General Summary of Function/Purpose of PositionThis position researches, disseminates, and oversees the implementation of evidence-based practices and best practice models in the statewide public behavioral health system. This position works with a wide array of stakeholders, including staff of federal, state, regional and local administrative and service entities and people that receive services, and sources of clinical education/training of current and future service-providing clinicians. This position drafts state policies, contractual language, practice guidelines, and other instructional material and communication related to the implementation and reporting of these services. This position reviews 1915(b) Managed Specialty Service and Support Programs (MSS&SP) for funding and implementation approval. This position provides technical assistance and consultation to Community Mental Health Service Programs (CMHSPs) and Prepaid Inpatient Health Plans (PIHPs), and to subcontracted providers of behavioral health services. This position works to assure the transformation of the public behavioral health system to one based in the principles of recovery.15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:60Reviews and evaluates for statewide implementation of evidence based practice models for services to individuals with serious mental illness, co-occurring disorders and/or substance use disorders. Individual tasks related to the duty:Develops and monitors processes to address model fidelity, program approval, and reporting.Studies and shares national evidence based practice models and other best practice models. Recommends state standards related to fidelity. Reviews and approves applications from programs wanting to implement new evidence-based and best practices based on established state standards. Writes procedures and guidelines and makes state policy recommendations related to assigned program areas. Develops a training and technical assistance plan related to these practice models. Consults with national experts on specific evidence-based practices or best practices as necessary. Provides consultation to, and learns from, CMHSPs, PIHPs, direct service providers, and people that receive public?behavioral health services. Makes recommendations for systems development throughout the statewide network. Makes recommendations for state system development and transformation, including exploring and supporting innovative partnerships with other system stakeholders (universities, etc.) around elements of training, education, and research.Serves on, and forms as needed, committees and work groups to support evidence-based and promising practice implementation and sustainability throughout the state. Assures compliance with federal and state requirements and directions, and assesses impact of recommendations on public?behavioral health system and other service systems. Individual tasks related to the duty:Reviews federal mental health block grant and other funding source requirements and takes action to assure the state’s ability to comply.Reviews, outlines, and summarizes other grant application requirements. Manages contracts for assigned program areas.Identifies and attempts to resolve any areas of potential weakness related to the state’s ability to meet requirements. Reviews and shares information that impacts the state’s planning for effective?behavioral health service delivery.Works to assure that resources are used in a cost-effective manner to promote the recovery and positive outcomes for people served in the state’s public?behavioral health?system. Makes recommendations for program models to be funded, reviews proposals, and manages contracts within assigned program areas.Keeps abreast of future directions, shares understanding within the department, and makes recommendations for state futures planning.Serves on interagency and intra-agency work groups and teams to develop and promote the transformation of?behavioral health services. Represents?the administration?as a sitting member of the State of Michigan Department of Health and Human Services Institutional Review Board (IRB). Duty 3General Summary:Percentage:20Reviews, evaluates?and approves MSS&SP for behavioral health programs. Individual tasks related to the duty:Provides technical assistance, staff development and training to PIHPs and programs that either have implemented the service or are interested in establishing the service. Provides technical assistance, on-site reviews, and recommends approval.Reviews materials and conducts on-site reviews to determine is approval is appropriate, or if changes need to be made to obtain or to keep approval. Provides direct Staff Development and Training Activity on various EBP within scope of expertise.Understands Medicaid Provider Manual requirements for the services, and drafts new language for incorporation as needed. Works with?other divisions in the?administration on?provider approval and program quality issues.16. This position continues to be the evidence based practice expert for the state and approves the implementation and ongoing use of such practices with the behavioral health system. The duties and responsibilities of this position have broadened to include an overall understanding of the essential elements of transforming the entire public?behavioral health system to one that is based on recovery of people served. The implementation of evidence-based practices and best practices has and will continue to be dependent on the clinical knowledge of this position. There is increased need for an understanding of overall health, including substance abuse issues and primary care needs as systems work together with reduced resources to promote overall health. 25. What is the function of the work area and how does this position fit into that function?The Community Practices and Innovations Section is responsible for program development in the statewide public behavioral health system of care to move the system to one that facilitates recovery so that people served achieve their full potential and have meaningful lives in the community. The section provides consultation?at the regional, provider, and individual level to assure a continuum of the best practice services are available as choices for people with serious mental illness, co-occurring substance use disorders, and developmental disabilities. The section oversees the use of the federal Community Mental Health Services Block Grant for adults with serious mental illness (including co-occurring disorders) and determines how best to use it to implement evidence-based practices, best practices, and promising practices in the state. The section develops standards and provides consultation on specialty behavioral health services including Assertive Community Treatment, Family Psycho-Education, Supported Employment, Integrated Services for People with Co-occurring Disorders, Services for Older Adults, Consumer Run, Delivered or Directed Services, Jail Diversion, Psycho-Social Clubhouses, Case Management, Rural Initiatives, Services for Special Populations and the array of services for intellectual/developmental disabilities. The section develops practice guidelines, develops standards and approves specific service programs for eligibility for public mental health funds, including Medicaid, administers federal and private grant programs, and contracts for services with block grant and other funds. ?This position is critical to the implementation and ongoing work of evidence-based and best practices and MSS&SPs in the state, supporting change at the administrative, program, and clinical level.26. What are the minimum education and experience qualifications needed to perform the essential functions of this position.EDUCATION:Possession of a bachelor’s degree in any major.EXPERIENCE:Departmental Specialist 13 - 15Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.?SPR: Master's degree in social work, social science, public administration, or in human services and a minimum of four years experience in policy and program development, grants management, and program implementation related to mental health services, including direct experience in providing services and supports to persons with mental illness.??? KNOWLEDGE, SKILLS, AND ABILITIES:Extensive knowledge of?behavioral health treatment, philosophy, practice and service system issues. Knowledge and understanding of evidence-based practices, best practices, and promising practices for persons with serious mental illness, co-occurring disorders and?substance use disorders. Understanding of the system transformation necessary to support implementation of these practices in the overall context of recovery. Demonstrated competency in principles of consumerism, motivational interviewing techniques, recovery, and person-centered planning. Ability to communicate clearly both in writing and orally, including public speaking. Program and budget development skills.
