Request for ProposalsPABC GRAPHIC DESIGN SERVICESParking Authority of Baltimore CityMAY 17, 2017Submissions Due: Friday, May 26, 2017 by 5:00 pmTiffany JamesCommunications Manager Parking Authority of Baltimore City OVERVIEWThe Parking Authority of Baltimore City (PABC) is seeking a professional graphic artist, design studio, or graphic design/print firm to its 2017 Annual Report, and to execute corresponding print and photography work, as needed. The PABC is a quasi-public, non-profit corporation, organized under the laws of the State of Maryland that oversees the management of all city owned garages and lots. You should note that pursuant to the Baltimore City Code, the PABC is not bound to comply with the general procurement regulations and procedures otherwise applicable to City agencies. Although this RFP has been drafted to reflect a typical procurement procedure, this format is for ease of consideration of proposals and to further a fair and impartial procurement process. The effect of any irregularities in this RFP, the proposal received, the review process and/or the award of a contract is within the sole discretion of the PABC and no rights or legal causes of action shall accrue to any Respondent as a result of this process. SPECIFICATIONSThe Parking Authority of Baltimore City (PABC) is seeking proposals for the design, photography and printing of its 2017 Annual Report. The specifications for the final product will be determined through discussions between the selected firm and the PABC. The graphic designer should include pricing for design work, photography and printing. All charges including photography and printing of the annual report must be detailed. Any charges not listed in the Fee Schedule will not be allowed during the course of the contract unless the scope of the contract is expanded to include additional services not requested herein.Annual ReportThe annual report usually includes the following elements: an introduction by the Mayor, a message from the Board of Directors, departmental reports and audited financial statements. The PABC will prepare copy. The graphic design firm will coordinate photography and printing. Financial reports are approved by the Board of Directors in November. Two hundred (200) annual reports must be printed and delivered to the PABC Offices by December 31, 2017. Examples of previous years’ annual reports can be found at: . TERMNo later than December 31, 2017.QUALIFICATIONSYour firm must prove its ability to perform this work by providing three letters of recommendation, short bio(s) of the personnel who will work on this project, a brief narrative explaining how you would perform this work, three examples of similar work, and a quote for the work to be provided. Proposals will be evaluated on the following criteria. The proposal that reflects the best value will be selected. Ability to perform the work as demonstrated by references, bios, narrative, samples and prior successful performance on the PABC projects (if applicable) Creativity and design Price PROPOSAL SUBMISSIONQuestions should be submitted by email to Tiffany.James@ by 5:00 PM on Friday, May 19, 2017; answers to all questions received will be responded to as a whole by 5:00 PM, Monday, May 22, 2017. Any fee not documented in these schedules will not be allowed during the contract period. Therefore, any fee charged by the successful vendor which is not detailed in the fee schedule will not be paid.
