HEARTLAND BANKJob DescriptionJob Title:Assistant Compliance Officer and Insurance AssistantReports to:VP Operations (assistance from the Insurance Manager)FLSA Status:Non-ExemptLocation:SomersSUMMARYResponsible for assisting in establishing and maintaining a compliance program and compliance training program for directors, officers and employees. Insurance Assistant has the significant role of aiding the Sales Executives/Account Executives and clients with service needs and making changes to existing accounts. Specific service and marketing responsibilities are required in this position. Meets service and sales delivery standards and performs essential functions to the quality and service standards developed by the Insurance Agency.??ESSENTIAL DUTIES AND RESPONSIBILITIES (ASSISTANT COMPLIANCE OFFICER) including the following. Other duties may be assigned.Assist with creating a compliance program and continually maintain it.Keeping Management and other bank personnel informed of the implementation of new regulations or changes to existing regulations.Assisting with the formulating and updating bank policies and procedures to maintain bank compliance with applicable compliance statutes, regulations, and interpretations.Establishing and maintaining an ongoing program for training personnel.Assisting with the monitoring resolution of consumer complaints.Preparing for regulatory examinations and ensuring an adequate corrective action process.Assisting with the developing and maintaining current compliance audit programs ― writing new compliance audit programs and updating existing audit programs as regulatory changes or requirements occur.Scheduling and performing Consumer Compliance audits, maintaining and reviewing consumer compliance work papers and reports as necessary.Reviewing and/or preparing detailed reports of audit findings, presenting any irregularities or exceptions to the President and CEO, and responsible managers for the final review before submission to the Board of Directors.Updating internal compliance training programs as needed. Implementing the bank’s internal compliance training program into all applicable functions within the bank.Reviewing employee bank statements according to designated schedule for potential irregularities.Correspondent bank account reconciliations on daily or monthly basis as required. Assist with bank internal audit.Other duties as assigned by the bankESSENTIAL DUTIES AND RESPONSIBILITIES (INSURANCE ASSISTANT) including the following. Other duties may be pletes applications in coordination with Sales Executive/Account Executive(s); submits applications to eligible and appropriate carriers; follows up to ensure timely receipt of quotations and policies.Prepares summaries of insurance, schedules and proposals from management system as needed.Processes renewals in coordination with Sales Executives/Account Executive(s) according to agency procedures.Other duties as assignedAuthorityThe Assistant Compliance Officer shall have access to all departments and documentation that may be necessary to carry out his or her responsibilities.AccountabilityThe Assistant Compliance Officer shall assist with the establishment and maintaining the bank’s compliance program, keep informed of all regulatory changes and requirements, perform compliance audits, assist in formulating and updating bank policies and procedures, monitor resolution of consumer complaints, update and implement the bank’s internal compliance training program, prepare for and act as point person in regulatory compliance examinations.The Assistant Compliance Officer shall assist with performing regular audits of all appropriate areas of the bank to determine the degree of compliance with various consumer laws. Actual or possible violations and any needed corrective action should be reported to the Compliance Officer, Compliance Committee, CEO or the Board of Directors, and the department managers of the area under examination. NON-ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDING THE FOLLOWING. Other duties may be assigned.Maintain education and professional expertise through attendance at job related meetings, seminars, conferences and workshops. SUPERVISORY RESPONSIBILITIESThere are no supervisory responsibilities in this position. COMMUNITY INVOLVEMENTBe involved in the community the bank services, especially being involved with bank sponsored events. This may also include being a part of an organization or committee picked by the bank, including potential leadership in the organization and/or committee.QUALIFICATIONSTo perform this job successfully, an individual must consistently perform each essential duty efficiently and accurately. Must consistently exceed supervisor expectations and show continuous initiative. Continuously seek new ways to expand relationships with customers and non-customers. Must follow the bank’s Code of Conduct.Continued professional development and training in banking, auditing skills, and compliance regulation is required. Be familiar with all areas of the bank, and possess excellent oral and written communications skills. Prior banking related experience is beneficial. REGULATIONS AND TRAININGMust follow the bank’s Bank Secrecy Act (BSA) and other regulations that pertain to the job description. Must be able to detect regulation issues, including BSA issues, and report such issues to your supervisor. Must attend all assigned training events. Must be able to incorporate training material into daily duties of the position. Continued professional development and training in banking, auditing skills, and accounting is required. Be familiar with areas of the bank, possess excellent oral and written communication skills. LANGUAGE SKILLSAbility to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.REASONING ABILITYAbility to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.MATHEMATICAL SKILLSAbility to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals without calculator assistance. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
