Soft toss against fences is strictlyprohibited at all times. Wiffle ball practice before games is permitted as long as it takes place in the outfield areas of the playing field. Hitting into a self-provided net is also acceptable as long as it is done in the outfield of the playing field. NO PREGAME WARMUPS ARE ALLOWED EXCEPT UPON YOUR REGULARLY SCHEDULED FIELD OF PLAY. THE INFIELD AREA OF A FIELD IS OFF LIMITS EXCEPT FOR THE PREGAME WARM UP AND THE GAME.NO use of hitting sticks on the field of play or outside the dugout, at any time during the game.NO on deck batter allowed in JR. Pee Wee and Pee Wee LeaguesHead first slides are allowed except for going into first base, but the Donelson Baseball Board of Directors does not encourage head first slidingOnly players, coaches, dugout mom or dad (for Pony down) and umpires are allowed inside the fences and/or the dugout. All individuals on the playing field other than players MUST be authorized by Donelson Baseball.Managers MUST sign an umpire card at the end of the game. It is the manager’s responsibility to make sure the card is filled out accurately. The umpire card will be the official record of score and innings pitched.Game Length – All games are scheduled for 6 innings.The Jr. Pee Wee games are to be played under a 1 hour time limit. Time will stop at the end of the 1 hour time limit. No score is kept in the Jr. Pee Wee league.The Pee Wee and Pony league games are to be played under a 1 hour and 30 minute time limit, with no new inning starting after 1 hour and 25 minutes.The Pee Wee, Pony, and American league games allow 7 runs per inning, All Extra innings (after time limit or after 6 innings) will be unlimited runs.The American and National league games are to be played under a 1 hour and 40 minute time limit. No new inning after 1 hour and 35 minutes.*** All time limits are enforced, unless a run-rule limitation is in effect ***Pee Wee, Pony, American, and National league games can play with 8 players. The team will only have 2 outfielders and the 9th batting position will be an automatic out. If after a fifteen (15) minute grace period from the first regularly scheduled game of the day or at the start time of all other games you are unable to field a team consisting of 8 players the game will be considered a forfeit.The Board of Directors would like to avoid forfeits whenever possible, if as a Manager you know in advance that you will not be able to field 8 players and can give your League Commissioner 48 hours notice, the Commissioner will see if rescheduling is possible. If the Commissioner can reschedule the game, they will try and reschedule to the satisfaction of both Managers involved. If no agreeable date can be reached by the Managers, the League Commissioners WILL reschedule the game at the next available open date. The League Commissioners decision will be final.The umpires will not allow protest on any judgment call. Protest can only be made concerning the rules of the game. The manager must notify the home plate umpire before the next pitch is thrown that the game is being played under protest. At that time, the game shall be stopped and detailed information shall be recorded in the home team scorebook as to the reason for the protest. The game will resume after the information has been recorded. If after the game the Manager wants to go through with the protest, he or she will put the protest in writing and submit the protest to their League Commissioner within 24 hours of the protest along with a check for $50.00. If the protest is upheld the $50.00 will be returned. If the protest is denied the League will keep the $50.00 protest fee.Mandatory Play: All Divisions: Each Manager is responsible for notifying the opposing team’s Manager as line-up changes are being made during the game. Failure to notify the opposing Manager could result in miscommunication between the two teams causing problems as it relates to Mandatory Play. In addition, each team needs to keep an accurate score book detailing when players enter the game so that verification of play time can be documented as it relates to mandatory play.Jr. Pee Wee League: Mandatory play is NEVER a problem because all players play every inning defensively and bat each inning.Pee Wee League: Mandatory play is NEVER a problem because all players play every inning defensively and bat through the entire line-up before starting the batting order again.Pony League: Free substitution is allowed in this division. Every player will bat through the entire line-up before starting the batting order again. Defense: 11 defensive players. Mandatory play for defense is a minimum of 3 COMPLETE half innings per game.American League: Free substitution is allowed in this division. Every player will bat through the entire line-up before starting the batting order again. Defense: 10 defensive players. Mandatory play for defense is a minimum of 2 COMPLETE half innings per game.National League: Free substitution is allowed in this division. Every player will bat through the entire line-up before starting the batting order again. Defense: 9 defensive players. Mandatory play for defense is a minimum of 2 COMPLETE half innings per game.