PREFACE

I

It is the responsibility of all staff to become familiar with the contents of this handbook. We will operate within the constraints of State Law, School Board personnel and School Policies; School decisions will be based on what is best for the total school.

The primary purpose of the school is to educate children in a safe and secure environment. This purpose needs to remain uppermost in the minds of all School Board employees. As the instructional leaders, we provide the example that children will model. Teachers are expected to speak and dress appropriately. Ask nothing of children you are not willing and able to do yourself.

All information will be applicable throughout the school year, unless you receive written notification regarding a change.

In addition to the information contained in this handbook, you should read and become familiar with the following documents:

Accidents

STUDENTS

School Board policy #2301 requires that all injuries incurred, no matter how slight, be reported to the office.

When a student appears to be injured, or has been involved in any type of accident or incident on campus, make the child comfortable, then notify the office immediately. The person in charge of the student at the time of the accident shall then complete an accident report indicating the nature and circumstances of the accident (form available in office). This report must be filled out completely and neatly. (Do not use this form as a referral for students. Omit names of other students involved.) Accident Forms must be turned in to our Receptionist. Reporting the accident to the parents shall be the responsibility of the office staff.

STAFF

If a staff member sustains a work-related injury, a report must be completed within 24 hours from the time of the accident. Failure to do so could possibly jeopardize your claim or insurance coverage. Please follow your safety precautions at all times. For example, do not use chairs or tables for stepladders or attempt to move heavy objects without custodial assistance. Please see our Office Manager for your Workers’ Compensation Claim.

Accreditation

The Florida State Department of Education and the Southern Association of Colleges and Schools (SACS) accredit Broward County Schools. School evaluations and self-study projects are designed for school improvement.

Advisory Council

The School Advisory Council is composed of interested citizens and staff members. Its function is to serve the school in an advisory capacity. The Advisory Council works with the principal to identify long and short-range goals, identify educational needs and priorities, coordinate community resources and secure community support. Meetings are held monthly.

After School Care

After school child care will again be offered at Fairway Elementary School. The program will offer students a safe and fun environment on our school grounds after the regular school day. The hours are from 3:10 p.m. until 6:00 p.m. Early Release Day hours are from 1:10 p.m. to 6:00 p.m.

Announcements

Morning announcements are televised at 8:00 a.m. Please be sure to have your TVs on as the information will be necessary for all staff as well as students. If for any reason you are unable to view the announcements, please inform the Media Specialist. Requests for announcements should go to the Media Specialist. Announcements on the PA system will be made only when deemed necessary by an administrator. Often emergency information will be sent by e-mail. E-mail is a tool through which necessary information may be sent without student viewing. In the case of emergency, a brief announcement may be made to check your e-mail.

Assemblies

Assemblies play an integral role in education. They promote social growth of the students and provide opportunities to develop talent, poise, confidence and self-esteem. Staff input is encouraged in the selection of appropriate assembly programs. Please bring these to the attention of the principal.

SUPERVISION RESPONSIBILITIES

1. All teachers will attend every assembly unless prior arrangements have been made with the principal. Classroom teachers will attend with their classes. If the class has a scheduled Special during the assembly time, then the Special teacher will supervise the class.

2. Model appropriate behaviors for your students; no talking while the assembly is in progress, clap at appropriate times, and so on.

3. If a student is misbehaving, give the student a non-verbal signal to stop.

4. If necessary, go to the student and give a verbal warning. Try to be as unobtrusive as possible.

5. If a student needs to be removed, escort the student to the office.

6. The principal or designee will open and close each assembly.

TEACHER RESPONSIBILITIES

1. Prior to each assembly, teachers will discuss the topic and review the assembly rules as specified above. If appropriate, practice how to show appreciation.

2. All classroom teachers will have a follow-up lesson shortly after the assembly to discuss the content of the assembly.

3. After each assembly, teachers will discuss student behavior at the assembly with their class.

Attendance-Faculty

The effective and efficient operation of Fairway Elementary is of primary concern to all of us. Therefore to standardize our procedure for reporting leave, please adhere to the following guidelines:

TEACHER ABSENCES

School hours for teachers are 7:30 a.m. – 4:00 p.m. All staff members are expected to report to their work location on time. In the event of an emergency, which causes you to be late, staff members are expected to notify the school.

All staff members are expected to remain on the job until the end of their working day. Staff members leaving before this time should do so only with the approval of the principal or assistant principal. A Request to Leave Form must be completed and turned in to our Office Manager before leaving.

If you would like to prearrange a substitute for your absence, use the contact Sub-Finder System at least 24 hours before you plan to be out. First, call the individual you would like to have substitute for your class. If the sub agrees to take your class you must then call Sub-Finder and follow the instructions for "assigning a substitute". It is most important that you follow through and report the absence through Sub-Finder because it blocks the substitute out of the computer for that day so he/she will not be called by the computer for another teacher.

➢ Lesson plans; rosters and other material necessary for efficient class operation must be available for a substitute teacher. Substitute information must be placed in a substitute folder. This folder must be clearly labeled and kept in a conspicuous location known to your team leader.

Note: HALF-DAY ABSENCES -- It is always difficult to secure a substitute for half day. Thus, to the extent possible, make these arrangements in advance. A half-day in the a.m. would be from 8:10 a.m. to 11:40 a.m. and in the afternoon; the time would be from 11:40 a.m. to 3:10 p.m.

CERTIFICATE OF ABSENCE

➢ When you are out of school, a certificate of absence will be completed and placed in your mailbox. Please sign and return it to our Office Manager as soon as possible.

JURY DUTY

When you receive a Notice of Jury Duty giving a starting and “until further notice,” you must submit the notice to the payroll contact. The payroll contact will complete a Certificate of Absence form. You must call her before your scheduled school day ends if you have to report for jury duty on the following day and will not be able to return to work.

PERSONAL LEAVE

Personal leave is granted to any qualified employee without pay as defined in School Board Policy # 4409.

PERSONAL REASONS LEAVE

All permanent, full-time employees of the Board shall be entitled to paid leave for personal reasons as defined by School Board Policy # 4403.

a) Specific procedures are governed by each individual bargaining unit contract. Please refer to your contract. When possible, teachers should secure a substitute as soon as possible when absent due to personal reasons.

SICK LEAVE

Full time employees, eligible for benefits, earn one sick leave day per month based on their employment calendar. These days are cumulative and can be carried over from one fiscal year to another. These days are used for personal illness or illness in the immediate family. This type of absence requires no prior approval, but notification is required. All personnel are required to heed the procedures outlined as follows for reporting illness:

NON-INSTRUCTIONAL PERSONNEL

Report your absence to the Office Manager or IMT by 7:30 a.m. Affected teachers will be notified.

TARDINESS

On any day you will be tardy, call the Office Manager at least thirty-minutes (30) prior to your reporting time.

Attendance- Student

It is the responsibility of the instructional staff to maintain accurate attendance records. Teachers will use the Pinnacle system to document student absences.

Students arriving after 8:16 AM will be considered tardy and will be marked tardy by the classroom teacher. Children arriving after 8:20 should go to the office for a tardy slip. After the first week.

Attendance will be taken daily. Absences and tardies should be carefully entered ion Pinnacle. Any communication with a parent (written or verbal) regarding an excused absence must be turned into Mrs. Ducksworth.

The office will then change the unexcused absence to excused. Students with an excessive number of tardies will receive a letter home as per BTIP PROGRAM (Broward Truancy Intervention Program)

INSTRUCTIONS FOR ATTENDANCE:

• Attendance cards for each student will be provided.

• Mark only those in attendance with an "E1" the first day the student attends.

• When a child is absent, mark a “U” for absences in the box for that day

• Students will be marked tardy if they arrive after 8:15 a.m.

• No student is to be admitted to the classroom after the 8:20 a.m. bell without a tardy slip from the front office.

Students with excessive or questionable absences should be referred to Guidance using the Absentee Verification Form.

Parents must report student absences to the office as soon as possible. A written note by a parent will be accepted within forty-eight hours of the student’s return. Please place this written note in Mrs. Ducksworth’s mailbox. When a student is absent for three or more consecutive days and no information has been received, the teacher should contact the parent. If further assistance is needed, please contact the office staff.

The Broward Truancy Intervention Program guidelines are as follows:

□ The District’s ETS department will electronically mail the five-day notice letter to all parents/guardians of students who have accrued (5) unexcused absences.

□ All notices regarding reasons for absences should be sent to the office. This is a vital part of maintaining our school records, and your cooperation is appreciated.

□ Keep documentation of all contact including telephone messages received from the front office. Please keep a record of the date and time that you attempted to reach the parent by telephone on a separate telephone log if you have not written it on a conference form. Keep the log with your attendance records.

□ Review individual student concerns with administration and support staff.

□ Unexcused absences must be addressed on the Interim Reports each quarter.

Tardy Policy[pic]

Information regarding the reason for the absence is to be reported to the office. All students are required to present a note signed by their parent or guardian upon returning to school. (Such notes are to be sent to the DPC.)

Notification of Excessive Absences

Students who have five unexcused absences will automatically be referred to the State Attorney’s Office. A five-day letter will be sent certified/return receipt or hand delivered, requesting a parent/guardian conference with administration and the BTIP Coordinator. If the parent/guardian fails to respond and the absences remain unexcused the student’s records will be released to the State Attorney’s Office. No absences are to be excused after 48 hours without Administrative approval.

