Purpose

This position will be based in Dhuusamareeb district, the capital of the Galmudug State. The finance officer is expected to take charge of the financial Management by administering accounting operations to meet with the policies and the procedures in accordance with the State House.

He/She demonstrates interest in managing accounting activities, including bank reconciliations, accounts payable and accounts receivable. The incumbent should also have excellent organizational skills and be able to handle time-sensitive tasks. He/she will ultimately be responsible for the day-to-day management of State House financial transactions, Policies and procedures.

Duties and Responsibilities

• Keeps accurate records for all daily transactions, prepares balance sheets and communicates with it to the concerned parts

• Process invoices for a due payments and records accounts payable and accounts receivable

• Updates internal control systems with financial Management

• Prepare weekly, monthly, quarterly and annual financial reports and shares with the Director

• Reconcile bank statements and help participates in financial audits works

• Tracks bank deposits and payments as the appropriate timelines

• Assist with budget preparation with the team effectively

Required Qualification and Experience

• Bachelor Degree in Accounting, Financial Management, Business Administration, Economics or related field.

• At least 2 years proven work experience as a Finance Officer or similar role

Knowledge

• Solid knowledge of financial and accounting procedures

• Sound knowledge using financial software and advanced MS Excel skills

• Knowledge of financial regulations and accountant standards

• Good understanding of gender issues and rights based approaches

Competence

• Excellent analytical and numerical skills and sharp time management skills

• Strong ethics, with an ability to manage confidential data

• Sound knowledge of computer literacy such as Microsoft Word, Excel, Access, and PowerPoint Presentation is required.

• Ability to create and maintain a working environment that will promote value and respect diversity in the implementation process.

• Clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain their message.

• Excellent communication, planning, supervisory and interpersonal skills that will enable the identification of opportunities to establish effective strategic relationships between one’s area and others to achieve GSS objectives.
