General Summary of Function/Purpose of PositionThis position performs audit reviews of hospital cost reports, financial statements and reported Healthy Michigan information to determine compliance with applicable procedures, policies, regulations, and generally accepted accounting principles. Reported information is used in calculating hospital settlements and disbursing funds for the Medicaid Program.? The information provides the basis for reimbursement principals affecting over $2 billion annually. Work is performed through the application of a body of knowledge related to the methods, practices, procedures, policies, regulations and laws of the Medicaid Program.15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:50Audit submitted hospital cost reports (CMS 2552-10 and Michigan Medicaid Cost Reports) to ensure acceptability. This includes hospitals that have a higher Medicaid volume, a large Medicaid dollar impact and offers a wide range of diverse services and programs which require an in-depth knowledge of Generally Accepted Accounting Principles (GAAP) as well as various Medicaid reimbursement policies and procedures. Individual tasks related to the duty:Audit hospital cost report and financial statements to ensure compliance with GAAP and in accordance with Generally Accepted Auditing Standards (GAAS).Each cost report is subject to numerous software edits and the auditor must investigate any discrepancies found and make the necessary corrections before the data is accepted in CHAMPS Facility Settlement (FS).The auditor must possess the strong ability to recognize and communicate errors in accounting practices to providers.This process requires the auditor to contact the provider and requires good people skills.Duty 2General Summary:Percentage:40Audit submitted hospital cost report data for calculation of hospital initial and final settlements. This data becomes part of the base used in the hospital rate setting process, policy modeling and to determine special payments. Individual tasks related to the duty:Review and analyze program data (prices, days, charges, and payments) from the paid claims file to ensure data accuracy for use in provider settlements – including Healthy Michigan.Audit records to ensure proper program data is used for inclusion into FS for final settlement calculations.Coordinate with program developers and providers to fix problems that may occur with FS when preparing a provider’s settlement.Use accounting knowledge to determine appropriate audit adjustments required to prepare final settlements.Maintain records and prepare output reports and letters related to settlements.Duty 3General Summary:Percentage:5Make recommendations for improvements on controls, methodologies, and other changes to improve the efficiency of the hospital cost acceptance process, settlement process and/or the interim payment process.Individual tasks related to the duty:Auditor must possess the knowledge to identify potential process weaknesses and develop additional controls to address them.Prepare and maintain business process documents as required.Duty 4General Summary:Percentage:5Perform other duties as assignedIndividual tasks related to the duty:16.