Children who are consistently tardy disrupt the start of the day for everyone. Encourage students to arrive on time. Excessive tardies (10 in a grading period) should be noted on interim reports and be referred to the School Social Worker.

Articulation

At the end of the year, each teacher (K-4) will complete a card for each student that will provide information to the next teacher relative to behavior, reading and math levels. Fifth grade teachers will complete appropriate articulation information requested by the Middle Schools

Audiovisual Materials for Classroom Use

The use of equipment is encouraged to supplement the instructional program. The Media Specialist or Technology Specialist will check out these materials to teachers. The teacher is responsible for equipment checked out in his/her name. Report any equipment with missing parts or needing repairs to the media specialist.

Please be considerate of others and return equipment/materials on time.

AWARDS CRITERIA

In order to encourage good attendance and academic excellence an honor roll system is being implemented. There are three honor rolls for students in Grades Three through Five.

THE HONOR ROLL AWARDS ARE AS FOLLOWS:

❖ A Honor Roll (Grades 3-5) - Students achieving all A's and all 1's and 2's for the marking quarter.

❖ A/B Honor Roll (Grades 3-5) - Any combination of A's and B's and all 1’s and 2’s for the marking quarter.

❖ B Honor Roll (Grades 3-5) All B’s and all 1’s and 2’s for the marking quarter.

Behavior Management

Teachers are responsible for the supervision and discipline of students. Fairways School-wide Behavior Plan guidelines will be used as a framework for behavior management.

Philosophy

Students at Fairway Elementary will demonstrate a sense of respect, responsibility and self-discipline and will practice the skills and attitudes necessary to achieve the goals in the Fairway Elementary School-Wide Behavior Plan. Specific rules were developed to guide behavior in the classroom, halls, cafeteria, playground, field trips, and assemblies.

The school establishes general basic classroom rules to ensure consistency. Individual teachers and teams may add additional rules to meet their specific needs.

We will incorporate behavioral strategies into all programs in an effort to promote self-esteem, positive self-concept, affective education, and prevention and avoidance of violence. We will provide positive feedback to students when they are meeting expectations and following the guidelines for success.

Students are to observe Broward County Public School rules as explained in the Code of Student Conduct Book. Administrators will follow the district’s discipline matrix to ensure consistency in dealing with behavior infractions and consequences for inappropriate student behavior.

Behavior (School-wide) Plan

All grade levels and/or individual class discipline plans should be based on these basic guidelines

In the event that the classroom plan is not effective with a certain student, these steps are suggested:

□ The teacher may call the parent to report the problem, or teacher may use an Interim Report form.

□ If the form is not returned the next day with a parent signature, the teacher may have the child call home to request that the form be returned, or the teacher may make phone contact. (Form should be kept on file for reference when making out interims or report cards.)

□ The teacher may schedule a parent conference or make a referral to administration.

□ The Electronic Referral and Discipline Management System (DMS) will be used to write, enter into the data system and track referrals.

□ Staff will complete a referral in Virtual Counselor and notify the office after the referral is submitted.

□ An administrator will read the referral in Virtual Counselor and determine if all steps have been followed and all pertinent information is present. If anything is lacking the referral will be sent back electronically to the sender to be corrected.

□ If everything is correct, the administrator will send for the student and complete the administrative section of the referral adhering to the District’s Discipline Matrix.

□ The referral will be available online for the staff member to review.

□ If the student needs to be removed from class by administration a referral must be submitted immediately.

Special Classes (Music, Media, Writing, & PE)

Behavior in special classes will be consistent with behavioral expectations in the regular classroom.

• Students will follow school-wide rules in special classes.

• Students will observe additional consequences and reinforcements designated by each specials teacher.

Lunchroom Rules

• Enter and exit in an orderly manner

• Refrain from sharing food

• Clean their immediate eating area before leaving

• Respect cafeteria monitors and all school personnel

Playground/Recess Rules

• Teachers must plan structured recess activities and monitor students at all times

• Rough play is not allowed on the playground (ex. Tackle football)

• Use the playground equipment appropriately

• Students may not use the playground without supervision

• Unauthorized students will not use the playground area before or after school

Assembly Behavior

• Enter quietly.

• Listen for the introduction of the speaker.

• Listen to the speaker/performer.

• Show appreciation by clapping at appropriate times.

• Follow the teacher’s directions for an orderly dismissal.

Schoolwide Quiet Signal

EarthKeepers: When an adult at the school site calls EarthKeepers students cease talking immediately, will raise two fingers and place one finger over their mouths.

The schoolwide quiet signal should be observed by students at all times. Teachers should practice the signal with their students during the first few weeks of school, while reviewing school rules and procedures.

The Code of Student Conduct Discipline Matrix supersedes all other discipline plans.

Bullying

A new Anti-Bullying policy has been passed by the School Board of Broward County in response to a law passed by Florida Legislature. It is mandatory to inform administration of any type of bullying.

• Bullying means systematically and chronically inflicting hurt or psychological distress on one or more students or employees.

• Everyone is responsible for reporting an incidence of bullying, IMMEDIATELY to the Principal/designee even if only suspected.

• The term bullying must fall under the policy definition: Repeated-more than once, Imbalance of power-includes characteristics as size, age, social status, professional rank, etc., and Purposeful-with intent to harm.

• Only the Principal/designee can investigate a suspected case of bullying.

• Forms of reporting are:

1. Bully Complaint Form

3. Statement Form

• Follow preventative systems in place to deal with bullying from holistic/proactive points of view.

• If you witness a bullying incident, always intervene respectfully and safely.

BREAKFAST PROGRAM

During the 2015-2016 school year breakfast will be provided (free of charge) for all Fairway students. Breakfast is available daily beginning at 7:30 a.m. and ending at 8:05 a.m. Students must be on time in order to participate in the Breakfast Program. Teachers should not send students to the cafeteria with a “pass” to receive breakfast, if they miss the designated times.

Free and Reduced Lunch: Free and reduced price meal application forms are sent home during the first week of school. Parents must reapply for free or reduced meals for each school year. Reduced price meals must be paid on a weekly/daily basis in the morning.

Keypad system: All students and staff members will receive a number to use when ordering any item from the cafeteria. These numbers will remain the same each year. The cafeteria manager generates numbers for new students when given this information from the registrar. Teachers will instruct students on how to use the keypad at the beginning of the year.

Charges: If a student forgets his/her money, they may charge one meal in the cafeteria. They will not be allowed to charge another meal until the first charge is paid. If a student has an outstanding charge, they will be given a substitute food and milk

Teachers are expected to:

• Leave for their lunch break when the first hot lunch child reaches the serving area. The cafeteria manager asks that teachers stay in line to receive their lunch to expedite the process.

• ARRIVE and PICK UP YOUR CLASS ON TIME. This is a key to making our lunch program successful!

• Provide a restroom break for students before lunch. Children are not to use the restroom during their lunch period except in emergencies.

• Follow through on the consequences for cafeteria misbehavior.

• Offer opportunities for students to practice the appropriate behaviors we are trying to achieve.

Teachers are expected to review the following cafeteria rules with students throughout the year.

Coming to lunch and lunch line:

1. While in line, students will keep hands, feet and objects to themselves.

2. Students will use quiet voices in the lunch line. Students are to remain quiet once they are inside the serving area.

3. Students will be escorted to the lunch area in one line.

4. Students will go immediately to their assigned table after leaving the line or salad bar.

5. Students will buy lunch, milk or ice cream before they sit at their assigned table.

6. Students will choose their lunch tray quickly, making sure that they get all things necessary (forks, crackers, condiments, salad dressing, etc.).

Lunch Area Procedures:

1. Teachers should talk frequently about what children are expected to do in the lunchroom.

2. Students will use quiet voices when talking.

3. Students will keep hands, feet, and objects to themselves.

4. Students will stay in their seats and raise their hands to get help.

5. Students will eat quietly and use good manners.

6. Students will walk in the lunch area.

7. Students will only eat the food from their own lunch - no trading of food allowed.

8. Everyone will treat others with respect.

9. Students will not bring toys or other objects to the cafeteria.

Dismissal:

1. Students will clean up their own area, regardless of the origin of the trash.

2. Teachers should enter the cafeteria to pick up their classes at the assigned time. Students will be dismissed when the teacher arrives so it is imperative that you are punctual.

3. Teachers will check with supervisors upon dismissal for report on positive or negative behaviors.

4. Supervisors will check each table and dismiss students if the table and floor are reasonably clean.

5. When dismissed, students will follow appropriate route to SOMAT, carefully deposit trays and trash, and exit through designated door of cafeteria.

6. Students will line up quietly outside cafeteria and await instructions from their

teacher.

Responsibilities:

The classroom teacher will teach and reinforce daily the cafeteria rules, be on time to bring and pick up class from lunch, discuss the daily outcome with the class, encourage, praise, and make suggestions for improvement.

The supervising paraprofessional will be in the cafeteria at their assigned time, circulate constantly, continually/consistently assisting students and monitoring behavior, praising, assigning time-outs, writing referrals, calling administration and/or support staff.

