The Department of Behavioral Health (DBH) is seeking a qualified Contractor to execute a media planning and buying campaign as specified in the Requirements of the RFQ. The proposed campaign shall include creative design of digital marketing material and event promotions. The proposed campaign shall be urban-based and focus on raising awareness about the availability of Mental Health Resources for District residents.

SECTION B CONTRACT TYPE, SUPPLIES OR SERVICES AND PRICE/COST
B.1 PURPOSE OF SOLICITATION
The District of Columbia Department of Behavioral Health (DBH) seeks the services of a qualified Contractor to execute a media and marketing Mental Health Service Awareness Campaign as specified in Section C of this Solicitation. The Mental Health Marketing campaign shall include creative design of radio advertisements, digital marketing material and event promotions. The proposed campaign shall be urban-based and shall focus on raising awareness about Mental Health, the availability of resources and encouraging attendance to Mental Health System of Care (SOC) related events.
B.2 CONTRACT TYPE
The District contemplates one (1) Firm Fixed Price Contract to provide the materials described in Section B.5 Pricing Schedule and Section C, Statement of work, in accordance with 27 DCMR, Chapter 24.
B.3 PERIOD OF PERFORMANCE
The Period of Performance (POP) for this Contract shall be for One (1) Year from Date of Award with Four (4) One Year Options.
B.4 INSTRUCTIONS FOR RESPONDING TO THIS REQUEST FOR QUOTATION (RFQ) PROCUREMENT Response to Solicitation requires completion of the Section A (page 1) and the Schedule B Pricing Sheets (page 4); proof of Commercial Insurance along with the completion of all required Compliance Documents (Tax Certification Affidavit, Equal Employment Opportunity Package, Bidder/Offeror Certification). B.5 ORDERING PROCEDURES
Delivery or performance shall be made only as authorized by orders issued in accordance with ordering instructions from the District. The Contractor shall furnish to the District, when and if ordered, the supplies or services specified in the Section C as agreed upon in the Contract.