***NOTE: The only exception to the above Mandatory play rules would be due to injury, player illness or discipline reasons (discipline reasons would refer to unruly conduct, unsportsmanlike conduct and/or repeatedly missing practices or games that interfere with the manager’s ability to conduct the affairs of his/her team). It is the manager’s responsibility to notify the home plate umpire and the opposing manager if an injury, illness, or discipline concerns that would prevent a player from meeting the mandatory play rules. This information MUST be provided before the game begins or at the time of the injury, illness or discipline concerns. (Player discipline problems should also be communicated by the Manager to their League Commissioner prior to enforcement so as to keep the Board of Directors informed of said problem). If the Mandatory play rule is broken, the opposing coach is required to report the violation to their league commissioner as soon as possible prior to the opponent’s next game. The league commissioner must investigate and advise the coach in question of the violation before his/her next game is played. If inaccurate booking may result in mandatory play violations. Penalty of breaking the Mandatory Play Rules: The player or players involved who did not meet their Mandatory play requirements shall start the next game in which they attend, play any previous requirements not completed and the requirement for the current game before being removed from the current game.Discipline for the Manager breaking the Mandatory Play Rules:First Offense: Written Warning.Second Offense: The manager shall be suspended for their next game. While serving their suspension the manager may not attend their next game per the Babe Ruth Rulebook.Third Offense: The manager shall be suspended for the remainder of the season. The Donelson Baseball Board of Directors at such time will decide if the suspended manager can be a spectator in the outfield area for the remainder of the season, or whether he/she shall be ban from the park.Donelson Baseball provides uniforms and equipment to each team. Teams will wear and use ONLY the uniforms provided by Donelson Baseball. Equipment is the property of Donelson Baseball and will be turned into League officials at the end of the season. Each manager will provide a $100 deposit at the beginning of the season for his or her equipment. Cost of equipment missing at year-end will be deducted from the deposit. If no equipment is returned, the manager will be invoiced for the total cost of all equipment provided.The League provides helmets for each team; if a Player provides their own helmet it MUST meet NOCSAE specifications and standards and CAN NOT be painted or have decals per Babe Ruth rules. Babe Ruth rule 1.16 & 1.17 “Each helmet shall have an exterior warning label. The helmets provided must meet NOCSAE specifications and bear the NOCSAE stamp as well as an exterior warning label as noted above. Warning! Manufacturers have advised that altering helmets in anyway can be dangerous. Altering the helmet in any form, including painting or adding decals (by anyone other than the manufacturer or authorized dealer) may void the helmet warranty. Helmets may not be re-painted and may not contain tape or re-applied decals unless approved in writing by the helmet manufacturer or authorized dealer.”NO one under 13 is allowed at the scoreboard table unless working with adult supervision. Managers and or team moms should assign press box duty for each game. If no adult can be found to work the press box, the scoreboard will be turned off. If one team is behind by 15 or more runs, the scoreboard will be set at 0 runs for both teams but “outs” and “innings” will be updated as the game progresses.During regular season games:Home team: keeps the official scorebook, subject to Protest Committee.Visitor team: will provide adult to keep the scoreboard. If a problem arises with a Manager, Coach or Umpire the following procedures should be followed: First go and discuss the problem with the person in question in an adult manner. Handle the problem when it occurs not weeks later. If the problem cannot be resolved with the person in question, both parties should document the problem, date it and give written complaints to their league commissioner. Do not take the problem to any other board member. If your League commissioner cannot resolve the problem, they will then take the problem to the Ethics committee. The Ethics committee will report their recommendation to the Board of Directors. The Board of Directors will then vote on a resolution to the problem. The President will only get involved if the board cannot resolve the problem. All managers and coaches are required to be Cal Ripken certified. No one will be allowed on the field of play without certification. If you are asked to show your certification card and you cannot provide said card you will be asked to leave the field of play. Dugout parents are not required to be Cal Ripken certified. *** ( 1 ) parent only in dugout ***Each Manager shall turn in to their League Commissioner a final roster to be sent to Babe Ruth Headquarters by OPENING DAY. NO TEAM WILL BE ALLOWED TO BEGIN PLAY UNTIL THE LEAGUE COMMISSIONER HAS RECEIVED THEIR FINAL ROSTER.Any person disregarding the previously mentioned rules, or in any other way disregardinggenerally accepted rules of safety, conduct, and sportsmanship can be judged by the Board of Directors as banned from the program or the park, or both.