[pic] Child Abuse Reporting Procedures

SCHOOL BOARD POLICY

The School Board Policy 5.3 upholds Florida Statute 415.504 making mandatory the reporting of child abuse and/or neglect. “…Any teacher or other school employee who knows or has reasonable cause to suspect that a child has been subject to abuse/neglect shall immediately report such knowledge or suspicion to the Department of Children and Families (formerly HRS) at the statewide toll-free hotline: 1-800-96-ABUSE.” The person who has the most firsthand knowledge of the situation should make a report. ).

If you suspect a child is being abused or neglected, you may discuss your feelings or suspicions with the guidance counselor, principal, assistant principal or you may directly report the case to DCF by calling the Child Abuse Hotline.

Description of Harm

ABUSE: Non-accidental infliction of physical or psychological injury or sexual abuse by a parent, adult household member, or other person responsible for care of the child.

NEGLECT: Failure/Omission by a caretaker to provide the care, supervision, services or protection necessary to maintain physical and mental health.

THREATENED HARM: A situation, circumstances or behavior which lead a prudent person to have reasonable cause to suspect abuse or neglect has occurred or may occur in the immediate future if no intervention is provided.

Confidentiality/Immunity

You must identify yourself to the Hotline staff. Your name shall be entered into the record but shall be held confidential. Immunity from liability is provided for persons or institutions reporting in good faith.

Penalty for Not Reporting

There is a legal penalty for failure to report. “Any person required by law to report known or suspected child abuse or neglect, who knowingly and willfully fails to do so, or who knowingly and willfully prevents another person from doing so is guilty of misdemeanor of the second degree.”

SCHOOL GUIDELINES

The person with firsthand knowledge must report the suspected abuse. You do not need to interview the child or investigate the situation.

You may notify your Child Abuse Designee and/or Administrator. Child abuse forms are available from the Guidance Counselor who will assist you with the process.

Call 1-800-96-ABUSE to make a report. Child Abuse Reporting forms must be completed within 48 hours.

Pony the completed report form in a sealed envelope marked “CONFIDENTIAL” to: Nina Hansen, Child Abuse Coordinator, K.C. Wright Building. No copies are to remain at the school. Keep a note of the date, time and name of the Hotline staff member who took your report.

Any questions or concerns should be directed to the Guidance Counselor.

Children of Staff Members

Staff members who have children on campus are asked to be responsible for supervision of these children before and after class hours. Children should not be given free access to the school. All school rules and regulations also apply to children of staff members.

As per school board memo dated May 1, 2008, the following clarifies when children of employees are allowed to be on campus during planning days:

“If a situation arises on a particular employee planning day where employees find they have no other option for childcare, they are permitted to bring their children to work with them. However, their children MUST be enrolled in a Broward County public school in order to qualify for this provision. Employees’ children are to be in a supervised setting at ALL times, with planned activities. Parents are expected to schedule and share supervision times of the students.”

Reminder: Students are not allowed in the Staff Lounge or in the office area behind the counter.

Classroom Celebrations

DEFINITION OF A CLASSROOM CELEBRATION: Any activity involving food and/or socializing in the classroom. This does not include behavior modification activities that take place on a regular basis.

Classroom Celebrations are learning activities and a very important part of a child’s growing up. However, classroom celebrations should be limited to 2 per year. Good manners and habits need to be stressed.

There will be no celebration of birthdays in the classroom. Parents who want to bring in food, etc. to have their children celebrate their birthdays at school, may only bring cupcakes and they are to be eaten during the students’ lunch time or during snack time.

No home-prepared food is permitted per School Board policy.

Celebrations

➢ The celebration should be held on the day before the last school day before vacation. This will give us the last school day to make final preparations for the holiday break.

➢ Children who are not allowed to participate in a celebration due to religious beliefs may be allowed to participate in alternative activities during the celebration.

Holiday Decorations

➢ All religious denominations celebrating holidays must be represented. Student decorations are advisable. Electric lights on the tree in the classroom must be unplugged before leaving each day.

➢ All holiday decorations must be taken down before leaving for vacation

Classroom Environment

All chairs should be removed from desktops and tables before instruction begins even if a student is absent. Floors should be cleared of books, paper and litter. Desks should be cleared and have only those materials necessary to carry out the program. An excessive amount of furniture in the classroom causes traffic problems and makes cleaning time-consuming and difficult.

No more than 20% of walls may be covered with displays by order of the fire inspector. ALWAYS TURN OFF THE LIGHTS AND LOCK DOORS WHEN LEAVING THE ROOM. All chairs must be stacked and papers off the floor before students leave. This is part of teaching respect and responsibility. Counters and teacher’s desks should be neat and organized. Insects love clutter. Please keep the rooms neat and clean.

Children need good adult models. Rooms will be visited by the administration on a regular basis. Keep area near doors clear of displays. Be sure all exit areas/pathways are free of clutter. Cleanliness, organization, and neatness should be considered as a part of the education process. Students should clean out their desks each Friday.

Class Interruptions

The teacher must answer an intercom call or school telephone call only. Teach children to get quiet immediately when the office calls you. Personal cell phones should not be on or used during class time (while students are in the room). Please make personal calls during your planning time.

Students should remain in the classroom until morning announcements are over. When visitors come to the room, children should have an established procedure to follow when the teacher is interrupted. The reputation of a teacher can become tarnished with comments made by parents who have observed poor student behavior from a class.

Clinic

If any student becomes too ill to remain in class, he should be sent to the clinic. If it is necessary for the student to be sent home, the office will call parents.

Only emergency first aid may be administered. The clinic is prohibited by law from giving students any form of internal medication such as aspirin or cough syrup. Children should not be sent to the office after 2:30 p.m. except for emergencies. Please keep a supply of bandages in your classroom for minor cuts and scrapes.

INJURIES-BOARD POLICY

When a student is injured on school property, the teacher or person in charge may render such aid as is advisable under the circumstances and within the limits of his knowledge for treatment of such injury. If possible, the principal and parents should be notified immediately. Injured persons should NOT be moved. As soon as possible after the student has been treated or placed under competent care, a Student Accident/Illness Form shall be submitted to the principal. Staff members must report injuries, no matter how small they may seem to be, to the office manager. Student Accident/Illness forms must be completed on all injuries.

ACCIDENT PROCEDURES

In the event of serious or extensive injury, the teacher to whom the student is assigned, or, if the student is not under specific teacher observation, the first teacher upon the scene shall adhere to the following procedures:

• Do NOT move the injured individual.

• Render first aid ONLY if necessary.

• Notify the principal or assistant principal by the most expedient method possible.

• Give student’s name and grade.

• Possible extent of injury.

• An accident form must be filed in the office and submitted prior to calling the parent/guardian.

Committees

In order to develop, as well as implement, the goals as set forth in the School Improvement Plan, a School Advisory Council has been formed. Faculty and staff members are encouraged to collaborate on curriculum committees to provide input into decisions that positively impact student achievement. The following committees have been established to support the implementation of the School Improvement Plan as well as to assist in shared leadership:

SCHOOL ADVISORY COUNCIL (SAC)

Ad hoc committees will be formed on an as needed basis to address issues that need further attention and/or clarification.

Committees/Staff

Committees that will be expressly designated to meet the needs of the school shall be developed at the beginning of each school year. Each staff member will be asked to participate in at least one committee.

Committees shall meet regularly, select a chairperson, and report recommendations to the Principal. In certain instances, selected committees may be requested to develop procedures related to surfacing issues.

Communications

Open communication is essential to our success. Talk things over. Talk things out. Listen to each other. Respect each other’s feelings and opinions. It works! Remember to approach each day with a positive attitude!

Informational Bulletins will be published and distributed to the staff from the principal. The assistant principal will provide a monthly calendar on CAB. It is important for staff members to read and highlight those items that specifically apply to them.

Please do not post staff bulletins or calendars for all to see. Many "in-house" items are included that need not be shared with the community.

Written communication sent home with students should be checked for structure, grammar and spelling. The content, as well as the tone, should represent you and the school in a professional manner.

Please submit all written communications, to be sent home or into the community, to administration for approval, prior to distribution.

□ Team meetings will be held weekly to keep lines of communication open and to share best practices.

□ Team Leaders and chairpersons of committees should complete minutes on appropriate forms and submit them to the principal within 24 hours after the meeting is held. Team Leaders will each have a team leader responsibility checklist. Please use this checklist as a guide for team discussion and meeting agenda

Conferencing with Parents

Board Policy 5104 states, . . . Conferences with parents or guardians are a required part of the reporting system. At least two (2) per year are required.

Helpful Hints

1. Be Prepared: Prepare for the conference by:

• Reviewing all the information in the cum folder.

• Conferring with other teachers (including art, music, science, media

• and physical education) in order to complete a well-rounded picture of the child.

• Gathering records, papers and drawings as examples of the child's work.

• Discussing the upcoming conference with the student.

2. Be Open: Allow no barrier such as a desk to separate you and the parent(s). Do not represent yourself (or other staff members) as a subordinate. Avoid use of educational or psychological terms unfamiliar to parents.

3. Be Positive: After greeting the parents, open the conference agenda by saying that the staff would like to join with the parents and student in a cooperative endeavor to work out the best educational program for the student. Observe and remember positive attributes the student possesses and verbalize them in the conference at appropriate times.

4. Be Aware:

(a) Parents come to school conferences with half-buried memories of their own school experiences with principals, teachers, and counselors. Avoid overwhelming them with a forbidding array of staff members.

