1. CQR Background and Activities

Kenichi Mase, Advisory Board Chair, briefly explained the CQR background and activities.

2. CQR Charter

Kenichi briefly explained the current CQR charter, which was revised in August 2006.

3. 2009 TC event

1) 2009 Election

Kenichi introduced the current officers (2008-2009) of the CQR TC. He also announced that the election for new officers will be conducted. Positions for election are Chair-Elect., Vice-Chair-Operations, Vice-Chair-Programs, Vice-Chair-Publications, Secretary, and Treasurer. Ballots will be sent to all of CQR members by email. Election results will be announced in GC’09.

2) CQR Chairman’s Awards

The CQR chairman’s awards, which have been a very original activity of CQR TC since 2004, were explained. Each year two to five recipients were selected for CQR chairman’s awards. The selection was based on sustained contributions in the field of the quality, reliability and security of communication services and network systems.

(3) TC Recertification

Kenichi explained that the all Communications Society (ComSoc) TCs are subject to recertification every 3 years. Last time was in 2006, so each of them will be recertified this year.

4. Strategic and Technical Programs

(1) CQR2009

CQR Workshop was held from the May 12th to 14th in Florida, USA. We have 3 Themes in the Strategic Track: Service, Network, and Global Operations & Outsourced Models; 2 keynotes, 3 Sessions in the Technical Track with 2 Best Paper Awards, and 1 executive panel discussion. The number of attendees was 73.

The ceremony of the CQR Chairman’s award was held in the workshop. This year’s recipients of the CQR Chairman’s award are Adam Drobot (Telcordia), Judy Harkins (Gallaudet Univ.) and Masayuki Murata (Osaka Univ.)

(2) ICCs and GLOBECOMs

One of the main technical activities of the CQR TC is to organize the symposiums in ICCs and GLOBECOMs. In Globecom 2009, Hajime will be a symposium Co-Chair. Toshinori is a symposium Co-Chair in ICC 2010 in Cape Town (South Africa) and ICC 2011 in Kyoto (Japan). In Globecom 2010 in Miami (US) and 2011 in Houston (US), Hideaki serve as a symposium Co-Chair. Chi-Ming is serving as a Business Forum Chair, Globecom 2009, and Hiromi as an Asian Pacific Publicity Chair.

Kenichi explained the GLOBECOM 2009 Organizational Structure. Chi-Ming is the Business, Industry and Technology (BIT) Forums Chair, and Hiromi Ueda is the Asian-Pacific Publicity Chair.

Kenichi also reported the statistics of symposium papers in ICCs and GLOBECOMs. Hajime denoted the review process for Globecom 2009 is nearly completed, and the acceptance ratio will be less nearly 35%.

(3) 2010 CQR Workshop

A) Kenichi explained the schedule of 2010 CQR Workshop. In the workshop, the technical-paper-publication track will be organized and thus we will have Technical Program Chair as well as General Program Chair. The General Program Chair is mainly in charge of the strategic program, and the Technical Program Chair covers the paper-publication track. The General program Co-Chairs are James Runyon (Alcatel-Lucent) and Martin Guldberg (Verizon Wireless). The Technical Program Chair is Professor Yutaka Ishibashi (Nagoya Institute of Tech.) and Professor Shinji Sugawara (Nagoya Institute of Tech) will support him. The location will be The Westin Bayshore, Vancouver, Canada from June 8 to 10, 2010. Registration fee covers reception dinner, social event, banquet, and hotel room (three nights).

B) The scope of the technical program was presented on the slide. The scope and technical areas covers various aspects of QoS and reliability for networks and services. Papers should describe original work, and be four to six two-column and single-spaced pages in IEEE conference style.

C) The paper submission deadline will be January 12 2010. Notification of acceptance will be mailed to authors on March 15, 2010.

5. Others

(1) Hideaki reported the topic of Globecom2010 TPC meeting, All tutorials will be free, which is the first trial in ICCs and GLOBECOMs.

(2) Prof. Stefano Giordano, University of Pisa, suggested the candidate place of CQR2011. He said that Italy, especially around Pisa would be attractive for CQR workshop.

(3) Hiromi reported seven topics in the TAC meeting: 1) Conference approval processes including the ComSoc Name/Logo usage rule and sponsorship application, 2) The IEEE eXpress Conference Publishing and Xplore system, 3) Distinguished Lecturer Selection, the nomination deadline is Aug. 31, 2009 for term 2010-2011, 4) Wireless Communications Engineering Technology Certification Program, 5) ComSoc Standard activities, especially power line transmission standardization and adhoc network standardization, 6) Report from ComSoc Award committee, 7) Report from TC sub-committees such as eHealth.
