York Road Partnership General Meeting MinutesOctober 5, 2016Vice President Mike Newman welcomed all in attendance and everyone introduced himself or herself. Baltimore Good Neighbors Coalition: Cassie Greisen spoke for this group. She described the proposed changes to the City Zoning Code that are meant to complement the work of the Liquor Board in controlling problem liquor establishments. Proposed amendments to Transform Baltimore, the rewrite of the Zoning Code, will allow for the enforcement of performance and operational standards at liquor outlets. YRP’s Ad Hoc Liquor Committee recommends endorsement of the legislation. Kathy Brohawn moved and it was seconded that YRP send a letter of support of the legislation to relevant parties. The motion passed 13 – 0.York Road Corridor Planning Update: Erin O’Keefe outlined the work of the past four years that has resulted in a Commercial Corridor Plan for York Road that has been approved by the City Planning Commission. The York Corridor Collective is working on the establishment of a Business Improvement District designation for the corridor. All property owners (not tenants) will be required to pay a fee to support this effort which will include cleaning, security, and beautification activities. The Govanstowne Business Association supports the proposal.Marie Anderson reported that a $40,000 grant will support “gateway art” at the northern and southern ends of the commercial corridor. Also, a $50,000 grant will enable the expansion of the bird mural project along the corridor. Loyola students are available to assist with volunteer projects in October and November.Fire Department: The crew of Engine #43 reminded the group that free smoke detectors, installed by firefighters, are available to City residents. Call 311 to make a request. Business Engagements Efforts: Christian Hall outlined the work with the owners of the Crown Station in the 5100 block of York Road. The community opposed renewal of their Late Night Operations License resulting in its loss. Councilman Henry convened a recent meeting with all parties. The owner now has a clear understanding of the community’s concerns and has taken corrective action such as increasing trash collection and upgrading security cameras. Currently, the station is allowed to sell only gasoline after midnight. We thanked the neighborhood associations and individuals who worked on these issues. There have been no reports of problems at the Sunoco station at Coldspring Lane. Also, Murphy’s Bar has been closed because of the illness of the owner, but Leslie Wietscher in Bill Henry’s office is planning a meeting with the owner at which we may want to review their MOU with the community. Christian suggested that YRP consider starting a Business Engagement Committee – perhaps combined with the Ad Hoc Liquor Committee. Interested individuals should contact him.Announcements:Supporters of the Affordable Housing Trust Fund measure (Question J on the November ballot) are holding a rally at noon on 10/21 at the Lillian Jones Apartments.Loyola is sponsoring a leadership development activity on 10/7 and 10/8. It is open to the community.Due to work on the water billing system, DPW customer service will be limited until 10/11.Fleet Week will be celebrated at the Inner Harbor from 10/13 – 10/16.The Baltimore Running Festival will be on 10/15.During October, Free Fall Baltimore offers a variety of activities free of charge to the public.Early voting will be from 10/27 – 11/3. Election day is on 11/8.The Baltimore Education Coalition is up and running for the new school year. A pilot workforce development project – HabiCorps – is underway. A Homebuyers Workshop will be held on 10/22.Rebuilding Together has a new handyman program for senior citizens in the Govans area.Guilford Elementary School: Brian Pluim, the new Principal, introduced himself to the group.
