Summary

This review was undertaken in response to feedback from stakeholders indicating that many of the standards included in the National Certificate in Beauty Services (Cosmetology) (Level 3) [Ref: 0631] were no longer fit for purpose.

During the review process the stakeholders were consulted via the Beauty Advisory Group (BAG), which consisted of representatives from subsectors of the industry, including: employers, employees, Institutes of Technology and Polytechnics, and Private Training Enterprises, and product companies. Members of the BAG were required to consult with the wider industry, share questions from the BAG and report gathered feedback to the BAG on a regular basis. Fitness for purpose of the new and reviewed unit standards was confirmed by sending out to industry and collating and applying feedback at several stages of the consultation process.

The review and consultation process identified gaps in the cosmetology skills and knowledge covered by these unit standards. Therefore, unit standards were developed to cover basic facial anatomy and physiology, knowledge of make-up and design theory, and understanding of the role of a cosmetics counter manager.

Main changes

• Title, explanatory notes, outcomes, evidence requirements and range statements were amended in standard 14139 to reflect industry practices and requirements.

• Standard 19590 was designated expiring and replaced by standards 27646 and 27647.

• Standard 19592 was designated expiring without replacement.

• Three new standards were developed in response to stakeholder feedback regarding additional skills and knowledge required by industry.

Category C and D unit standards will expire at the end of December 2014.
