Card Organization Release 2009.1 Summary

This Summary is designed to help explain changes for the 2009.1 Release occurring in April 2009 (or as otherwise indicated) that may affect the State of Oklahoma. The focus is on those items that may impact the State or your merchant contract participants. This document should not be considered to be inclusive of all Card Organization changes.

Visa® Changes of Note:

Acquirer Processing Fee (effective July 1, 2009)

A new fee, the Acquirer Processing Fee (APF) will be assessed beginning July 1, 2009. This fee will be $0.0195 per authorization attempt and applied to all Visa-branded transactions acquired in the U.S.

Authorization System Misuse Fee (effective July 1, 2009)

The Authorization System Misuse Fee of $0.045 is a new fee that will be assessed on all authorized transactions which are not followed by a matching Visa clearing transaction (or are not properly reversed in the case of a cancelled transaction). Visa will be providing more information on this fee in the future.

Zero Floor Limit Fee (effective July 1, 2009)

The Zero Floor Limit Fee of $0.10 is a new fee that will be assessed on all clearing transactions that are not properly authorized. Visa will be providing more information on this fee in the future.

MasterCard® Changes of Note:

Network Access & Brand Usage (NABU) Fee

MasterCard is implementing a new Network Access and Brand Usage (NABU) fee of $0.0185 on all domestic sales and credit transactions. The NABU fee is only applied to transactions that are conducted at a U.S. merchant location with a U.S. issued card; therefore, the fee does not apply to international transactions.

MasterCard High Value Capability Enhancements

MasterCard will be implementing enhancements to its Account Level Management system to provide issuers with greater flexibility to manage MasterCard World cards. Issuers will have the ability to register MasterCard World cards that meet certain spending requirements as High Value cards. World cards registered as High Value cards will be eligible to qualify in 27 new High Value interchange fee programs (modeled after the existing World Elite interchange fee program structure.

Quick Payment Service Registration Changes (effective January 2, 2009)

In the U.S. region, MasterCard had eliminated the registration requirement for the Quick Payment Service (QPS) program for merchants in the following MCCs only:

• MCC 4121 – Limousines and Taxicabs

• MCC 5499 – Miscellaneous Food Stores

• MCC 5541 – Service Stations

• MCC 5814 – QSRs

• MCC 5912 – Drug Stores and Pharmacies

• MCC 7523 – Parking Lots and Garages

• MCC 7832 – Motion Picture Theaters

Merchants in the following MCCs are still required to register for the QPS program with MasterCard:

• MCC 5411 – Supermarkets

• MCC 5735 – Record Shops

• MCC 5942 – Book Stores

• MCC 5994 – News Dealers and Newsstands

• MCC 7216 – Dry Cleaners

• MCC 7841 – Video Entertainment Rental Stores
