In November 2012, the Portuguese city of Coimbra hosted the CIVITAS study tour on smart mobility solutions for public transport operators to showcase how public transport can contribute to improving urban mobility by implementing measures that promote smarter and more sustainable public transport. This takes place through a combination of soft and hard measures. The event took place on 8 and 9 November thanks to the cooperation between CIVITAS MODERN and CIVITAS VANGUARD. It was attended by local stakeholders representing not only the city, but also the university and a global technology, innovation and talent company, as well as a representative from the Vanguard consortium.

The study began with a visit and testing of the high tech public transport Driving Simulator, which allows for improving the training given to bus drivers and trolley car drivers. Participants were informed of technical issues by representatives of the manufacturer of the simulator (Indra) and had the opportunity to try out their driving skills in the SMTUC Training Centre. Next, participants visited the GPS/GPRS Operation Support System and Passenger Information System. The Operation Support System allows for the municipal public transport operator to track and manage its bus fleet and simultaneously offer a better service to the general public. Participants also had the possibility to take part in a demonstration of the new e-ticketing system which guarantees greater integration and interoperability of mobility products and services, as well as more opportunities for drivers to manage ticket fares.

On the second day participants visited Coimbra’s Info-mobility centre which provides information based on a set of useful web-based products for both residents and visitors wishing to travel inside the Coimbra metropolitan region in the fastest, most economic and sustainable way. The centre also concentrates ticket sales and services for all the operators in one single place. Afterwards, the study tour ended with a seminar on Hydro-electricity at the University of Coimbra. The study evaluated the possibility of generating electricity locally at the existing river dam for supplying Coimbra’s trolley car and electric minibuses.

After the study tour, the participants were asked to complete a short evaluation questionnaire about the event. All participants have filled in the forms, resulting in a response rate of 100%.

1. Programme

The study visit was developed as a one and a half day event. Presentations from local stakeholders were to be complemented by technical site visits. The detailed programme can be seen below:

The following sites were visited and discussed:

Visit and testing public transport driving simulator. The simulator allows for improving the training given to bus drivers and trolley car drivers. It lowers costs and improves results, namely by reducing the number of traffic accidents and pollution.

Visit to GPS/GPRS operation support system and passenger information system. The operation support system allows for the municipal public transport operator to track and manage its bus fleet and simultaneously offer more and better public transport information to the general public.

Demonstration of new e-ticketing system. The new e-ticketing system allows for greater integration and interoperability of mobility products and services, as well as more opportunities for drivers to manage ticket fares.

Visit the Info-mobility Centre. The centre integrates all the regional transport operators (road and rail) and provides information based on a set of useful web-based products for both residents and visitors aiming to travel inside the Coimbra metropolitan region, guaranteeing the fastest, most economic and sustainable means of travel. The Centre hosts all the regional bus operators and national rail service, allowing for the sale of tickets and services for all the operators in one single place.

Seminar on Hydro-electricity. Assesses the possibility of generating local electricity from a renewable source at the University of Coimbra. This seminar showcases the CIVITAS study for generating the electricity needed for the Coimbra trolley car and electric minibuses public transport services in the existing local river dam.

2. Presentations

Presentations were delivered by:

- Dinis Magalhães – Indra. Mr.Magalhães presented the activities of Indra and explained the workings of the public transport driving simulator.

- Luis Santos – Responsible for Studies and Projects of SMTUC. Presented Coimbra’s new e-ticketing system

- Professor Lopes da Almeida - University of Coimbra. Presented the University of Coimbra’s study on hydro-electricity and the barrier associated with it’s implementation in Coimbra.

Annex 2: Evaluation

1 Objectives

The objective of the study tour is to show other CIVITAS cities how public transport can contribute to improving urban mobility under the current CIVITAS PLUS and in CIVITAS MODERN.

2 Outcomes

The study tour proved useful for all participants, as the responses to the evaluation questionnaire indicate that all participants would recommend the study tour to their colleagues. As can be seen in Figure 1 the study tour, in all its aspects is evaluated very positively. No aspect of the study tour received any negative quotation. Both the pre-event organisation, the practical organisation of the day and all items during the study tour are evaluated positive.

Participants were also asked to indicate which parts were of most use for them. Responses vary, but items mentioned are: visit infomobility centre, visit operational control centre, and e-ticketing.

3 Transferability

The study tour has made an important impact on many of the participants. This is shown in Figure 2.

No specific comments were made here by respondents.

4 General evaluation

The content of the study tour was considered good and very good by all participants.

5 Conclusion

The study tour was a great experience that permits to delve into the several initiatives showing the efforts made by the city of Coimbra. Different aspects about smart mobility solutions in Coimbra have been touched upon and each participant took the most inspiring ideas that were also applicable to his or her own city with him or her at home.
