SALARY AND WAGES

• Salaried (exempt) employees do not receive overtime

• Hourly (nonexempt) paid employees receive overtime at the time and a half rate. Check with your department for policies regarding compensatory time.

PROBATIONARY PERIOD

• All new regular employees are subject to an initial probationary period

– six months for nonexempt employees

– one year for exempt employees

– faculty have a probationary period in conjunction with their tenure track period

• During the probationary period, a new employee may be terminated with or without cause and without recourse to the pre- and post-action grievance procedures except in cases alleging discrimination.

• Employees are encouraged to read NMSU policy 8.50 in it’s entirety to ensure a full understanding of the probationary period.

• The probationary period is essential and is used as an adjustment period for employees and supervisors.

ANNUAL LEAVE

Benefits accrue from the first day of employment

Eligibility – All regular employees (excluding 9-month faculty)

Eligible employees receive up to 22 days of annual leave each fiscal year (July – June) or 14.68 hours per month. Employees working less than 40 hours per week will have their leave prorated based on their FTE (full-time equivalency) status. Each July 1st, employees (excluding term employees and RTW retirees) may carry forward up to 30 days (240 hours) of annual leave. Any leave amounts over 240 hours will be forfeited. Term employees and RTW retirees will forfeit any unused leave at the end of each fiscal year. Leave is available for use as it is earned. Supervisors must approve the use of annual leave. Please see your department for leave request and reporting procedures. All leave records and balances are maintained online within the Banner System. If you have any questions regarding the amount of annual that is available to you, please contact your department.

Upon resignation of employment, employees (excluding term employees and RTW retirees) are eligible to be paid for up to 240 hours of their annual leave balance at their normal hourly rate.

SICK LEAVE

Benefits accrue from the first day of employment

Eligibility – All regular employees (excluding 9-month faculty, term employees, and RTW retirees)

Eligible employees receive up to 12 days per fiscal year of sick leave or 1 day per month. Employees working less than 40 hours per week will have their leave prorated based on their FTE (full-time equivalency). Each July 1st, employees may carry forward up to 100 days (800 hours) of sick leave. Any hours above 800 will be forfeited. Leave is available for use as it is earned. Please see your department for leave request and reporting procedures. All leave records and balances are maintained on-line within the Banner System. If you have any questions regarding the amount of sick that is available to you, please contact your department.

Upon resignation of employment, employees are eligible to receive payment of sick leave if their balances are between 600-800 hours at ½ of their hourly rate. The maximum amount of hours payable is 200 hours.

SICK LEAVE BANK

Benefits paid after all requirements met

Eligibility – All regular employees (excluding 9-month faculty, term employees and RTW retirees)

The sick leave bank is available to all regular employees with at least 2 years of service, who are enrolled in the long term disability plan and earn sick leave. Membership in the bank is optional, requires donating a specified number of accrued sick leave days and begins July 1st after an employee obtains 2 years of regular employment service with the university. A member who experiences a catastrophic medical emergency is eligible to apply for withdrawal of sick leave from the bank if the member has insufficient leave balances to cover the 135 calendar day waiting period required by the long term disability policy. PRE-TAX PREMIUM PLAN

The Pre-Tax Premium Plan is offered to all NMSU employees enrolled in the NMSU Medical, Dental and Vision plans. The Pre-Tax Plan allows employees to have their medical, dental and/or vision premiums (excluding domestic partner portions of the premium) deducted from their salaries before income taxes are calculated. By using the pre-tax method for premium payments, employees can reduce their taxable income, and through tax savings, lessen the impact of insurance costs on their spendable income. Once pre-tax is opted, it will automatically apply to medical, dental and vision premiums.

Once enrollment in the Pre-Tax Premium Plan is completed, the Plan remains in effect during the employee's entire employment at NMSU:

1. unless cancelled during the annual enrollment period, or;

2. if a participant to makes a mid-year election change in response to a change in status only if the election change is "on account of and corresponds with a change in status that affects eligibility for coverage under an employer's plan."

Employee Advantages

• The employee does not pay federal income tax (and in most cases state income taxes), or Social Security and Medicare taxes on the pre-tax contribution amount.

• Some states may base unemployment compensation and worker’s compensation taxes on the employee’s pay after pre-tax contributions.

Employee Disadvantages

• An employee’s Social Security benefit may be reduced due to the reduction of the employee’s compensation that is considered for calculating a Social Security benefit.

• Elections may only be revoked during a plan year due to a change in status or other changes permitted under the Treasury Regulations.

Employees may want to consult with a tax advisor prior to making changes to the pre-tax or post-tax election.

Dental insurance is available to eligible Employees and dependents. The dental plan is a PPO program through the State of New Mexico which provides coverage at 100% of the scheduled fees for preventative and diagnostic care not subject to the deductible. After meeting a $50 deductible ($150 maximum per family), other dental services are covered at a percentage of the scheduled fees. The maximum paid by the plan, per calendar year, is $1,750 per covered person. Orthodontic coverage is also included up to $2,000 lifetime maximum per covered child and $1,750 lifetime maximum per covered adult. Please note: If employees do not sign up during initial eligibility period, there is no late enrollment available. Enrollment for Dental is available every two (2) years or when a qualifying event occurs. Please see Dental Summary Plan Description for details.

