MINUTES OF COMBINED COMMISSION WORKING & REGULAR SESSION MEETING HELD MARCH 1, 2021 BEGINNING AT 9:00 A.M. IN DUCHESNE UTAH, AND ALSO BROADCASTING OVER THE INTERNET VIA ZOOM Present-Chairman Greg Todd, Commissioner Irene Hansen, Commissioner Greg Miles, Deputy County Attorney Tyler Allred, Public Works Director Ben Henderson, Planning and Zoning Director Mike Hyde, Library Director Daniel Mauchley, Human Resource Director Melissa Yergensen, Human Resource Assistant Jamie Park, Deputy Clerk-Auditor Janet Jenkins, Deputy Clerk-Auditor Judy Stevenson, Treasurer Stephen Potter, Deputy Treasurer Connie Sweat, Commission Executive Assistant Chelise Jessen is taking minutes, and IT Director Matthew Yergensen monitoring video conference feed through Zoom. Travel and Tourism Director Ryan Lundstrom and Tri-County Health Director Kirk Benge join the meeting through Zoom video conference feed. Opening Comments(9:02 a.m.)Chairman Greg Todd welcomes everyone to the meetingPledge of Allegiance(9:03 a.m.) Public Works Department update (9:04 a.m.)Director Ben Henderson gives an update on existing projects and upcoming work. Road Department crew members should finish up work along the Old River Road and continue to work on the culvert projects on East River Road (County Road 79). Discussion and Consideration of appointing members to the County Trails Committee(9:07 a.m.)Candidates for the County Trails Committee are presented. Candidates are Duchesne Area – Dawnette Browning, Darwin McKee, and Nate Robinson, Fruitland area – Shilo Hatch, Myton area – Sharla Goff, Neola area – Jeff Crozier, Roosevelt area – Kim Hales, John Note, and Greg Staker, Tabiona/Hanna area – Cheryl Fabrizio, and Upper Country area – Jared Thacker. There are two areas within the County where more than one person has expressed interest in being on the trails committee; Duchesne and Roosevelt. Parties review and discuss the candidates. Commissioner Miles makes a motion to appoint Darwin McKee for the Duchesne area, Greg Staker for the Roosevelt area, and all other unopposed candidates. Commissioner Hansen seconds the motion. All Commissioners vote aye, and the motion passes.(9:27 a.m.)Commissioners recap their decision on the County Trails Committee with Planning and Zoning Director Mike Hyde. Discussion and Consideration of the 2021 Cooperative agreement for Utah State University Extension Services(9:14 a.m.)The 2021 Cooperative agreement for Utah State University Extension Services is presented. Parties review and discuss the agreement. Parties strike the addresses of the office facilities in paragraph #4: Facilities and Equipment. Commissioner Miles makes a motion to approve the Cooperative Agreement for Utah State University Extension Services as amended. Commissioner Hansen seconds the motion. All Commissioners vote aye, and the motion passes.Discussion of County Library Code(9:28 a.m.)Library Director Daniel Mauchley presents recommendations for the County Library Code. Parties review and discuss the library code, and discussions are made regarding passing a new ordinance before the new code(s) can be adopted. This agenda item is continued to March 15, 2021.Discussion and Consideration of the Duchesne County COVID-19 plan of action(9:34 a.m.)Tri-County Health Director Kirk Benge joins the meeting through Zoom video conference feed and gives an update on the COVID-19 vaccine and appointments for the vaccine. The U.S. FDA has authorized Johnson & Johnson for a COVID-19 vaccine, which is a single-shot vaccine.Presentation of Employee of the Month(9:37 a.m.)Human Resource Director Melissa Yergensen presents the Duchesne County Employee of the Month. Stacy Giles with the Road Department was nominated and selected for the February 2021 Employee of the Month. Parties comment and give appreciation for the remarkable work Stacy has done for Duchesne County. Stacy gives appreciation and gratitude for the honor of being nominated and chosen. Discussion of Career Service Council Appointments(9:46 a.m.)Director Yergensen presents candidates for the Career Service Council. Candidates who live within Duchesne County are Jacob Woodland, Randall Bennett, and Bob Gilbert. Parties review and discuss the candidates. Commissioner Miles makes a motion to appoint Jacob Woodland, Randall Bennett, and Bob Gilbert to the Career Service Council. Commissioner Hansen seconds the motion. All Commissioners vote aye, and the motion passes.Auditors Office - Vouchers (9:53 a.m.)Deputy Clerk-Auditor Judy Stevenson presents the vouchers for March 1, 2021, check numbers 152917 through 152979 for three hundred twenty-six thousand, six hundred sixty-nine dollars, and sixty-seven cents. ($326,669.67) Commissioner Hansen makes a motion to approve the vouchers as presented in the amount of $326,669.67. Commissioner Miles seconds the motion. All Commissioners vote aye, and the motion passesPayroll(9:58 a.m.)Human Resource Assistant Jamie Park presents the payroll report ending February 20, 2021, with 218 employees. Commissioner Hansen makes a motion to approve the payroll report for February 20, 2021, as presented. Commissioner Miles seconds the motion. All Commissioners vote aye, and the motion passes.Tax Adjustments - Deferrals(10:00 a.m.)Treasurer Stephen Potter and Deputy Treasurer Connie Sweat present the Tax Deferrals. The Treasurer’s office is working on payment arraignments with individuals and asks to have the parties removed from the May tax sale, and allow payment arraignments to occur as agreed. There is one deferral that needs to be signed off by Zions Bank. Parties review and discuss the deferrals. Commissioner Miles makes a motion to offer a deferral to the individuals, and contingent on the one account being approved by Zions Bank. Commissioner Hansen seconds the motion. All Commissioners vote aye, and the motion passes. Deputy Clerk-Auditor Jenkins also presents a business license for Poluza Tire, LLC, owned by Mitch Lindsay of Duchesne. Parties review and discuss the business license applications. Commissioner Miles makes a motion to approve the Clerk-Auditor’s office granting the business licenses. Commissioner Hansen seconds the motion.
