Civil Site Design Competition RulesObjectiveYou have been selected to develop a 20-acre parcel for a single-family residential housing. The site is located along an existed roadway to the west. There is also a stream that runs north to south near the west boundary of the property. Using the guidelines below and your engineering judgement, design a desirable neighborhood. Survey data and zoning regulations will be provided. MilestonesThe first milestone is the submittal of the team’s completed plans per the requirements outlined below no later than MARCH 19, 5:00 PM EST to pittsburghasce@. The second milestone will be at the OVSC competition hosted virtually by the University of Pittsburgh on APRIL 9, 1:00 – 3:00 PM EST. Four team members will be permitted to work together in their zoom breakout room where they will be provided a change order to execute in CAD. Each team will have 30 minutes to review the change order. Only one team member may open up their CAD file and share their screen in the breakout room. Calculators, scales, and drawing implements are permitted for use. No cell phone calculators will be permitted. The revised plan must be plotted to a PDF and submitted to email by the end of the two hour session. AutoCAD PlatformGiven the virtual nature of the project, any version of AutoCAD Civil 3D Imperial can be used to design the plans. Engineering teams may change layer names, colors, linetypes, or other features within the provided CAD file at their discretion.Site LayoutThe developer has requested that your team develops a concept that maximizes space for a new development of single family homes, while retaining the natural topography and character of the site as much as possible. The developer is looking for the following characteristics and amenities, in context with the submittal and zoning requirements provided:See attachments for zoning requirements, roadway cross section design, and location of development entrance.The developer is looking to maximize the number of lots on the property, while retaining a minimum of 6 acres of the property in its current condition (undeveloped Open Space).Each single-family residence will be on an individual lot with its own dedicated driveway that connects directly to a roadway. Shared driveways are not permitted.The developer wants 45 ft x 45 ft homes on each lot.The side yard setback is 10 ft.There should be at least one new tree planting in front of every lot between the road back of curb and the right-of-way boundary. The tree planting should not interfere with the driveway, sidewalks, or other features.A subdivision entrance monument should be provided as well as a landscape plan for the property along the roadway frontage.Show the landscape plan showing location and type of all plant materials. Plantings must not interfere with utilities or public easements.Show the layout of proposed storm management system, including outlet, if applicable.Provide the location and size of detention/retention ponds with contours.Provide proposed street and drive information including but not limited to proposed street name, right-of-way, grades, and curve-radii.All vertical alignment design shall follow the latest edition of the AASHTO Policy on GeometricA vertical curve shall be required where the algebraic difference in slopes of the tangent sections exceeds 1.0%. The minimum length of the vertical curve shall be 100’.Plan and profile sheets for roadways are not required.GradingProvide a proposed grading plan, showing finished contours at two foot intervals. All proposed contour lines are to be connected to existing contour lines at or inside the property lines.Maximum cut slopes and fill slopes shall be 2:1 (2 horizontal to 1 vertical).Grading plans shall take into account the natural features of the land as much as possible.The grading plans shall show the existing elevation topography by contour lines.The finished grade elevation for all proposed buildings must be provided. The engineering team will provide sufficient spot grades at each corner of each lot as well any high points or other change in slopes along the side yard lot lines.Single-family lots shall be graded to drain away from the house. To ensure proper drainage, swales may have to be constructed along the lot lines. If so, swales shall discharge to an inlet or other approved drainage course.All single family lots shall be graded for rear to front drainage.The maximum slope to an abutting property line is 4H:1V. Minimum slopes for yards is 2%.Maximum driveway slopes are 10 percent between the right-of-way and the front of the garage, which is assumed to be at the edge of the front yard setbackHigh and low street grade points and the location of all catch basins inlets shall be shown on the grading plan.Road grades within 100’ of an intersection shall not exceed a running slope of 6%.Proposed grades must be shown along the property line, driveways, and intermittent locations along the length of the path or walk.No construction or earth disturbance shall be permitted within 20-feet of any surveyed wetland or stream edge.Storm Water DesignThe location of all storm sewer, including culverts, shall be shown on the plans.Storm water shall not be diverted onto adjoining properties nor shall storm water flow be impeded from its existing drainage path due to a proposed development.The minimum size storm sewer shall be 12” diameter.Storm sewer manholes shall be a minimum of 48” diameter.Storm sewer inlets shall be 24” x 48”. Inlets shall be placed at all low points in the gutter lines. Multiple inlets may be required at a low point based upon the drainage area. Inlets at low points shall not receive drainage from an area larger than one acre for a paved surface.Storm sewer inlets on lots shall be placed a minimum of 20’ behind all dwellings and shall provide proper site drainage.All connections to storm sewer must be made at a structure. Storm structures shall located in the right-of-way, and not be located in sidewalks, drive approaches, or within the private lots.Discharge rates for post development should not exceed rates from pre development. Detention basins may be dry basins or wet basins. Rip-rap must be provided around the inlet and outlet pipes. For sizing purposes, assume that 7500 cubic feet of storage shall be required for each acre which drains to the basin. Interior slope of the basin shall be 3:1. Exterior slopes of the basin shall be 2:1. Two feet of freeboard shall be required above the invert of the emergency spillway. The primary spillway (discharge pipe) shall discharge to an established stream, with an endwall approximately 4’outside the stream bank.The location of the basin, standpipe riser structure, and berms shall be shown in plan view.A culvert is required to cross the stream with the new road. The stream watershed is 20 acres with C = 0.39 (Modified Rational Equation).Submittal Requirements The submittal should be sent to pittsburghasce@ and received in a single PDF file no larger than 24 x 36 plan sheet size. The team may provide as many sheets as they feel necessary. The title block should include: school’s name, team member names, scale, north arrow, and sheet numbers. Each plan sheet, excluding the cover sheet, should have a drawing legend. Plan notes do not need to be provided. Judging and ScoringTeams will be judged by a panel of land development professionals from Gateway Engineering.
