9585-35242500Position Description Title: Planning and Technical SpecialistStatus: Full TimeClass Grade: 40 09FLSA Status: Non - ExemptDepartment: TransportationRevision date:January 2021Nature of Work: Provide planning, technical, reporting and administrative support to activities of the Transportation Department Director, Transit Operations and Maintenance Supervisor, and liaison activities to the mechanic, drivers and other City departments and regional and State agencies. Supervision Received/ Exercised: Work under the general guidance and supervision of the Director of Transportation, but perform essential duties and responsibilities under the direction of the Director and Transportation Department’s Operations and Maintenance Supervisor.Essential Duties and Responsibilities: Planning: Assist with discretionary grant plete daily ridership and financial forms.Schedule and prepare periodic reports to the National Transit Database (NTD) and other required Federal Transit Administration and the Maine Department of Transportation reports.Assist with developing strategic, fiscal, and capital improvement plans.Generate maps using ArcGIS.Conduct research, collect and collate data and display in tables, charts and reports.Prepare graphic material, maps, and diagrams as needed to convey relevant transportation information.Prepare draft reports for review.Update the Bus Service website.Maintain the Bus Service Social Media pages.Attend meetings of the Metropolitan Planning Organization (MPO) as needed.Other related duties as needs arise.Technical assistance:Operate as the on-site Subject Matter Expert on the functionality, installation and operation of technical, computer, wireless and radio communication and data systems on busses, and their accompanying systems in the department. Assist with training drivers regarding on-board technology.Assist with development of technical specifications, installations, software and hardware. Troubleshoot systems and offer technical support both in person and remotely. Collaborate with vendors and/or the IT department on upgrades, repairs or other issues, problems or glitches in accompanying hardware and software.Maintain database for and electronic fare system.Assist the Operations and Maintenance Supervisor:Coordinate bus driver work schedules.Perform administrative record-keeping to ensure accurate reporting, documentation, and accounting of bus system operations.Prepare and maintain legible, concise activity logs records, incident reports, and other documents relevant to transit operations.Carry out route and stop field inspections as needed for planning new stops and shelter placement strategies.Answer incoming calls and routing callers or providing information as needed.Make bank deposits.Answer the phone to assist riders, citizens or drivers with questions, complaints or feedback.In the absence of the Transit Operations Supervisor, collect cash receipts from fare boxes and sales outlets, including retail stores and college bookstores. Occasionally cover for the duties of the Operations and Maintenance Supervisor, as assigned by the Director.Must be committed to the goals of the city and the department in all activities.Required Knowledge, Skills, and Abilities:Working knowledge of equipment, facilities, processes, methods, policies, and procedures used in bus system operations and support.Working knowledge of federal and state laws and regulations pertaining to a public transit system.Working knowledge of database systems and ability to learn new database software applications.Working knowledge of computer technology as it relates to hardware, software and networking over wifi, cellular and wired networks. Some knowledge of accounting principles and practices.Must have some knowledge of statistics and ability to perform essential math and utilize formulas.Working knowledge of Arc GIS mapping software, Microsoft office suite, including Excel, Word, and Outlook and ability to learn administrative software, including the ability to use formulas and present data graphically.Ability to absorb and analyze complex information rapidly, draw logical conclusions, and make rapid decisions with full awareness of the operational and customer service consequences. Above average writing skills required.Ability to work professionally, safely, and follow all established safety rules and procedures. Must be willing to take initiative, have the ability to accept constructive criticism, be dependable, maintain a positive attitude and represent the organization in a professional, courteous manner.Ability to work in a team environment and maintain effective working relationships with other employees; be consistent in dealing with people; actively listen and be sensitive to others concerns, with or without being directly involved. Ability to understand and carry out written and oral instructions as well as follow established standard operating procedures.Minimum Qualifications:Education: Associates Degree from an accredited technical school or community college required. Bachelor’s degree preferred.Class B CDL license with passenger (P) endorsement is a plus. Experience: Two (2) to three (3) years of other comparable administrative, planning, or technical experience. Related experience as an employee in a municipal bus system is a plus.Physical Demands:While forming the duties of the job, the employee is regularly required to use hands to finger, feel, handle, or operate objects, tools, or controls and reach with hands, arms, feet, and legs to operate hand and foot controls of vehicles.The employee is required to stand, walk, drive, talk, hear, sit, climb, stoop, kneel, or crouch. Specific vision abilities required by this job include close vision, distance vision, the ability to distinguish colors, depth perception, and the ability to adjust focus.Requires ability to lift and carry up to fifty (50) pounds when working in the maintenance garage; to sit for long periods of time; to bend and twist the neck or body repeatedly; to maneuver arms in continuous repetitive motion. May be required to work extended hours.Must drive vehicle in all weather conditions.May be exposed to hazardous or unpleasant working conditions including, but not limited to: dust, noise, temperatures, road and weather conditions, traffic, vehicle fumes, hazardous materials, blood-borne pathogens, and strong odor from poor human hygiene.When cleaning and performing minor maintenance of transit vehicles in a typical maintenance garage, may be exposed to moving mechanical machinery, vehicle exhaust fumes, noise, seasonally hot and cold temperature extremes, and various cleaning products or solvents.The employee occasionally works near moving mechanical parts, machinery, and moving vehicles.The employee is occasionally exposed to wet, cold, hot, or humid conditions.The employee is occasionally exposed to diesel engine fumes.The physical demands and work environment described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
