Fax: (541) 756-1313Superintendent Kevin BogatinJ2177443144973Business ManagerJOB DESCRIPTION The Business Manager reports directly to the Superintendent and is responsible for developing, implementing and maintaining the accounting, payroll, budget development and control, purchasing and related records management, financial tracking, reporting and forecasting revenue and expenditures, financial data processing operations, and insurance coverages (property, casualty, and general liability) for the North Bend?School District. The Business Manager is also responsible for all funds covered in the adopted budget, and all other funds, grants and monies, and serves as District’s Budget Officer, Deputy Clerk, funds investor, and custodian of funds.Essential FunctionsSupervises the fiscal operations of the school district using standard accounting and bookkeeping principles and procedures in accordance with Board polices, rules and regulations, and applicable laws.Maintains accurate, up-to-date records of accounts receivable, accounts payable, and the financial position of the school district in order to ensure that the school district is able to maintain its operations and remain within fiscal year budgets.Assists the Superintendent in preparing annual budget requests for school district operations to maintain and improve educational opportunities and all necessary support and operations.Supervise the budget development process and assures the District’s compliance with all rules, regulations, and laws governing the process.Supervise the investment of district funds according to Oregon State laws. Provides leadership in long-range financial planning to include development of local tax initiatives and strategies.Maintain a professional working environment and positive interpersonal working relationships with staff, community members, parents and students.Maintain confidentiality in all ply with all applicable district, state, and federal guidelines, policies, laws, rules and regulations.Secures an annual audit of the school district's anizes and maintains a system for accurate and complete record-keeping and reporting for all financial records as required by law.Implement strategies that respect individual differences, foster student achievement, and maintain supportive and inclusive environment.Oversee all school district purchasing, banking activities, bussing services, payroll and employee benefits programs.Establish, monitor and manage all safety and risk management policies, procedures and practices for the purpose of ensure a safe environment for employees and students in their use of school facilities and transportation, and to comply with legal requirements (e.g., OSHA and Workers' Compensation).Serve as Deputy Clerk and under the supervision of the Superintendent, organizes and establishes the budget process, including the budget calendar. Serves as Budget Officer.As the Deputy Clerk, reviews and approves all contracts with the approval/or in the absence of the Superintendent.Maintain appropriate levels of insurance to protect school district property and potential liabilities.Plan, organize, schedule, supervise/direct, screen, interview, hire, train, supervises and evaluates the work of business office team membersContinues to acquire professional knowledge and learn of current developments in the educational field by attending seminars, workshops or professional meetings, or by conducting research.Review Board policies and makes recommendations for revisions as appropriate due to changes in the law or other relevant authority.Supervise the purchasing of all capital assets, confirming Oregon procurement laws are followed.Represent the school district as necessary in off-site meetings, associations, etc.Additional DutiesPerforms other related tasks as assigned by the Superintendent. EducationBachelor's Degree from an accredited college or university, preferably in Business Administration/Accounting.MA or MS in Business Administration preferred.Experience:Minimum five (5) years direct supervision of exempt and non-exempt personnel.Demonstrated success motivating managerial staff while they plan, assign, direct, and monitor the work of subordinates.Experience in accounting procedures and budget oversight of school or public municipal financial operations or equivalent experience in a corporate setting preferred, but not required.Alternatives to the above qualifications as the Board my find appropriate and pensation:$105,000 - $130,000 based on experience. The District will “pickup” and pay the 6% employee contribution to PERS. Contribution matching money towards employee’s 403b up to $145 per month. Compensation includes District current insurance cap of $1,405 per month towards Medical, Dental, Vision, Life and disability insurances. The District will deposit $550 in a Section 125 account or HSA annually. The District will pay a $60 per month cell phone stipend.
