The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.Reporting Lines: The specialist reports to the National Project Coordinator and receives guidance from the FAO Representative a.i in Mongolia.Technical Focus: The specialist focuses on job creation and income generation through meat value chain development in Mongolia. Tasks and responsibilities:Under the overall supervision of the FAO Representative (a.i) in Mongolia and the direct supervision of the Support Employment Creation in Mongolia (SECiM) project’s National Coordinator, the Meat Value Chain Consultant will facilitate and ensure successful implementation of project sub-component on Meat value chain which is designed to generate decent employment and income opportunities by enabling the actors along the meat value chain to convert locally available resources into competitive value added products and increase participation in the formal local and international markets with the technical focus on capacity building and decent employment in the context of (i) better quality animals, (ii) modernizing meat processing technologies for improved downstream capacity utilization and returns and (iii) enhancing quality for market access. The Consultant will be responsible for the following specific tasks:Review all available prior reports and materials relevant to the meat value chain, including the Project Document and the value chain assessment reports In cooperation with the Project Management Unit (PMU), Local coordinators, and other key stakeholders, develop action plan and timeline for the project intervention in meat value chain in project target areas within approved project workplan and lead implementation of that action plans. Action plan should focus on for improving quality livestock production and traceability, improving formal market access for small and medium farmers and improving meat business productivity Collaborate and cooperate international and national experts, consultants, business associations in meat sector to implement activities as per the project objectives and Work PlanCollaborate and cooperate with Ministry of Food, Agriculture and Light Industry and Mongolian Meat Association to develop meat value chain and to support meat export capabilityCarry out pre-inspections for beneficiaries of Ulaanbaatar and project aimags and provide advices for the abattoirs to improve factory plant, technology, hygiene, safety, and traceability as per the international standards and requirements/regulations of meat importersDevelop simple guidelines and training manuals, and its digital version for distant learning as well as conduct trainings and technical support services with other consultants regarding international standards and requirements/regulations of meat importers for abattoirs/slaughterhouses, meat processing companies, and meat sorting and packing factoriesSupport potential actors of the value chain to create jobs and generate income as per the objectives of the project and provide technical support servicesSupport activities to establish a disease-free zone in the project aimags in collaboration with relevant stakeholders, including MoFALI, VABA, Food and Agriculture Departments, Governor’s offices of project aimags, soums, selected abattoirs etc. Provide recommendations to improve labor policy and employment opportunity in collaboration with TVETs and EU TVET projects and Ministry of Labour and Social WelfareCollaborate and coordinate with consultants to carry out study of market study of target aimags under the project teamWork with the NPC and the local coordinators within the framework of the project objectivesPrepare monthly and quarterly reports on progress of the activities for employment creation and development of the meat value chain in both Mongolian and EnglishAny other actions are required and appropriate to ensure the success of the project in consultation with supervisorsCANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWINGMinimum RequirementsAdvanced University Degree in livestock, meat science, agriculture or related fieldsAt least five years relevant experience in meat value chain developmentWorking knowledge of English and limited knowledge of Arabic, Chinese, French, Russian or SpanishFAO Core CompetenciesResults FocusTeamworkCommunicationBuilding Effective RelationshipsKnowledge Sharing and Continuous ImprovementTechnical/Functional Skills Work experience in more than one location or area of work; Extent and relevance of experience in the related fields;Extent and relevance of experience in international standards and requirements/regulations of meat importers; Additional Selection Criteria University degree in meat production and technology will be an asset;Work experience meat sector;Strong analytical and problem-solving skillsDemonstrated ability to set priorities and to work with minimum supervision in order to meet changing deadlinesPlease note that all candidates should adhere to FAO Values of Commitment to FAO, Respect for All and Integrity and Transparency.ADDITIONAL INFORMATIONFAO does not charge a fee at any stage of the recruitment process (application, interview meeting, processing).Incomplete applications will not be considered.