(b) Parents also come with hidden agendas. Observe with your ears - what is said and what is glossed over or avoided. Look for body language clues to inner feelings. Be supportive as the conference progresses.

5. Be Honest: Be tactful and truthful with parents. Be professional and honest, but avoid being brutally frank. Avoid superlatives in either direction. A child is seldom the "worst" or the "finest".

6. Be Reassuring: Remember the parent may be apprehensive, fearful, or resistant. Assure the parent that conferences may be tense, difficult, situations for everyone, but we wish to help each other and the student by sharing our information and insights.

7. Be Sensitive: Avoid being so objective and business-like that you can't empathize with the parent in some of his/her anxiety. Avoid reacting defensively, which means you must also be sensitive to your own reactions

8. Be Patient: Allow time for silences. Although conference time is limited, twenty or thirty seconds of accepting silence is often trust building. Avoid jumping into the silence every time someone stops talking. A parent may be trying to phrase something or making up his/her mind to share something which will be very important to the child's progress.

9. Be Observant: Observe signals that parents want to talk: leaning forward, seeking eye contact with you, stealing glances at you, pursing their lips or moving in their seats. Read these signs and invite the parent to comment: "Can you tell us something about this Mrs. Smith?" Also observe the dynamics of the interactions between all conference participants - both parents and staff members.

10. Project Optimism: Reinforce participants' contributions. Project the rationale that individuals can to a large degree, control what happens to them by making considered choices based on available information. Suggest too, that the team approach makes more information available.

11. Be Punctual: Begin conference on time, but make a professional judgment as to the need for extending time limits. Insight and understanding are achieved independently of time. At the appropriate time summarize the conference verbally and secure necessary signatures.

12. Avoid:

• preaching or moralizing

• arguing with hostile parents

• jumping to conclusions

• not knowing enough about the child

• using technical language

• talking more than listening

13. Miscellaneous:

• When a parent fails to show up for a conference, please retain the completed conference form and indicate "no show".

• Telephone conferences should be written on conference/interim forms and documented.

• A parent telephone log can be helpful in keeping track of parent contacts.

• Use conference/interim forms for each conference. Forms are available for downloading. Complete all required information, name, date, school, and teacher. Please fill out the subject information on each conference form prior to the conference. Retain a copy for cum folder.

Cumulative Records

When a child withdraws from Fairway Elementary School, his/her updated and completed cumulative folder plus any other records should be provided to the office within three (3) days of notification of withdrawal. If a student is transferring to a school within the County, the student's grades should be printed.

The report card copy should be clipped to the original report card and placed in front of the cumulative folder. If a student is transferring out of the County, all information should be completed in ink.

Students are not allowed to handle cumulative folders. Parents may request to see cumulative folders in the office of the Guidance Counselor.

Please follow the CUM Checklist prior to submitting the folder(s) to Mrs. Ducksworth for a final check.

Custodial Services

The cleanliness of the building can greatly influence both students' and teachers' attitudes about school. This is a cooperative program that must exist and the teacher plays a vital role in any custodial program. Each class area will be cleaned daily.

Teachers must help in monitoring the daily classroom cleanliness of his/her students. Before dismissal students should tidy the room up.

Take particular care when using supplies such as water, paints, glue, and other substances, which may stain walls and furnishings. Teachers are to contact the Head Custodian if their rooms are not being cleaned properly. A Facility Maintenance Work Request Form is available an email can also be sent to the AP.

Encourage students to pick up trash in and outside of the building. Chairs should be stacked (no higher than 4 chairs) at the close of each school day. Cooking utensils are the teacher's responsibility to clean. Food, either for cooking or art projects, is to be stored in airtight containers to avoid insect and rodent infestation.

Cleanliness, organization, and neatness should be considered as part of the education process. Students should clean their desks inside and out at the end of each week. Again, the best method for teaching this skill is by example. Use the Custodial/Maintenance Request Form to ask for custodial services in non-emergency cases.

Daily Procedures (Teachers)

Telephones

In order to eliminate unnecessary classroom disruptions, telephone messages will be taken and placed in your mailbox or sent to your voicemail box. You will be personally contacted only for emergency phone calls.

There is no office staff to answer phone calls after 4:00 PM.

Mailboxes

Please check your mailboxes (including email) in the morning and afternoon for communications. Students are not allowed to enter the faculty lounge to retrieve mail. Please contact the office if you have an item in your mailbox that must be retrieved immediately, and you are unable to come to the lounge.

Disaster/Evacuation Drills

Evacuation Drills must be held in all schools in accordance with Florida Statutes, State Board Regulations and policies and rules as are approved by the Superintendent and/or Board Policy #2305.

• Each school must hold a building evacuation drill for tornadoes twice per year and ten fire drills (one per month).

• The first two fire drills and the first tornado drill shall be held within the first two weeks after the opening date for students.

• The signals used to indicate the following drills will be:

• Tornado – Two bells will ring. All students and teachers report to assigned areas

• Fire - Ringing of alarm signal. Re-entry will occur after all clear is called

• Silence, order, and attention are to be maintained at all times.

• Maps indicating evacuation routes should be posted in each classroom.

• Students should be familiar with primary and secondary evacuation routes.

• Students should practice disaster drill procedures.

FIRE DRILLS

In keeping with the laws of Florida and for the sake of safety of the students in our school, we are obligated to conduct a series of ten fire drills and at least two hazardous weather drills every year.

Fire Drills shall be conducted twice during the first two weeks of school and once a month there after and once during summer term. The signal for a fire drill shall be a loud continuous ringing that will continue until all are evacuated. Students shall evacuate under the supervision of their teacher and according to the posted Evacuation Chart prominently displayed in each classroom. If it is missing from your room, please notify the office immediately.

To prepare for this drill, each teacher will implement the following procedures:

□ Explain procedures to your classes. Practice evacuating the building with your students during the first two days of school.

□ Teachers are to be the last out of classrooms and must take his/her grade book, and emergency folder. The teacher is responsible for each student therefore attendance will be taken outside.

□ Students should be silent during the drill and remain outside until the all-clear signal is sounded. Drill students frequently on the proper procedures prior to a Fire Drill.

□ Students attending special classes will exit the building with that teacher. Students not with their class when the alarm sounds should not try to return to their classroom, but locate the nearest adult. They will be taken to their teacher once the building has been cleared.

□ Support Staff will check the building to verify evacuation.

□ Green and Red cards will be used to indicate status of room completion. A Green card will indicate that all students are secured and a Red card will indicate that a student is missing. In addition, if you have gained additional students who are not yours, use the Red Card to inform staff of located students.

TORNADO DRILL

Evacuation Route and Shelter Assignment:

Students should take cover on an interior wall of the classroom.

Support personnel will gather children on the playground or other outdoor areas during a tornado warning.

Instruction Command:

When students are assembled in assigned areas during a tornado drill or during a tornado warning, they should be instructed to respond to a specific command. Such a command might be: “Everybody down! Crouch on elbows and knees! Hands over the back of head!’” It is essential that this command be understood and obeyed.

BOMB THREAT/OTHER EMERGENCIES

□ Person receiving the threat will notify Administration immediately.

□ Evacuate the building using fire drill procedures.

□ Office Staff will call 911.

□ Office Staff will call South Area Office.

□ Office Staff will fill out Bomb Threat Form.

• Teachers should take Emergency dismissal forms and Red/Green indicator cards with them as they exit the room for any evacuation.

• Each teacher is to maintain a current class list of all students’ names, phone numbers, and addresses. In case of emergency this information will be readily at hand to contact the parent. This information is to be kept in your plan book for easy access. Keep this file up to date. Additionally, the plan book should have a place for your red and green flag. This flag is to be used to let the Crisis Response Team know if you are missing students from your classroom during an emergency situation.

Lockdowns: If a teacher is away from their class (lunch, planning, I.E.P meeting, etc) when a lockdown situation occurs, the teacher should immediately report to the location of their students.

Support Personnel, Paraprofessionals, and all other staff members (that are not supervising students at the time) should report to the front office to receive further instructions.

Depending upon the situation, CODE BLACK: BOMB THREAT will be followed by one or more of the following:

In the case of CODE BLACK evacuation, do not turn on or off lights or fans, etc.

All persons leave the building according to established routes, or according to specific instructions provided by Command Post Coordinators.

In the case of CODE ORANGE evacuation, turn off all fans, lights, etc.

CODE GREEN: ALL CLEAR

Shelter-in-Place

Evacuation Procedures

• The ringing of one long bell will signal the emergency fire evacuation.

• During drills teachers must bring their Plan Books and emergency folders containing student information.

• Teachers will bring the Red/Green emergency indicator card to be visually displayed to indicate the status of the class: Red = Need Assistance, Green = Students are in Attendance.

• Classes will evacuate to areas indicated on map and follow route shown by arrows.

• Teachers must stress the importance of walking in a single file line.

• Classes will line up as designated on the map.

• Classes will remain in position until "all clear" is sounded, and return, when instructed.

Inclement Weather Dismissal

During inclement weather, administration will give specific instructions via the intercom. In some cases it may be necessary to hold students until the rain lets up, or until a parent picks up the child. (A child may leave early on a rainy day if a parent comes for him/her.)

