HUNTSVILLE HISTORICAL PRESERVATION COMMISSIONMINUTESOctober 9, 2017The Huntsville Historic Preservation Commission met in the Conference Room on the 1st Floor of the Public Service Building located at 320 Fountain Circle on October 9, 2017. The members present were:Mr. Mike HolbrookMr. Mark RussellMr. Peter LoweMs. Drenda KingMr. Jan WilliamsMr. Randy CunninghamAlso present at the meeting was Ms. Katie Stamps, Historic Preservation Consultant, and Ms. Sharon Mize, Recording Secretary. The meeting was called to order at 4:30 p.m. by Mr. Jan Williams, Vice Chairman. Mr. Williams read the preamble and introduced the Commission members. Mr. Williams introduced Ms. Stamps as the new Historic Preservation Consultant. Ms. Stamps is a former member of the Commission.433 Newman Avenue – Marcus MeadMr. Mead came before the Commission requesting approval to paint his house in the colors of Benjamin Moore Alaskan Skies for the brick; Lancaster Whitewash for the trim, and Shaker Gray for the door. Mr. Lowe made the motion to approve the proposed paint colors and Mr. Russell seconded the motion. The Commission voted unanimously to approve the motion.305 Lincoln Street – Leslie ShelorMs. Shelor requested painting and re-roofing the accessory structure. The paint colors and the shingles will match the colors and shingles on the house. The accessory structure is located in the rear yard and is not visible from the front of the house. Mr. Russell made the motion to approve the paint colors and the shingles for the roof and Mr. Holbrook seconded the motion. The Commission voted unanimously to approve the motion.421 White Street – Mr. Tim Schremser for Neil Martin & Jessica Stein KampfMr. Schremser said the homeowners would like to re-landscape the front yard, side yard and the rear yard; remove an existing wood fence and brick wall; replace the fence with a concrete wall with brick veneer; and construct a therapy pool. Mr. Schremser said the height of the brick fence will be the same height as the existing wood fence and move it to the property line to allow more room for the pool. Because of the height of the wall and the difference on grade is less than 48”, a civil engineer recommended they have a concrete core in the wall with brick veneer. The footing will be a cantilever footing. The existing fence is 83” from the grade to the top and they are requesting the same height of the new wall. All the brick and designs will match the house and will look the same on both sides. Mr. Holbrook asked if they have worked with the neighbor with this proposed wall. Mr. Schremser said they need to discuss it with her because they will have to do some of the work on her side of the property. Currently the house is listed for sale. The property line is right at the edge of the neighbor’s driveway. Mr. Russell made the motion to approve the request to re-landscape, remove the wood privacy fence and brick wall, replace with a concrete wall with brick veneer, and construct a therapy pool. Mr. Lowe asked if it would be a problem to have the fence so close to the driveway. Mr. Schremser said it is a wide driveway and didn’t think it would be a problem. Mr. Lowe said he would like to see them set the driveway back two feet from the driveway.Mr. Cunningham said they will need to be careful and keep the footing on their side of the property. Mr. Schremser said they would. Mr. Lowe asked Mr. Russell if he would modify the motion to allow them to move the fence back two feet from the driveway.Mr. Cunningham asked if they had been to the Zoning Department to check on the location of the therapy pool. Mr. Schremser said he spoke with Zoning and he understands the pool has to be a minimum of five feet from the property line and at the rear of the property. Rear property is anything behind the main body of the house. Mr. Cunningham said that was the reason for his question; the proposed pool appears to be in the side yard and not the rear of the house. Mr. Schremser showed on the plans how it was the rear of the property. Mr. Schremser said he would verify with Zoning before they move forward but they had been very vague about his questions. Ms. King seconded the motion and the Commission voted unanimously to approve the motion.1303 Ward Avenue – Paula KendallMs. Kendall came before the Commission requesting to remove the existing wood fence and replace it with a six foot wood fence and paint in the color of Ponderosa Green. The fence will look the same on both sides. She also requested to paint her house in the colors of Iron Mountain for the siding, Doeskin Gray for the trim, and Vine Leaf for the accent color. The brick on the house will not be painted. Mr. Lowe made the motion to approve replacing the fence and painting the house as presented. Mr. Holbrook seconded the motion and the Commission voted unanimously to approve the motion.419 Eustis Avenue – Tom Austin for John & Shelia IrbyThe Irby’s were previously approved for two dormers on the addition and would now like to change it to one dormer and also add two dormers on the north and south side of the addition. When the drawings were first done for this project the roof height was not enough to allow for headroom. The existing flat roofline will be extended straight across the addition. There will be no changes to the front of the house.Mrs. Irby showed the Commission photos of some existing dormers in the neighborhood. Mr. Russell made the motion to approve the new dormers and Mr. Lowe seconded the motion. The Commission voted unanimously to approve the motion.1302 Wellman Avenue – Ruairidh CampbellMs. Campbell said she would like to replace two more windows and change the previously approved paint colors. The two windows are rotted and needs to be replaced with vinyl casement windows. Both windows are located on the side of the house. The paint color choices have been changed to Behr paint Chef White for the trim, Cordovan Leather for the door and Gobi Desert for the body of the house. Ms. King made the motion to approve replacing the windows and painting the house in the colors submitted, and Mr. Holbrook seconded the motion. The Commission voted unanimously to approve the motion.Old Business:Mr. Cunningham made the motion to approve the minutes from the September 11th meeting and Mr. Russell seconded the motion. The Commission voted unanimously to approve the minutes.Ms. Stamps asked the Commission to propose ideas to her on what they would like to accomplish as a Commission.
