LABOR CATEGORY DESCRIPTIONS

Project Manager

The Project Manager oversees large, complex projects and assists the program manager in working with the CO, and the COTR, government management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for the overall management of the specific delivery orders and insuring that the technical solutions and schedules in the delivery order are implemented in a timely manner. Performs enterprise wide horizontal integration planning and interfaces to other functional systems. The Project Manager must have a minimum of eight (8) years experience, three (3) of which shall be within the last five (5) years in project development from inception to deployment, and management and control of funds and resources, demonstrated ability in managing multi-contracts and subcontracts. A Bachelor's degree or equivalent in Computer Science, Information Systems or related field is required.

Technical Support

The primary function of the Technical Support is to provide support for security engineers on specific projects. Support may be either technical equipment support or technical writing support. Reviews, analyzes, and evaluates information technology systems operations. Must have demonstrated knowledge of desktop applications and operating systems in a complex networked environment and commonly used concepts, practices, and procedures within IT security. Must have Associates degree in Electronics, Information Technology, related field, or relavent experience. Two years experience required if no formal degree.

Principle Security Engineer

Principle Security Engineers provide expert, independent services and leadership in specialized technical areas. Provides expertise on an as-needed basis to all task assignments. Provides expert advice and assistance in state-of-the-art software/hardware. Coordinates with contractor management and Government personnel to ensure that the problem has been properly defined and that the solution will satisfy the Government's requirement. Is experienced in risk analysis methodologies, security policy development, penetration testing methods, and security architectures. Holds MA or MS in Computer Science, Engineering, Mathematics, or equivalent. Holds industry recognized security field certifications such as CISSP or GIAC. Experience qualifications will be determined on a case-by-case basis. Generally, this requires fifteen (15) years of general experience in information systems, including 10 years of specialized experience providing state-of-the-art solutions in security for information systems technology. Recognized expert in information security.

Senior Security Engineer Level 2

Senior Security Engineers Level 2 provide expert, independent services and leadership in specialized technical areas. Provides expertise on an as-needed basis to all task assignments. Conceives and develops solutions to complex analytical, design, and test problems that program(s) experience. Contributes to systems philosophy and design objectives. Analyzes and resolves critical failures in test and service without the benefit of theoretical studies. Analyzes security risks, defines security requirements, and designs, develops, and implements security solutions. Makes recommendations for approval of major systems installations. May provide daily supervision and direction to staff. Is experienced in risk analysis methodologies, security policy development, penetration testing methods, and security architectures. Holds a Bachelors degree in Computer Science, Engineering, Mathematics or equivalent. Holds Masters degree in Computer Science, Engineering, Mathematics, or equivalent work experience. Holds industry recognized security field certifications such as CISSP or GIAC. Experience qualifications will be determined on a case-by-case basis. Generally, this requires ten (10) years of general experience in information systems, including 5 years of specialized experience providing state-of-the-art solutions in security for information systems technology.

Senior Security Engineer Level 1

Performs a variety of complex projects and applies an in-depth knowledge of engineering/automation concepts, practices and procedures. The incumbent regularly works under deadlines and is capable of handling extreme workloads. Acts independently with only general direction and may provide guidance to and assist training less experienced staff. Works in defining system and network security requirements. Is responsible for integration and implementation of network security solutions. Performs vulnerability and risk analyses of computer systems and applications during all phases of the system development life cycle. Holds a Bachelors or Masters degree in a related technical field or equivalent work experience and a minimum 5-7 years progressively responsible related technical experience.

Security Engineer Level 2

Performs a variety of comprehensive information security and telecommunications functions. Familiar with various diverse operating environments, applications and equipment, including scripting and programming languages. Applies a broad range of security concepts, practices and procedures. Acts independently with only general direction and may provide guidance to and assist training less experienced staff. Performs vulnerability and risk analyses of computer systems and applications during all phases of the system development life cycle. May hold a Bachelor’s degree in a related technical field or equivalent work experience. Holds product certifications in one or more security products. Has a minimum 3-5 years of progressively more responsible experience in information technology, with a minimum of three years concentrated experience in network security.

Security Engineer Level 1

Performs a variety of comprehensive information security and telecommunications functions. Familiar with various diverse operating environments, applications and equipment, including scripting and programming languages. Applies a broad range of security concepts, practices and procedures. Acts under the direction of a task or technical leader. May hold a Bachelor’s degree in a related technical field or equivalent work experience. Holds product certifications in one or more security products. Has a minimum 3-5 years of progressively more responsible experience in information technology, with a minimum of one year concentrated experience in network security.