Dress & Grooming

The teacher assumes many roles in the eyes of his/her students. She/he should always be aware of the fact that she/he is constantly influencing young minds and may become a model that is emulated by one or more of his/her students. Therefore, consistently upholding excellent standards of dress and grooming promotes a positive attitude towards common goals. The Broward County School System does not set forth a dress and grooming code for employees, but all personnel should be aware of the fact that they are dealing with the public and with young, impressionable minds and should dress and groom themselves to reflect professionalism.

It is the contention of this administration that when the staff dresses in casual clothing, we send the message that it is playtime. If we want children to behave as if they are in a serious working environment, we must dress in a way that reflects that attitude.

Also, the way we present ourselves to the community dictates, in large part, how the community relates to us and supports our efforts. If we do not present a professional appearance and attitude, then the public is unlikely to take us seriously or support our work. On the other hand, if we win the respect and admiration of the community, they will be our supporters and advocates. The way we dress has a great deal of influence on the public’s attitude toward us.

Employee Lounge

This area is designed and furnished for the paid employees of Fairway Elementary to enjoy their lunch and planning time in a pleasant atmosphere. Please assist in keeping the lounge picked up and clean by doing your part in picking up trash, keeping the tables, microwaves, and sink area clean and neat. Each person is responsible for washing his/her dishes. Cups and dishes that are not picked up by the end of the day will be tossed. Do not leave items in the sink or sink area. When reading the newspaper and magazines, please do not leave them spread all over the lounge.

Do not leave your valuables in the lounge. Label lunches. Please respect the property of others. The refrigerator will be cleaned out on Friday and perishable food will be discarded. Coffee is available for teachers and staff. However, due to safety/liability, we ask that you drink your coffee in the lounge and not in the classroom or hallway.

While in the school parents and volunteers will occasionally use the lounge for purchasing a soft drink. This is the only place available to them. Please be aware of their presence. Teachers and staff are not to discuss students and students’ parents in the staff lounge. Comments taken out of context have a way of getting back to the community.

Students are not permitted in the staff lounge or teacher workroom. This includes children of employees.

In compliance with Federal Regulations, the lounge has been designated as a non-smoking area.

EMPLOYEE ASSISTANCE PROGRAM (EAP)

The Employee Assistance Program is a free benefit program for employees who can help you start to solve personal problems on a confidential basis. The summer may be the best time to begin working on resolving problems in any of the following areas:

Marriage problems

Family conflicts

Child-rearing problems

Abuse of alcohol and other substances

Finances

Emotional problems

Stress

The EAP staff helps the employee:

1. Gain a better understanding of the problem.

2. Learn about the services and fees of helping agencies and

professionals.

3. Choose a plan of action.

The EAP staff will follow through with employee, agency and/or professional services to offer additional help as necessary.

All School Board insurance policies provide coverage for counseling when counseling is needed. The EAP can help you choose a counselor and provide referrals to professionals at greatly reduced fees. You are invited to take advantage of this service and improve the quality of your life. To get started, call the EAP office at (754) 322-9900 for an appointment.

ELL –English Language Learners

The Florida Department of Education requires that ELL services provided to ELL students be documented and tracked. Teachers must document in their lesson plan book the daily strategies (see ELL Matrix) being used with their ELL students. The School Board of Broward County has instituted assessment eligibility procedures to follow.

All students, whose language survey indicates there is a language in the home other than English, are assessed to determine the student’s English proficiency. If a student is identified and classified as an A1, A2, B1, B2 or C1 they are considered ELL.

ELL services, classifications, conferences, testing accommodations, etc. are documented on the LEP/SEP folder. The LEP Committee (teacher, parent, administrator or designee, guidance counselors, or other appropriate educators) devises the PEP/SEP. Parents must be invited to attend any committee meetings.

For each student who is classified, required forms will be completed and will be maintained in the student’s cumulative folder. If you have questions regarding an ELL student, please contact our Guidance Counselor.

Equipment Property Passes

Any equipment that leaves the school needs to be checked out and in through the Computer Tech Liaison. A Property Pass form must be completed by the staff member and approved by the Principal.

School Board insurance will not pay for items lost, damaged, or stolen while signed out to you. Be sure that your Homeowner’s policy will cover such loss prior to checking anything out.

Exceptional Student Education

It is the responsibility of the school personnel to help screen and to identify exceptional students. Students with suspected exceptionalities may be referred by parents and teachers to the Principal or ESE Specialist.

EXCEPTIONAL STUDENT EDUCATION

The following exceptional programs are available to the students of Sunshine Elementary:

1. Speech and Language/part-time

2. Varying Exceptionalities, Specific Learning Disabilities,

Emotionally Handicapped,

Occupational Therapy, Physical Therapy, Visually Impaired

Physically Handicapped, Educable Mentally Handicapped,

Profoundly Mentally Handicapped, Trainable Mentally Handicapped.

3. Gifted

Florida State Department of Education guidelines and District Procedures must be met before a student is accepted into any exceptional student program.

Documented and dated anecdotal records must accompany referral forms. There must be documented evidence of two interventions tried with the student. Also, two parent conference forms must be completed.

Feel free to discuss any concerns you may have about referring a student with the Exceptional Student Education Specialist, Assistant Principal, or the Principal.

Lines of communication between exceptional classes and classroom teachers must be kept open so that a positive relationship will develop that will benefit the shared students.

Points to Remember:

1. Classroom teachers are to be involved in staffings. Brief pre-staffings may be beneficial when establishing a program for a student.

2. Staffings are held on the day the psychologist is present.

3. Student referrals and related data sheets must be completed promptly so that testing is not delayed.

4. Teachers of exceptional classes will need to cancel classes occasionally for annual review and staffings.

5. All teachers of exceptional classes must complete an individual student schedule for the FTE count in October and February.

6. Teachers may refer students for testing. Referrals should be made promptly where the need arises.

Family Life/Human Sexuality

HIV/Aids Education

Family Life/Human Sexuality and HIV/Aids Education must be taught as part of Comprehensive Health Education Program in all grades. (School Board Policy #6000.1) All teachers must attend a district-approved training prior to teaching this sensitive topic. It is vital that two weeks before the lessons are conducted; parents are to be given the opportunity to request that their children not participate in the program. This information will be sent home in the Family Folder that is sent home at the beginning of the school year.

Field Trips

Field Trips

Field trips can be a wonderful extension of the school curriculum. While we feel every child should have an opportunity to participate in these activities, we also must be committed to insuring the safety of all students.

The School Board believes that field trips, both in and out of the county, can be an integral part of the learning process in many areas of education. For purposes of this policy a field trip shall be defined as a district approved trip away from a School Board site.

School Board Policy 6303, states “Students may be denied the privilege of participating in field trips, social and/or extracurricular activities if said student(s) have been disruptive, violate the Student Code of Conduct or fail to conform with school rules and regulations. The final decision on whether or not the student may participate shall be made by the principal with documentation and input from the affected staff.”

A Field Trip Letter will be sent home prior to the first field trip and before the first permission form is sent home. The letter will outline field trip behavioral expectations and the conditions under which students will be allowed to participate in field trips. Please retain the signed returned forms in your class records.

Only administration can deny participation to any student whose behavior violates Student Code of Conduct guidelines, or presents a safety risk for him or others. If you have concerns about a student’s behavior (as it concerns a safe and successful trip), please contact the Principal. A student may be excluded from a trip if he/she is exhibiting consistent inappropriate behavior that would cause harm to him and others. Please note: teacher must have documentation of behavior, notify parent, and provide opportunity for student to correct behavior.

PERMISSION FORMS MUST STATE: Contingent upon the student exhibiting appropriate behavior. PLEASE NOTE: STUDENTS MAY NOT BE EXCLUDED FROM FIELD TRIP DUE TO HIS/HER INABILITY TO PAY FOR THE TRIP.

A child who is not enrolled as a student at Fairway Elementary may not go on field trips. This includes siblings of our students and the children of chaperones.

Field Trip Procedures and Guidelines

A “Field Trip Coordinator” is the person responsible for coordinating a field trip. To initiate a field trip the Field Trip Coordinator needs to request a Field Trip Packet from the bookkeeper for all trips. Out-of-county, over-night, or water-related trips require authorization from the Area Superintendent. If a travel agency is being used, three quotes are required prior to completing the packet.

Please make sure you check with the bookkeeper regarding the time needed for proper trip confirmations and authorizations. Student permission slips will be given to the coordinator when either transportation confirmation or the superintendent’s authorization is received.

As per School Board Policy 6303, “When the student group is co-educational, there shall be at least one chaperone for each sex. On all such overnight, out-of-county or tri-county trips, K-12 students shall be accompanied by chaperones in accordance with the following formula: 10 students or fewer 2 chaperones, and 11 – 20 students 3 chaperones. One additional chaperone for every additional ten students or major portion thereof.”

When all authorizations are received, the coordinator must see the bookkeeper to sign for the Monies Collection Envelopes. These are printed, pre-numbered envelopes that must be retained for audit purposes. Money is to be collected from students each day and receipted on the front of the envelope. The envelopes are to be turned into the bookkeeper everyday prior to 12:00 PM. Students are not allowed to carry money envelopes to the office. ALL envelopes MUST be returned to the bookkeeper on the final day of collection. NO MONIES will be accepted after the collection date closes, unless there are extenuating circumstance. No monies are to be collected on the day of the trip!

