWER 26: Installation of the new electrical is required to meet current electrical code (NEC) and be performed by a licensed contractor using best practices.  Licensed electrician to review and determine and provide submittals.

• QUESTION 27: Will support brackets be required for installation of the ceiling fans in the living room and bedroom?

✓ ANSWER 27: Installation of the ceiling fans is required to meet current electrical code (NEC) and be performed by a licensed contractor using best practices.   

• QUESTION 28: Please provide a detail as to what is required as for the alternate build back of the brick and waterproofing.  Please provide the type of brick needed for re-brick.  Please provide a section cut showing the height of the waterproofing.

✓ ANSWER 28: Re-bricking to match existing brick, ASTM C216, Grade MW or SW, Type FBS, King Size.  Waterproofing required to be replaced around door cut where the existing waterproofing has been disturbed.  Height to replace waterproofing will depend on height demoed for door cut.

• QUESTION 29: In the RFP description paragraph under alternate scope pricing it states that “this door, frame, and door hardware can be reused for the storage room door cut in shown on the plans”.  Does this mean that there is no alternate pricing, that it should all be in the base bid? 

✓ ANSWER 29:

o Base bid is to leave the existing back door from the kitchen as is (no change) and to cut a new door into what will become the storage room.  This will require the purchase of a new door, frame, and hardware. 

o The alternate is to seal up the kitchen door and to re-use the existing door, frame, and hardware from the kitchen for the new storage room door.  If this option is a cost savings, it will be included in the project award, if it is not a cost savings it will not be part of the award.

• QUESTION 30: Does the cut in door only become an option if the alternate is accepted or performed? Please clarify what is in the base and what is in the alternate.

✓ ANSWER 30: The new storage room door cut in is in both the alternate and the base.  Alternate is a potential cost savings to reuse an existing door.

• QUESTION 31: Where can we find the brick specs for exterior entrance for alternate pricing?

✓ ANSWER 31: Match existing (double click document below to view- original construction spec for phase III):
