March 2nd, 2020Mayor Jody Brozik called a meeting of the Winner City Council to order at 6:30PM on March 2nd, 2020 at the Council Chambers located at 325 S. Monroe St. Councilmen attending were Baker, Clay, Meyer, and Sherman; Klundt was excused absent. Also attending were City Attorney Amanda Work, Public Safety Commissioner Paul Schueth, and Finance Officer Chandra Weidner.The meeting was opened with the Pledge of Allegiance. Ms. Curtis explained that she felt there would be a real concern for the children in our community, a rate of crime increase, and our schools would be impacted with high needs students. She asked the council to look into “Bunkers Board for Extraction”. Another member of the community asked what the next steps for this campground would be. The Mayor explained that the people proposing this have not addressed the City since the last meeting. The City in unsure where they are at in their process. If the proposed developer would want to build in City Limits, they would have to go to planning and zoning. At that time, planning and zoning would have a public hearing.Public Safety Commissioner Paul Schueth gave his report; the jail expansion is going well. He spoke about the amount of calls that the corrections department has incoming daily. His retirement party will be March 6th from 2:00pm-5:00pm at the Law Enforcement Center. Finance Officer Chandra Weidner gave her report; informed the council that there are several good articles in the SDML magazine about child labor laws and locally electric utility companies. Motion by Clay second by Meyer to award the 2020 Leahy Bowl Concession stand bid to Winner Baseball Association in the amount of $1 and $4,879 of “in Kind” equipment costs; roll call Baker Aye, Clay Aye, Meyer Aye, Sherman Aye; motion carried 4-0.Motion by Baker second by Sherman to deny any Airport Hay Land Bids; roll call Baker Aye, Clay Aye, Meyer Aye, Sherman Aye; motion carried 4-0.Motion by Sherman second by Baker to approve the 2019 New Holland Boomer 55 utility Tractor Bid; Mayor Brozik explained that PWD Kruger does not recommend accepting the bid as he feels The City could get a better price at Auction; motion died.