For trips costing $15.00 or more per student, separate receipts, BC 40P’s, need to be used, not the Monies Collection Envelopes. It is the coordinator’s responsibility to obtain a BC-40P receipt book from the bookkeeper. Each classroom teacher will be issued a field trip envelope with a place to receipt student money. It is the teacher’s responsibility to collect, verify, and post money received on their envelope. The money is then placed into the envelope and given to the coordinator. The coordinator then writes individual receipts from the BC40P receipt book for each child. The white receipts are placed in the envelopes, given back to the teachers and it is the teacher’s responsibility to give the receipts to the students. The coordinator submits all checks/cash to the bookkeeper along with the BC-40P receipt book. The bookkeeper will then receipt the BC-40P book and return it to the coordinator. This is to be done DAILY.

Teachers are responsible for completing their own TDA’s for field trips. On the day of the trip, a class list and ALL original permission slips are to be submitted to the bookkeeper BEFORE leaving on the field trip. CHECK ALL PERMISSION SLIPS FOR PARENT SIGNATURES! Handwritten notes or phone verifications are not allowed by county policy.

The coordinator is responsible for informing the bookkeeper if a deposit for the trip is necessary. The bookkeeper needs to know three days in advance, the exact amount of the entrance fee and to whom the check is to be issued.

The coordinator is responsible for turning into the bookkeeper the receipt/invoice from the place visited. The receipt/invoice must ALWAYS be for the EXACT total of the check and the exact date of the check.

Food/Schedule Changes/Fieldtrips:

It is the professional responsibility of the grade chair/teacher to make arrangements with the cafeteria manager and paraprofessional when a field trip has an effect on the lunch schedule. Free and reduced lunch students must be provided for. The daily schedule and seating chart may have to be revised, bag lunches may have to be ordered, etc. Two weeks advance notice to administration, the cafeteria manager and paraprofessionals is a priority in planning for a field trip. The grade chair/teacher will give the office a copy of the new lunch schedule and seating chart on the day of the field trip so they know where children are located at all times.

Homework (Policy #6306)

Homework shall be encouraged and assigned to individual students when and where appropriate, to enhance the learning situation and provide for skill improvement.

The following guidelines will assure that homework activities result in a satisfying session for both parent and student:

• Grade levels are encouraged to develop a grade level homework policy to establish consistency in expectations.

• Assignments should be on the students' independent level.

• A rule of thumb is that students should receive homework that can be completed within ten times the grade level (example: Third Grade = 10 X 3 – 30 minutes)

• Directions should be clear and readable.

• Copies should be clear and readable.

• Homework emphasis should be on strengthening basic skills.

• The teacher should check all homework assignments and provide feedback to students.

Inservice Registration/TDA Procedures

The following guidelines need to be adhered to:

➢ Select workshop/staff development/conference you would like to attend.

➢ Submit a copy of the staff development/event/flyer to administration a minimum of 7-10 days before workshop.

➢ After administration has approved the event, you may register via mylearning.

➢ Submit a copy of the confirmation and TDA to administration for approval.

➢ Secure a substitute for the workshop date through sub-central.

➢ On the morning of the event you must call the school site to ensure you have a substitute. You must report to work if you have no substitute.

Please Note :

1. If for any reason, you are ill or unable to attend the workshop, you must call the school first and change your reason for your absence.

2. TDA’s are not done at home.

If there is a workshop that requires a fee to attend, it must be approved by administration. Reimbursement occurs after the workshop when you bring back the agenda or program, payment receipt, and completed Inservice Refund Request Form.

A TDA must be filled out each time you are off campus and job numbers obtained. TDA’s are also a requirement for Saturday workshops. No job number is required for Saturdays.

ITV/Internet Usage

Using Videotapes/DVDs in Schools in Accordance with the Copyright Law

I. Taping Off-Air

A. Taping commercial television for instructional purposes

is permissible. (10 days)

B. Taping cable television is not permissible.

(Example: Disney, HBO, Cinemax, Showtime, Movie Channel,

USA, WOR, MTV, Comedy Central)

II. Use of Taped Material

A. May be used up to ten days after tape date.

B. May be used only on individual TV sets, no closed circuit.

C. After 45 days, tape must be erased.

D. Taped material may not be altered or merged.

III. Purchased or Rented Tapes and/or DVDs

A. Many companies (Disney included) have granted permission to

use material purchased by the Media Center.

B. Rented tapes must be used only on individual TV sets

and must be a part of the instructional program.

Tapes or DVDs must be previewed.

1. The tape/DVD must be written into the teacher's lesson plan

book and the objective stated.

2. The tape/DVD may not be shown through the closed-circuit system.

3. The tape/DVD may be shown only to students (not PTA, etc.)

4. The tape/DVD may only be shown for the purpose of education

Films or videotapes rated R, X or NC17 are prohibited in Broward County Public Schools.

Leaving School Grounds

Staff finding it necessary to leave school grounds during work hours must obtain the approval from an administrator and sign out with the Office Manager or clerical staff in the main office.

When it is necessary for a staff member to leave school during regular hours or on a workday, he/she must secure permission from the principal. A "Request to Leave Early/Arrive Late" form must be completed and approved prior to leaving campus, if you are leaving for non-school related business. If it is school-related business, you must sign out prior to leaving and see our Office Manager. Time missed during school hours, 8:15 a.m. - 3:30 p.m., must be sick leave, personal leave or reduction in pay.

Please remember that signing out protects you as a Broward County School Board employee.

Lesson Plans/Plan Books

Plan and Grade Books

Lesson plans are a blueprint for the academic structure of your class. Although lesson plans are a "personal" guideline for teachers, and reflect individual teaching styles, specific information needs to be included in all lesson plan books.

Plan books and grade books are school documents, which are subject to audit and kept on file for a period of five (5) years. They may be used at any time to justify and explain your individual program. This guide will help clarify what kind of information is to be included in your plans and grade books to insure that they meet with county requirements. Please feel free to continue to use your own "style" in writing your plans, but make sure you have included the necessary required information. Electronic lesson plan templates are available in the CAB Conference Folder – see your team leader for assistance with accessing these items.

Plan Books

Please fill out the information sheet at the front of your plan book: Teacher Name, Room Number, Grade, School and School Year.

On the back of the information sheet, fill in the dates for marking periods and due dates for report cards. It may also be helpful to indicate dates when interim reports are distributed.

Plan books should be kept in a visible place on the teacher’s desk. This makes it easy for substitutes and administration to find.

Plan books will be reviewed periodically to monitor curriculum pacing.

Planning Sheet

• Daily/weekly planning sheets should include:

o date

o subject area and times subject area is taught

• Homework: List any assignments that are given as homework. This will be useful in documenting and validating homework assignments that you assign.

• Specials: List the time and days your children go to P. E., Music, Art,

Science, Library/Computer or resources classes.

• All videos or movies shown to your class must be an extension of the curriculum

and be listed in your plans with a stated objective.

• All field trips need to be an extension of the curriculum and must be listed in your

plans with a stated objective.

• Indicate ESOL strategies implemented.

• Indicate objectives and student practice/assignments.

Reading/Math Plans

Individual reading lesson plan sheets may be used, or you may indicate your reading/math plans within the week's plans. Your reading/math plans should be "consistent" throughout. If you have a particular format you have adopted that you feel comfortable with, please make a master and run it off. Reading/math plans should be kept in your plan book regardless of the format used. Differentiated instruction (groups) should be evident in the daily plans.

Attendance

It is a good idea to list all children's names and keep daily attendance within the grade book. (This attendance record keeping is in addition to the daily attendance cards you fill out).

Substitute Folders

Handy substitute folders will be given to you to indicate important information on scheduling and your individual classroom procedures. Please fill them out and have them in your plan book for easy access.

Long Distance Calling Procedures

General

School Board Policy 6G6-3201 states, "all long distance phone calls made for School Board and/or school business shall be properly logged and accounted for at each administrative location. Employees shall not make personal long distance phone calls and charge them to the School Board phones. This procedure explains how long distance calls must be logged and accounted for at all locations.

A. Making Long Distance Calls

1. To place a long distance dial 1 plus the area code and the seven-digit number. Long distance is to be used for official School Board business only. When placing a long distance call, use the front office phones and be sure to complete the long distance phone log.

2. Do not use directory assistance.

3. Everybody has access to a voicemail account. If you have not set up your account please see the Office Manager for assistance.

B. Logging Calls

1. Every long distance call must be logged by the person making/originating the call.

C. Principal Shall Be Responsible For

1. Investigating calls that are believed to be personal and collecting

funds from individuals involved.

2. Remitting amounts collected for personal long distance calls by

employees to Telecommunications Services.

D. Telephone Usage

No telephone, cellular or classroom should be used when students are in the classroom. If you need to call a parent with a student present, do not make the call in front of the entire class. Remember we want to respect the confidentiality of each student and keep his/her self-esteem in tack. Cell phones should be on vibrate at all times during school hours. Incoming calls will only be forwarded during breaks and lunchtime.

Mailboxes

Staff mailboxes are located in the Teacher’s Lounge. Please check your mailboxes each morning, before the start of class, during your planning time and after school dismissal for communications. Telephone messages will be sent to teachers’ voice mail, except in the event of an emergency.

Staff members are requested to check their mail and three times per day for messages. Please dispose of unwanted mail and do not place it on the counter. Also, please use your mailbox for its intended purpose and not for storage.

