SUBJECT: Maryland Forward Summer Youth Program

BACKGROUND

INFORMATION: The Governor of Maryland has budgeted funds for the 2001 “Maryland Forward Summer Youth Program”. The Maryland Forward Summer Youth Program” is funded from three sources:

A. The Maryland General Assembly appropriated $269,826 for summer jobs for Maryland youth. This component will serve Maryland youthful residents in summer job positions with private sector companies. Individual WIA allocations are

included as an attachment.

B. State agencies will identify positions/slots to be funded by agency funds through agency payroll systems. These positions will be recruited and filled through the agency’s personnel system. No action is needed.

C. A third group of youth will be enrolled and funded under the provisions of the (WIA) Youth Program.

The Maryland Forward Summer Youth Program, funded by the State General Revenue, is designed to serve youth who meet the eligibility criteria in the following priority order:

(a) Enrolled in the “Maryland Tomorrow” or equivalent programs but are not WIA eligible;

(b) Enrolled in “Maryland Tomorrow” or equivalent programs, WIA eligible but WIA Youth funds are not available to fund the position; and

(c) Non-“Maryland Tomorrow” or equivalent programs eligible youth residing in Maryland.

Program Design

To the extent possible, Maryland Forward Summer Youth Program funds should be used to fund private sector summer employment and training opportunities in the computer technology career clusters. The latter is not a requirement for the Maryland Forward funds and you may continue to fund employment and training opportunities in other careers.

ACTION TO

BE TAKEN: This field instruction provides guidelines regarding the content and format required (attached) for the 2001 Maryland Forward Summer Youth Program Grants. The Workforce Investment Boards shall prepare a grant proposal which provides specific information about the program and submit the grant to DLLR NO LATER THAN MONDAY, JUNE 18, 2001. Please use the enclosed proposal package and attach two original WIA Signature Sheets.

Narrative

The purpose of this grant is to provide the _______________________________

Name of the local WIA

with Maryland General Revenue funds to operate a “Maryland Summer Youth Program

Campaign 2001” summer program. This grant is to fund private sector summer

employment and training opportunities for eligible Maryland residents age 14 years

through 21 years of age. Funds may be used to develop, match, monitor and evaluate

private sector job placement of eligible youth. Additionally, these funds may be used

as incentives or match to encourage the private sector to hire eligible youth for the

summer.

However, funds targeted by WIBs to be used as incentives or match in the

private sector should be planned to maximize the number of eligible youth placed into jobs in the private sector.

The total amount of this grant is __________________. Participants employed in activities authorized under this grant shall be paid wages and fringe benefits as required by law and be subject to appropriate health and safety regulations and requirements. This program is to be operated jointly by the Department of Labor, Licensing and Regulation and the Maryland Workforce Investment Area Directors.

The following reports will be submitted:

A. Programmatic Reports – The participants will be enrolled in the WIB’s Management Information System (MIS) under Title “9J”. Programmatic reports will be submitted monthly on the MIS Program Status Reporting (PSR) System to arrive at the Department of Labor, Licensing and Regulation/Office of Employment Training (DLLR/OET) as required.

B. Financial Status Reports – The expenditures of this program will be on the WIA Financial Status Report.

C. Requisition for Cash – The local WIA may requisition funds for this program as often as needed, but not more than once per week.

D. Closeout Reports – Closeout reports on this grant will be made within 90 days after the termination date.

E. Other reports will be submitted as required.
