VCE Product Design and Technology Expert ReferenceBackgroundThe Victorian Curriculum and Assessment Authority (VCAA) is the statutory authority responsible for the development, approval, monitoring, evaluation and review of curriculum and assessment for the VCE and its studies. The Victorian Registration and Qualifications Authority (VRQA) is the statutory authority responsible for the accreditation of the VCE and its studies, including periods of accreditation. The current VCE Product Design and Technology Study Design is due to expire on 31 December 2023.The VCE Product Design and Technology Study Design was last reviewed in 2016, undergoing a minor review. In addition, the Victorian Curriculum F–10, Design and Technologies curriculum area, based on the Australian Curriculum, Design and Technologies, was implemented in Victorian schools in 2017. Currently the Australian Curriculum, Design and Technologies is under review with consultation on the draft between May–June 2021 and final publication in January 2022. This will have implications for the review of the Victorian Curriculum F–10, Design and Technologies in 2022–2023 as well as VCE Product Design and Technologies. The VCAA will commence the VCE Product Design and Technology review process with the appointment of a VCE Product Design and Technology Expert Reference Group. Terms of referenceThe following terms of reference have been developed in accordance with, and should be read in conjunction with, the VCAA Principles and procedures for the development and review of VCE Studies.The Product Design and Technology Expert Reference Group will consider the nature, scope and purpose of VCE Product Design and Technology study as a whole, and make recommendations about the number and purpose of the units to be offered within the study for the next accreditation period.The Product Design and Technology Expert Reference Group will make recommendations on the following:the rationale and aims for VCE Product Design and Technology Study Designthe number and titles of the units offered within VCE Product Design and Technology Study Designthe progression of learning from the Materials and technologies specialisation substrand of the Victorian Curriculum, Design and Technologies to VCE Product Design and Technologyareas that require further research through a benchmarking report, including new and emerging content, use of language in product design in academia and industry and relationship with content from other ‘design thinking’ related studiesIn reaching its conclusions and recommendations, the Product Design and Technology Expert Reference Group should consider a wide range of factors, including but not limited to:the efficacy of the current VCE Product Design and Technology Study Design, including its structure and organisation of units, outcomes, key knowledge and key skillsprogression of knowledge and skills across Units 1–4content from the ‘Materials and technologies specialisations’ context of both the Victorian Curriculum Design and Technologies curriculum area and the proposed Australian Curriculum Design and Technologies consultation draftthe nature, purpose, and scope of like studies internationally contemporary content and research in product design, including use of language related to product designrelationship of content with other ‘design thinking’ related studiescurrent and future needs of society and industry.Operations and proceduresThe role of the Product Design and Technology Expert Reference Group is advisory and will report to the VCAA Senior Secondary Curriculum and Assessment Committee (SSCAC) on its deliberations and recommendations that in turn will report to the VCAA Board.The Group will be convened and chaired by the VCAA VCE Curriculum Manager, Design and Technologies. Teachers, academics, industry representatives and other qualified individuals will be provided the opportunity to submit an expression of interest to participate in this reference group. Reference Group members will be appointed by the VCAA in their individual capacity to make expert contributions to the work of the panel for its duration. Nominations are prepared by the Curriculum Manager and approved by VCAA senior management. The VCE Product Design and Technology Expert Reference Group will be balanced in its representation of material specialisations, gender, location, and sectors.The protocols and operating procedures of the Expert Reference Group will be a matter of mutual agreement between the members and the Curriculum Manager.The Group will be expected to provide a progress report in October and final report in December 2021.The Group will meet approximately once per month or as mutually agreed until December 2021.It is expected the Group will then reconvene on three occasions throughout 2022 to consider and review the subsequent work undertaken through the VCE Study Review process for VCE Product Design and Technology and provide any consequent recommendations in August 2022. ................
