To accurately incorporate AT&T IP Flexible Reach Service into your communications environment, we will need to gather some critical information. This information will help us coordinate and plan with you regarding installation and Test and Turn-up activities.

Please take a few minutes to review the following information, which identifies key requirements and responsibilities throughout the installation process. It provides important information that your Technical Point of Contact (TPOC) or Authorized Representative/Agent will need to know for your AT&T IP Flexible Reach Service installation. This information is provided in an attempt to summarize the key requirements and responsibilities to activate AT&T IP Flexible Reach Service.  It does not modify or supersede your agreement with AT&T.

AT&T IP Flexible Reach Service Summary

AT&T IP Flexible Reach supports voice traffic that is converted to data packets, allowing Customers to use their AT&T MIS, AT&T MIS with MPLS PNT or AT&T VPN connection for data, voice and fax traffic. Customers choose the calling capacity they require in units of Concurrent Calls, which are similar to simultaneous calls and can be engineered using standard voice traffic tools or by using the Customer’s existing voice channel capacity.  AT&T IP Flexible Reach Service terminates on the Customer premises in the AT&T-managed router, provided by AT&T and that is designated for use with the service, and requires the Customer to provide its own telephony functionality on its premises via a TDM or IP PBX. 

Implementation Planning and Requirements

• Premise and Site Requirements

AT&T IP Flexible Reach Service will be brought to your Site’s demarcation point (where the outside Local Exchange Carrier or “Telco” service would terminate) or the Telco closet in multi-tenant locations. Inside wiring is your responsibility. Inside wiring includes the wiring from:

o The demarcation point to the AT&T-managed router

o The AT&T-managed router to the PBX equipment

o The PBX equipment to the telephones and computers

You may contract with AT&T to have any or all of the above inside wiring done for an additional charge. You may also contract with a 3rd party vendor or you may do it yourself.

AT&T recommends that during the Technical Interview you request our free On-Site Technical Assistance to install the AT&T-managed router and test the connectivity from that router through the Telco provided circuit. If you do not request AT&T On-Site Technical Assistance, it is your responsibility to install the router and connect the router to the demarcation point of the Telco circuit. You may arrange for a 3rd party vendor to complete these steps.

• Vendor Management

If you or a 3rd party vendor will be installing inside wiring and the AT&T-managed router, this work must be completed prior to the AT&T IP Flexible Reach Service Test and Turn-up. If these activities are not completed prior to the scheduled Test and Turn-up date, Test and Turn-up of the service will be delayed. Failure to timely complete all activities may result in loss of all communications service if you are moving telephone numbers.

• Special Considerations

Moving your AT&T IP Flexible Reach Service is achieved by first establishing AT&T IP Flexible Reach Service at your new location in advance to the move date.

Service will be active at both the new location/circuit and old location/circuit for a short period of time.

In order to minimize service disruptions AT&T will Remote Call Forward your telephone numbers. In some cases we are limited to remote call forwarding up to 50 telephone numbers. In these cases, if your request exceeds 50 telephone numbers we still will be able to move all of your telephone numbers as requested, but the remote call forwarding limit of 50 telephone numbers is non-negotiable.

Once you have moved into your new location and confirm that your AT&T IP Flexible Reach Service is operating per your request, the AT&T Move Order Manager will then disconnect the AT&T IP Flexible Reach Service at the old location. This means that you will be billed for service at both locations during the move process.

• Chronological Order of Responsibilities

This letter summarizes, in chronological order, both your responsibilities and AT&T’s responsibilities for ensuring successful installation of AT&T IP Flexible Reach Service. Installation or moving or upgrading/downgrading of AT&T IP Flexible Reach Service typically takes 90 days from the time you place your request.

Appendix A – AT&T IP Flexible Reach Service Billing Expectations Document

Billing Activation/Start Date –Billing for AT&T IP Flexible Reach Service for each Customer On-Net Site, will commence as provided in the Service Guide. Billing may begin even if all desired telephone numbers to be used for the service are not available.

Billing Cycles – Differences that exist in billing cycles may create unexpected variances on your first few AT&T IP Flexible Reach Service bills. For example, your first bill may include prorated charges related to your Sites, for the initial billing period, plus charges for following month. Once established, billing cycles cannot be changed or consolidated. The billing cycle for AT&T IP Flexible Reach Service begins on the 5th day of each month.

Invoices – If you are not an ABN Express customer, you may receive separate bills with different start dates for the Underlying Transport Service and your AT&T IP Flexible Reach Service. ABN Express customers will receive a single bill that includes both the Underlying Transport Service and the AT&T IP Flexible Reach Service charges.

Additional Fees and Taxes –Sales, excise and gross receipts taxes may apply to AT&T IP Flexible Reach Services. Other applicable taxes, fees, surcharges and shipping and handling fees may apply also.

Disconnects - Disconnection of a Service Component(s) may be permissible. Please consult your contract for details.

Termination Fees – termination fees may apply. Please consult your contract for details.

Appendix B – Special Consideration – Services and Features

(Controlled Introduction)

AT&T IP Flexible Reach Service on Inbound Alternate Routing (IAR)

While this service is in Controlled Introduction, the following requirements should be considered for installation.

• IAR does not forward TNs to another number at a secondary site. IAR redirects a trunk group to a secondary site’s Private Branch Exchange (PBX) and that PBX must be configured to handle those new TNs. Configuring the PBX is the customer/vendor responsibility.

• Customer is responsible for making sure customer CPE at secondary site is working and able to accept primary site fail over traffic.

• While the IAR feature is free of charge, customer is responsible for insuring the secondary site has enough Concurrent Call capacity to accept fail over call volumes.
