What Is Illegal Dumping?

Illegal dumping is the disposal of waste on public or private property without the knowledge or consent of the property owner. This includes littering along streets and alleys.

'The Special Investigation Unit (SIU) is a team of trained investigators dedicated to combating illegal dumping in Baltimore City. SIU responds to complaints called into 311 for dumping and conducts daily proactive inspections of known dumping spots. SIU also deploys surveillance cameras throughout the City to catch illegal dumpers in the act.

SIU is a unit within DHCD's Code Enforcement Legal Section. Together they work to criminally prosecute illegal dumpers, seize vehicles used in dumping, and issue environmental citations.

' Anyone operating in Baltimore City as a hauler of trash and debris must have a license issued by the Commissioner of Health. Haulers are required to display their license in their vehicle. Both sides of a vehicle used to haul items must display the name and phone number of the licensed hauler. All haulers must keep daily logs, properly secure their loads, and use heavy canvas or other material to cover the load.

A list of licensed haulers is available from the Health Department at . When hiring a hauler, ask to see their hauling license and confirm that they will be properly disposing the waste.

Legally Disposing of Items

Through the Department of Public Works, the City of Baltimore provides residents with weekly curbside pick up of both trash and recycling. The City also offers drop-off locations and bulk trash removal. Call 311 for additional information on trash/recycling pick-up dates or to schedule bulk trash removal.

For drop-off, residents must bring materials for disposal in their personal vehicle (including unmodified pickup trucks rated ? ton or less) and simply show proof of residency to access this free service.