The amount of coverage is equal to two times the Employee salary, rounded up to the next highest thousand. The Group Life maximum benefit is $75,000. This benefit includes an accidental death and dismemberment benefit equal to the life insurance policy. The total cost is 24¢ per $1,000 of coverage. VOLUNTARY LIFE INSURANCE with AD&D – Dearborn National Life Insurance Company

Voluntary life insurance is available for eligible Employees and dependents. AD&D Life insurance must be elected in order to enroll in Voluntary Life insurance. Premiums are paid 100% by the employee through payroll deduction. Premiums are based on age. New Employees may elect up to $200,000 (guaranteed without completing a statement of health for newly hired employees within 31 days of employment). Maximum allowed is $600,000 for employee coverage. For newly eligible spouses or domestic partners, the lesser of employee elected amount or $50,000 is guaranteed without completing a statement of health. Spouse/Domestic Partners may elect up to the lesser of employee elected amount or $100,000 maximum in increments of $10,000. Dependent children have two options for coverage: Option 1 - $1,000 for birth to 6 months of age and $5,000 for 6 months to 26 years of age, or Option 2 - $2,000 for birth to 6 months of age and $10,000 for 6 months to 26 years of age. Accidental death and dismemberment life insurance is available to eligible Employees and their dependents. Voluntary Life insurance must be elected in order to enroll in AD&D Life insurance. Premiums are paid 100% by the employee through payroll deduction. Coverage ranges from $20,000 to $250,000. Family coverage can be purchased. Dependent coverage is a percentage of the Employee’s elected amount, with a $25,000 maximum per child. The total cost is .021¢ for $1,000 of coverage for Employee only option. Long-term disability insurance is available to eligible Employees. The plan pays up to 60% of the Employee’s base monthly salary up to a maximum of $5,000 per month. All benefit payments are offset by benefits from other public sources. There is a 135-day waiting period before benefit payments begin, provided a claim has been submitted and approved by the carrier. The total premium is 14¢ per $100 of coverage, with a maximum monthly coverage of $8,333.33 ($100,000 per year). CRITICAL ILLNESS – AFLAC

Critical Illness insurance is available to eligible employees and their covered dependents. The plan pays a lump sum benefit upon initial diagnosis of a covered critical illness. Employee coverage is available as $10,000 or $20,000 payment. Spouse/Domestic Partner coverage is 50% of the employee coverage. Premiums are based on age and tobacco use. LONG TERM CARE – Genworth

During the new hire enrollment period, employees working 30 hours per week or more and under age 66 may enroll with no medical underwriting. Newly hired employees working 30 hours per week or more and aged 66 through 69 may apply for coverage with streamlined underwriting. Eligible employee spouses, aged 18 through 65, may also apply with streamlined underwriting during this period. Employees working 20-29 hours per week, employees aged 70 or older, existing employees outside of the new hire enrollment period and other eligible family members may apply for coverage at any time, but must undergo full medical underwriting and be accepted by the insurer to be issued coverage.

Two flexible spending accounts are available to eligible employees and their covered dependents. The plan year begins January 1st and end December 31st. All eligible expenses must be incurred during the plan year. You must use all the money in your account by the end of the plan year. According to IRS guidelines, any money left over in your account at the end of the year will be forfeited. However, you have 90 days after the plan year to file a claim for reimbursement of eligible expenses incurred during the plan year. Please see the Flexible Spending Account booklet for plan details.

Healthcare - Employees may elect up to $2,500 per plan year on a pre-tax basis. Elections may be used to reimburse Employees’ out of pocket medical, dental and vision costs. Items eligible for reimbursement include, but are not limited to, co-pays, deductible amounts, and co-insurance amounts. Enrollment is not permitted for employees enrolled in a Health Savings Account.

Dependent Care - Employees may elect up to $5,000 per plan year on a pre-tax basis. Elections may be used to reimburse Employees out of pocket dependent care expenses. Expenses that the Internal Revenue Service allows you to be reimbursed through the Dependent Daycare Account are generally those expenses that are tax deductible on your income tax return. A child under the age 13 whom you are entitled to claim as a dependent on your income tax return, or a spouse or other tax dependent who is physically or mentally incapable of caring for himself or herself. If married, both spouses must be working or going to school while the dependent is receiving care. If the care is provided by a dependent care center, the center must comply with all applicable state and local laws and regulations. Before and after school care for children from kindergarten to age 13 is eligible. Summer day camp (does not include overnight camp) may also qualify for reimbursement.