Notices

It is the responsibility of the classroom teacher to hand out notices on the correct day. Notices will be placed in mailboxes by noon for home delivery that day or, if necessary, will be hand delivered during the afternoon. BE SURE NOTICES GO HOME ON TIME.

The following principles of professionalism will guide each staff member’s behavior in the discharge of his/her responsibilities:

6) Please do not drink in the presence of students unless they are also given the opportunity to eat and drink. Do not leave food items around your classroom. Under no circumstances shall a student be sent to the cafeteria or faculty lounge to purchase food or drink for a staff member.

7) A personnel data form will be provided for each employee and kept in the Office Manager’s office. Please update any information during the school year that might change. A copy of this information is necessary in order to process official documents, emergencies, etc.

REPORT CARDS

Reports of students' progress are issued four times a year (once a quarter). A student must be in attendance in a Broward County School for 25 days during a marking period in order to receive grades on their report card.

Record all grades from papers that are sent home.

Kindergarten Through Grade Two

Students performance in Kindergarten through grade two, will be reported with a “1”, “2”, “3”, “X”, or “NA”.

❖ If a student is not meeting the Required Level of Performance at any grade level, it must be indicated on the report card.

❖ The Elementary report card cover shall be signed by the parent (legal guardian or individual acting "in loco parentis") and returned to the teacher.

An administrator/support team member will review each quarter report cards. If errors exist or there is omitted information, the reviewer will notify the teacher, in writing, to make corrections prior to the day report cards are sent home.

Conference/Interim Reports

Board Policy 5104 states, "Not later than midway between marking periods, an interim report shall be sent to parents of students who are experiencing difficulty including but not limited to the following:

1. Failing

2. A drop of two or more grades

3. Unacceptable behavior

4. Excessive absences/tardies

If interim reports are not being returned, mail them to parents and/or guardians.

Interim reports will be required to be submitted to administration, with report cards, for students whose grades reflect the above criteria or when grades of "D" or "F" are recorded. Progress Reports should reflect the Conference and Interim Reports. Adequate Progress Report form letters are available for your use.

Paraprofessional/Teacher Assistants

Use of Paraprofessionals

Florida Statute 231.141 states, "A school board may appoint teacher aides to assist members of the instructional staff in carrying out their duties and responsibilities...A teacher aide while rendering services under the supervision of a certified teacher shall be accorded the same protection of laws as that accorded the certified teacher."

Performance Responsibilities

The Teacher Assistant shall:

1. interact with students.

2. assume responsibility for the safety and welfare of students.

3. aide in implementing the programs developed by teachers to reach educational

objectives.

4. run office machines and utilize common clerical procedures needed in the classroom.

5. utilize media center facilities employing knowledge of the shelving system, running

of audio visual equipment and such specialized equipment as might be part of the

instructional program.

6. prepare and use instructional materials and teaching aids under the direction of a

certified teacher.

7. assist students with teacher-planned activities.

8. engage in general housekeeping activities to keep the classroom safe and free of

obstructions.

9. perform and promote all activities in compliance with equal employment and

nondiscrimination policy of the School Board of Broward County.

10. participate successfully in the training programs offered to increase the individual's

skill and proficiency related to the assignments.

11. review current developments and literature to improve and enhance job

responsibilities.

12. ensure adherence to good safety procedures.

13. perform other related duties as assigned by the principal/designee of the school.

14. follow federal and state laws, as well as School Board policies.

Performance Responsibilities

The Teacher Assistant shall:

1. be able to work with little or no supervision in the creation of instructional materials.

2. construct and design specific items for tests and work sheets when provided with the guidelines by the teacher.

8. be responsible for the planning and implementation of some educational activities such as physical education, games, and library work.

9. select specific supplementary materials for utilization in the instructional program as directed by the teacher.

10. assist teachers in in-service training programs for other paraprofessionals, i.e. teacher

aide.

11. assist in instruction in those disciplines in which the teacher assistant may have

particular knowledge or expertise.

12. undertake responsibility for computer based education under the direction of the teacher.

13. perform and promote all activities in compliance with equal opportunity employment

and nondiscrimination policy of the School Board of Broward County.

14. participate successfully in the training programs offered to increase the individual's

skill and proficiency related to the assignments.

15. review current developments, literature and technical source of information related to

job responsibility.

Remember the following helpful hints for maintaining positive student management:

• NEVER leave students unsupervised.

• Do not correct simply upon what other students report.

• The closer you are to the student, the more impact you will have on the child.

• Circulate around the area you are supervising.

• Make contact with students, but do not dwell with certain groups or stay in

the same area.

• Do not argue with a student. Reprimand CALMLY in short, direct sentences.

• Treat all students the same way.

• NEVER grab or strike a student. Call the office immediately if you need

assistance with a student who is out of control.

Professional Treatment of Confidential Information

Paraprofessionals may become aware of students information that is confidential. That information (test scores, grades, family situations, etc.) is private and under NO circumstances may be discussed with anyone. It is AGAINST THE LAW to discuss this information with ANYONE but school personnel and the parents.

For the purposes of emergency situations a Phone Tree has been established. The Principal may initiate the use of the Phone Tree at her discretion. In the event, for example, of school cancellation, or information necessary to be received prior to school start-up, the Principal will begin the phone calls. The phone tree system is outlined below:

Playground Supervision

Teachers and staff are not to take chairs outside or to correct papers when children are being supervised during outside activity. Active supervision demands the teacher/paraprofessional’s attention. Moving among students at play is necessary to avoid problems. Teachers are to organize games for children, rather than allow children to run for "free play". The teacher must keep all of his/her students in one area of the playground. Please do not use the area or equipment being used by the physical education teacher. PE classes must take priority on the playground.

Playground equipment should be rotated throughout the Grade Level, to ensure that all students have availability during recess.

All teachers must be knowledgeable of the administrative rules of the Florida State Board of Education. The three main state standards are:

Copies of these state standards are given to each staff member annually in the pre-planning packet.

Purchase Orders

To request an order for classroom supplies, it is necessary to complete an Order Request. If funds are available, and the principal approves your request, a requisition will be generated.

All purchases must be made from School Board approved vendors. Please check with the bookkeeper to make sure that the catalog you are using is an approved vendor. If an item is available from the County Warehouse it must be purchased from there.

Purchases of $500 or more for items or services not covered by a School Board bid must be accompanied by three (3) quotes from vendors for these services. If the lowest bid is not used, a memo explaining why must be included. Copy of form is included in Forms Section.

Recess

Recess is an important part of a child's school day and can provide an outlet for physical energy and socialization needs. However, it is also a time when accidents are most likely to happen. The law requires that students be clearly visible to teachers (no more than 50 feet away).

It is also recommended that recess be organized into informal activities, such as basketball, kickball, etc. rather than just "free play". This method encourages development of appropriate social skills and reduces reckless and inappropriate play. Please remember to review "Playground Safety" rules. Students should know the rules and they should be enforced at all times while on the playground. Students are not allowed to participate in contact sports at school. Staff members must prohibit students from playing football (including “tag”), baseball (with hardball), red rover, soccer, etc.

Each year a schedule of recess times will be developed and distributed to staff. We ask that you adhere to this schedule in an effort to avoid having too many students participating in recess at the same time.

Recess shall be utilized on a limited basis. Students should have a break each day. This break may be inside or outside and should generally be limited to fifteen minutes of supervised activity. On days Physical Education is scheduled, these breaks may be excluded from the daily schedule.

Recycling Efforts

Recycling bins have been provided for all classrooms. Please teach your students about the importance of recycling, and monitor the recycling bins for appropriate items. Remind students that garbage should not be placed in these bins.

Request For Reimbursement/Payment

To make any purchases on your own and be reimbursed, you MUST have prior approval from the principal. You will not be reimbursed for any sales tax paid.

For reimbursement, you need to fill out an Expense Reimbursement/Payment Request, Section 1. Enter your estimated cost and a brief description of what you wish to purchase. Submit your completed form to the principal for approval. The principal will give the form to the bookkeeper after approval.

The bookkeeper will put the Tax Exempt number on the bottom of the request and return it to the requester. After making your purchase, return the form to the bookkeeper for reimbursement. Be sure to sign the receipt and attach it to the Reimbursement form. Any receipt that is turned in must have only the items purchased for school purposes on it. DO NOT purchase personal items on the same receipt. This is not acceptable to the Account Payable Department, not the Auditing Department. Therefore, if you do not have a “clean” receipt you cannot be reimbursed! If you are purchasing something that will be paid for directly from the School’s Internal Accounts, Section II should be completed. Follow the same procedures as for reimbursement.

Safety and Health Procedures

Clinic Usage

Children sent to the office because of illness or injury should bring a Student Accident/Illness Form with them. Our space and supervision is limited. When necessary, the office will contact the parent(s), and the classroom teacher will be notified if the child will be going home.

General first aid is available for any student or employee of the school.

Providing Care for Diabetic Students

Health Education Services has a video, which highlights how staff should handle and care for diabetic students.

Medication

Medication is never given to students or kept in the classroom. This includes Tylenol; cough medicine and other over-the-counter remedies. School Board Policy requires parents/guardians to fill out the appropriate forms for dispensing of medication, and only designated personnel will administer it. Forms are available in the front office.

Team Leaders/Meetings

Communication is the key to a smooth-running school. In order to plan for convenient and effective meeting times, we will try to adhere to the following plan whenever possible. Every Wednesday will be designated as a day for either grade level meetings, school meetings and/or celebrations. Please do not schedule conferences, or other meetings for these days.

