COMPLETE COUNT OVERVIEW
MISSION: To count every resident in Baltimore City to secure a fair allocation of government resources and accurate legislative representation.
STRATEGIC GOALS: Build a Census outreach campaign targeted to raise Census awareness among all residents using the knowledge, expertise and leadership of community residents. 1. INCREASE the Census questionnaire completion rate via online response through a focused and structured neighbor-to-neighbor initiative. 2. EMPOWER Baltimore residents to take ownership of the Census to move closer to a 100% response rate.
INITIAL ACTION STEPS
UPDATING DATA Baltimore is participating in the Census Bureau's Local Update of Census Addresses (LUCA) for this purpose. We are reviewing the Census address list and comparing it to multiple City datasets, such as real property, voting registration, water bills, and gas and electric utility records. We completed our initial LUCA submission in July 2018.
CITY LEADERSHIP: To provide leadership and oversight for Baltimore's overall "Complete Count" effort, Mayor Catherine E. Pugh has established a City Hall Work Group of key agency and administration representatives, and charged them with developing the City's overall strategic plan for communications and outreach.This work group will establish a Complete Count Committee and several specific subcommittees, each with a focus on a particular function or a target "hard to count" populations.

INITIAL ACTION STEPS
ESTABLISHING THE COMPLETE COUNT COMMITTEE
The Baltimore 2020 Complete Count Committee will spend three to six months developing specific action plans that will begin implementation in 2019. The City Hall Census Work Group has established a structure for the 2020 Complete Count Committee that divides the Committee into five Subcommittee work groups:
(1) Neighborhoods (2) Human Services (Seniors, Homeless, Disabled, Group Quarters, Young Children) (3) Business (4) Civic Resources (Higher Education, k-12 schools, libraries, rec centers, civil rights, faith institutions, arts, municipal government, etc.) (5) Immigrant/Low English Proficiency
*An Executive Committee composed of Baltimore City staff and led by a Census Project Manager will provide media/public relations, data/mapping/technology, and field/outreach support to the Subcommittees.
CENSUS COMMUNITY CONGRESS KICKOFF EVENT
On September 29, 2018 from 9AM to Noon, Baltimore will convene a citywide meeting for interested residents, business/civic leaders, government officials and the 2020 Complete Count Committee to kickoff the Baltimore Census campaign.
The Census Community Congress Agenda will include: (1) Information about funding for Census organizing, (2) Details about local Census jobs, (3) Comprehensive overview of the dollars at stake if we under-count Baltimore residents, and (4) Breakout sessions by Work Group to refine the Draft 2020 Census Action Plan.

WHO Identify the hard-to-count population or sector population(s) for your Subcommittee. Ex. "The Immigrant/Low English Proficiency Subcommittee will conduct outreach to foreign-born residents of Baltimore City. 2010 Census data showed that this population increased by __% from 2000 whereas the native born population only increased by __% increase."
HOW Identify the specific strategies that will be deployed to increase Census participation. Ex. "Aside from general awareness about the Census, the primary Census message needs to be that the Census is confidential. Promotional materials will explain that the questionnaire does not ask for very personal information. This subcommittee will rely on community organizations and faith institutions trusted leaders to carry the Census 2020 message to foreign born Baltimoreans."
WHEN IIdentify the best time for commencing and completing outreach. Ex. "Will apply for funding to host a Rally for Immigrants in conjunction with community partners to be hosted in Spring 2020. Will create a calendar to visit faith and cultural institutions with the Subcommittee and partners throughout Winter/Spring 2020."
WHERE Identify local events and which communities to prioritize for outreach. Ex. Insert a chart or calendar covering locations, organizations and contact persons the Subcommittee will visit during the target time frame.
IDENTIFY PARTNERS Using the 2010 Complete Count Action Plan as a starting point, develop a roster of partners to be engaged throughout the 2020 Census Action Plan development and implementation period.