NM EDUCATIONAL RETIREMENT PLAN – New Mexico Educational Retirement Board

Eligibility –employees working 10 hours per week (.25 FTE) or more (excluding graduate assistants and student employees)

Participation in the NM Educational Retirement Plan is required of eligible employees. Employees earning more than $20,000 (on a full-time annualized basis) contribute 10.1% of gross salary by payroll deduction and the university contributes 13.15%. Employees earning $20,000 or less (on a full-time annualized basis) contribute 7.90% of gross salary by payroll deduction and the university contributes 13.15%. Employees hired on or after July 1, 2013 may retire when ONE of the following conditions are met: 1. age 67 with 5 years of service; or 2. when age plus years of service equal 80 – penalty if under age 65; or 3. Thirty years of service – penalty if under age 55. The annual retirement benefit is calculated by multiplying the average salary for the highest five consecutive years of employment times the years of service times .0235. The annual benefit is equally divided over 12 months for life. Options for spousal continuation of the monthly benefit are available.

NM ALTERNATIVE RETIREMENT PLAN – TIAA-CREF AND FIDELITY

The New Mexico Alternative Retirement Plan is an optional defined contribution retirement plan available to faculty and certain non-faculty employees who have never contributed to the New Mexico Educational Retirement Plan. Please contact the individual carriers for plan details.

Participants contribute 10.1% of gross pay, pre-tax, and the university contributes 10.15% to the carrier. Eligible employees have 90 days from the date of hire to exercise this retirement option. Once participation has been elected, the participant cannot change their election, except as stipulated below.

Employees that choose participation in the Alternative Retirement Plan will have a one-time opportunity to change to the Educational Retirement Board plan after 7 years of contributions to the ARP. Employee’s interested in changing to the ERB plan after 7 years should contact the Educational Retirement Board.

The tax sheltered annuities, also known as 403(b)’s, and 457 Plans are available to eligible employees. These plans allow employees to contribute additional funds for retirement savings on a pre-tax basis. Contributions are made by employees only; no contributions are made by the university to these plans. A list of vendors for these plans is available online at the NMSU benefits website. The minimum contribution is $15.00 per month. The maximum contribution varies by employee. Maximum contributions for these types of retirement plans are set each year by the IRS. WORKERS’ COMPENSATION INSURANCE – State of New Mexico

Benefits are effective the first day of employment

Eligibility – All employees

All employees are protected against on-the-job injuries or occupational diseases. Benefits include medical, surgical, prescription expenses paid and 66 ⅔ of the weekly base salary paid after a 7 day waiting period. Employees are allowed to use annual leave or sick leave to make up the difference in pay to receive a full paycheck. Benefits are paid until the employee returns to work. The university has specific providers for this program. Please report all injuries or illnesses related to your job within 24 hours. If the injury or illness warrants immediate attention, go to the nearest Emergency Room; otherwise, please report to the Campus Health Center for treatment.

ADDITIONAL BENEFITS AND SERVICES

New Employee Orientation – Available to new regular employees to provide explanation of benefits and enrollment. Orientations are held twice a month. More information is available at the following site:

Tuition Waiver – Regular employees who work 20 hours (.5 FTE) or more per week are entitled to take up to 6 credit hours per semester and 8 credit hours each summer without tuition charge. Courses are available to spouse if the employee does not use all the tuition and free credit hours. Courses may be subject to taxation. Additional fees and books are not included in this benefit. Participation in this program requires completion of an online tuition waiver each session the benefit is to be used. Please refer to the NMSU Policy Manual for more details.

Dependent Children Rate – A reduced tuition rate for dependent children of regular employees is available. Regular employees who work 20 hours (.5 FTE) or more are eligible. Participation in this program requires completion of an online tuition waiver each session the benefit is to be used. Photo Identification Card for All Employees – Employees have their pictures taken and ID cards are issued at the Corbett Center ID Card Services office. ID cards can be used to make on campus purchases through a debit or credit money card program. For more information, please call 646-4835.

Campus Health Center – A medical clinic on main campus available to all regular employees, regardless of coverage through the medical program. Dependents of regular employees are covered if they are covered on the NMSU medical plan. Visits to the Campus Health Center are not recorded against annual or sick leave. Employee Assistance Program – NMSU offers a program to assist employees who are faced with personal problems, which materially affect work performance. The Employee Assistance Program (EAP) is an employee benefit administered by the Counseling and Student Development Center and located at Employee Health Services, Genesis Building C. The following are a summary of services provided by EAP:

• Provides confidential counseling and consultation services to any NMSU employee experiencing personal and or work related problems.

• Provides consultation for supervisors concerning identification and intervention with employees who are experiencing personal and or work related problems.

• Provides educational seminars on stress management and other topics pertaining to employees' well-being.

• Provides mediation to resolve workplace conflict.

• Acts as a referral service for employees who are experiencing issues with Alcohol/Drug Abuse. Services provided for drug and alcohol awareness, assessment, and referral are in accordance with provisions stipulated by Federal Drug-Free Workplace, Drug-Free Work Force, and Drug-Free Schools and Communities legislation.

AggieFit – Employees who purchase an AggieFit membership enjoy access to the Activity Center and Natatorium, group fitness, and intramurals. For full membership details and enrollment information visit

Golf Course Facilities - NMSU has an 18-hole golf course located directly across Interstate 25 from the main campus. Regular employees are eligible for a reduced green fee membership at the University Golf Course.