Please be advised that our School Improvement process requires meetings to monitor and facilitate our goals. These meetings are part of every faculty member’s job responsibility and therefore everyone needs to attend.

Grade Level Meetings

Planning of curriculum, activities, and special projects can best be achieved through active team collaboration. Grade levels will meet weekly, or more often if necessary, to share curriculum ideas, discuss needs/concerns and to develop solutions. Minutes will be submitted to the principal using either the Grade Level Meeting NCR forms (when available) or the electronic version may be sent via CAB email.

Leadership Team Facilitators

Leadership Facilitator activities are in addition to regular teaching duties. They include:

• Meeting with administrators in shared leadership decisions on a weekly basis and communicating information regarding curriculum and school improvement initiatives to grade level members;

• Distributing information from administrators, the district, and the state;

• Monitoring benchmarks and progress of the School Improvement Plan;

• Assisting with teacher development on Early Release Days;

• Participating in formulating school based procedures relating to curriculum;

• Creating a learning community meeting agenda that promotes continuous evaluation and analysis of practices; identification of problems, needs, or gaps; and development of solutions and resources to meet student, staff, and/or school needs.

Faculty Councils/Representatives

Faculty Council will be formed, according to BTU contract guidelines. A Curriculum Council Representative will be chosen by the staff to represent the school at countywide Curriculum Council meetings. A faculty representative for the PTO/Advisory Board will also be elected.

The responsibility of the Council is to offer in-put from the faculty to the Principal concerning any matters pertaining to the operation of the educational program of the school. In order to have the Council function to its maximum efficiency, concerns as well as possible solutions and recommendations will be given to administration and also forwarded to the appropriate task group. The leadership team will then give recommendations to administration, which will be discussed at our faculty meetings.

School Security

This school is equipped with a silent alarm system that is activated when anyone enters any of the buildings without coding in. The school is also equipped with a security surveillance system. Cameras are placed throughout the campus and serve as a means of monitoring activity.

You are, therefore, advised that no one is authorized to be in any building unless the custodians are on duty or the Principal has authorized you. Custodial hours are 6:30 a.m. to 9:00 p.m. The only exception is Planning Days (6:30 a.m. to 5:45 p.m.).

Students:

Students are encouraged to leave valuable collections or artifacts at home, as we cannot be responsible for theft or damage.

Large sums of money should be turned in to the teacher or office upon the student’s arrival at school. Money should not be left on the top of desks and tables.

Staff:

Valuables should not be left in the classroom or lounge. Keep your purse in your possession or in a locked area. All incidents of theft should be reported to the school office. A Special Investigation Unit report and a BSO report must be filed.

Keep doors locked at all times when not in classroom. Also, physically check your door to be sure it is tightly closed and secure each time you leave your classroom area.

Laptops must be secured at all times. Laptops will not be replaced.

Incidents of theft must be reported to the school office immediately.

Sunshine Energizers

All members of the faculty and staff are invited and urged to join the Sunshine Energizers. The Committee will establish the membership dues.

Monies are used to provide flowers, cards, and miscellaneous gifts throughout the year as well as accessories for parties and other functions arranged by the Committee.

Individuals responsible for collecting monies to be deposited in the Committee's account must issue proper receipts. (A receipt book can be obtained from the bookkeeper.) Monies must be deposited with the bookkeeper for the internal account within a reasonable time.

Supervision Liability

Children should be supervised at all times. If you need to leave the classroom, please contact the office for assistance or notify another teacher or aide who is adjacent to your class so that they may watch your students. Teachers are to walk students to their designated areas for pick-up after school.

Outdoor supervision is a must. If you take your children outside for a recess period, please have an organized game or activity planned.

Technology

DO:

• Guard Your Password. Sensitive files and personal records on your hard-drive should not be available to students.

• Close And Sign-Out Of CAB when you are finished checking your messages.

• Back Up ALL Hard Drive Files. Make sure that tests, grades and other vital files are routinely copied onto the file server. The file server is backed up daily and weekly and is a safe way to protect files.

• Practice Safe Computing. Watch where you put your disks. Always use the virus check at school and at home. If the material requested is "on file" in the production lab.

• Leave Your Surge Protectors On At All Times. Turning off the surge protector disables the electrical spike protection. DO NOT LEAVE COMPUTERS OR PRINTERS ON OVERNIGHT OR OVER THE WEEKENDS.

• Preview All Websites And Their Links To At Least Three Levels before allowing students access to these sites.

• Use Only Appropriate Language In E-Mail Messages. Deleted e-mail messages can be retrieved. All e-mail messages are stored on the school server and the county is allowed to monitor this computer.

• All teachers should secure a password to access Virtual Counselor. Virtual Counselor website is .

DON’T:

• Allow Students To Work At Computers Unmonitored. Make sure students are working on correct assignments and not just “surfing” the net.

• Bring Any Personal Software To School. You may not install any software on school computers unless the school has a license for that program. This includes program upgrades and games.

E-Mail Abuse

Over the past several months, many chain letters, poems, unofficial job advertisements, and other personal notices are being sent through the School Board of Broward County’s electronic mail system. Sending these types of messages is against School Board Policy #5306 - School and District Technology Usage. Below are selected portions of Policy #5306 that deal with acceptable use of computer network usage.

“Section 6. Acceptable use of Computer Network and Online Telecommunications:

A. Rules

1. All use of telecommunication services and networks shall be consistent with the mission, goals, policies, and priorities of the school district.

2. Successful participation in a network requires that its users regard it as a shared resource, and that members conduct themselves in a responsible, safe, ethical, and legal manner while using the network.

3. Staff and students who are exchanging communication with others outside of the school are representing the School Board of Broward County, Florida, and should conduct themselves appropriately.

4. Use of these services shall be properly monitored and, to the extent reasonably possible, users of school sponsored telecommunication services and network shall be protected from harassment or unsafe, unwanted, or unsolicited contact.

B. Code of Ethics for Computer Network and Online Telecommunications Users

1. All users are expected to read and understand the following privileges, rights, and responsibilities when using property or facilities (WAN, LAN, networks, Internet, Intranet, etc.) of Broward County public schools.

a. Use of computer network and online telecommunications is a privilege and must support teaching, learning and research.

b. Authorized users shall be ultimately responsible for all activity under their account and password. Accounts shall be used only by the authorized user for the purposes specified.

c. Any use of telecommunication services or networks for illegal, inappropriate, obscene, or pornographic purposes shall be prohibited. Illegal activities shall be defined as a violation of local, state, and/or federal laws. Inappropriate use shall be defined as a violation of the intended use of the district’s mission, goals, policies, or procedures. Obscenity and/or pornography shall be defined as a violation of generally accepted social standards for use of a publicly owned and operated communications vehicle, and as defined by School Board policy.

d. Use of or engaging in offensive or inflammatory speech, profanity, or obscene language is not permitted at any time.

e. Hate mail, harassment, discriminatory remarks, and other antisocial behaviors are not permitted. Users shall not intentionally spread computer viruses, vandalize the data, infiltrate systems, damage hardware or software, or in any way degrade or disrupt the use of the network.

f. Any attempts to degrade or disrupt system performance may be viewed as criminal activity in accordance with applicable state and federal law.

g. Files generated by district employees using School Board of Broward County property or facilities are the property of the School Board of Broward County and may be accessed by appropriate authorized system personnel.

2. Students and/or employees using School Board equipment or property, on-site or off-site, must conform to the requirements of this policy.

3. Users who knowingly violate any of the acceptable Use Provisions or Code of Ethics for Computer Network and On-Line Telecommunications Users will receive disciplinary action and/or may even be denied future access.

Additionally, sending these types of messages to large groups cause many system problems such as:

a. Slowing down the network.

b. Increasing the size of the data file on each mail server.

c. Freezing users’ computers when trying to open messages sent to the “all” list because there is not enough memory allocated to the CAB application.

Please refrain from sending messages to large “all” groups. Delete messages that have been forwarded from people that you don’t know. Set up personal groups on your workstation or global groups on your server if you must send messages to many staff members at one time (see the attached directions).

Textbooks

Every student will be provided the appropriate textbooks upon entering a class. The following procedures have been established for the inventory, issue, and recovery of each textbook.

Team Leaders will ensure that all textbooks are stamped with the Broward County Property stamp on the inside cover. Each teacher on the grade level will be assigned a series of numbers so that lost textbooks may be returned to the teacher assigned. Team Leaders will provide the textbook coordinators with a copy of the numerical assignment of each team member.

Teachers will maintain an updated inventory of all textbooks on hand and the numerical assignments of each individual student. Teachers will notify the textbook coordinators in writing of all textbook requests. In the event that a student loses or damages a textbook, teachers should use the textbook form to collect funds for reimbursement. Used consumable textbooks shall be collected from students being transferred during the school year so that they may be reissued to incoming students.

Students/Parents shall be responsible for the condition of individually assigned textbooks. Parents will be responsible for the replacement cost of lost or damaged textbooks.

Workshops for Staff Development

Prior to attending any workshop, pre-approval must be given from administration. A Workshop Pre-approval Form is to be completed and turned in to administration before calling for a substitute or completing a TDA. Once administration approves your request, you are to complete a TDA and call in the absence.
