CITY OF BOWDLEREGULAR MEETING MINUTESOctober 5, 2020Mayor Rick Boschee called the meeting to order at 7:00 PM with those present reciting the Pledge of Allegiance. The following council members were present: Gary Frankfurth, Rex Gab, Mike Gunderson, DJ Hardison, Erick Bieber, and Amy Kappenman. Motion carried.AMKO Advisors representative, Mark Deraney addressed the council with an option for refinancing the 2010 USDA project. Given the current interest rates, he projected a savings to the city. The council agreed to authorize AMKO’s putting together an offering package for the city, with the absolute understanding that there would be no cost or obligation on the part of the city. With no further business, Deraney left the meeting at this time.Cindy Lowens requested clarification from the council concerning her property on 5th Avenue and the existence of an alley. There is none. With no further business, Lowens left the meeting at this time.Rodney Schlecht was asked about a car parked near the shop. He reported it had been donated for the Fire Dept. Jaws of Life practice/demonstration, and would be removed after utilized for such.CFO, Brooke Heilman, presented the Bowdle Healthcare August Financials. They were reviewed by the council. It was noted that a profit was shown for the both the hospital and long term care facility. CEO Kleffman gave the statistical report for the facility, indicating it had been a stronger month. Schlecht left the meeting at this time. Motion by Gab, seconded by Hardison to approve the following new hires: Amber Shaykett, LTC Activites moved from PT w/benefits to full time, $12.00/hour; Doria Hirsch, Hospital, moved from PRN to full time, $29.50/hour; Maria Michelle Hirsch, LTC, Cert Med Aide, NA, full time; NA-$12.00/hour, Med Aide-$13.50/hour; Rachelle Oreshko, LTC NA, full time, $12.50/hour. All present voted yes. Motion carried. Mayor Boschee welcomes them to the facility. Kleffman reported the following changes in personnel: Terminations-Heather Sodermanns, LTC CNA, and Amanda Borchert, LTC LPN. Wage Increases-Marsha Vetch, 25 year increase to Hosp CNA-$15.05, Surg Tech-$16.58, LTC CNA-$18.05.Kleffman presented the policy, Use of Abbott BinaxNOW COVID-19 Ag Card and the AIRVO-2-Heated High Flow Oxygen Therapy Policy. Motion to approve was made by Gunderson, seconded by Kappenman. All voted yes. Motion carried.Kleffman reported that there has been a slowdown of new Covid cases within the facility, however testing continues at the facility on a bi-weekly basis for all patients and staff at this time. The facility will be utilizing Covid funding for installation of plexi-glass barriers in reception and nurses station areas as well as automatic door openers for therapy and ER entrances. They will also be looking at improvements within the ventilation system. As CDC and SD Dept. of Health guidelines change, Kleffman indicated the Bowdle Healthcare facility policies, including visitation policies, will be reevaluated.Kleffman requested the council go into Executive Session for personnel matters. Hardison made the motion, seconded by Gab to go into executive session at 7:50. All voted yes. Motion carried.The council came out of Executive Session at 8:59. Kappenman reported that as the governing body of Bowdle Healthcare Center, the council is committed to offering employees competitive compensation, which includes salary and benefits.? In making the decisions regarding the wage scale and any salary increases, the Council reviewed the 2020 South Dakota Health Care Association, specifically Critical Access Hospital wage information, and the South Dakota Association of Healthcare Organization wage surveys.? Based upon this guidance, Kappenman moved to adjust the wage scale as recommended and to implement a 1% raise for all employees except those that will have their wage adjusted per the new wage scale and those that recently received a wage adjustment, with the wage scale and raise going into effect October 18th. Seconded by Gab. All voted yes. Motion carried. Heilman, Kleffman, and Hoffman left the meeting at this time.The donation to Santa Night was discussed. It was agreed to give the same as the previous year. A $250 donation will be made to The Gold Club for making the sacks for Santa Night. The Council appreciated the recognition the Gold Club gave with the label/sticker attached to the bags recognizing the groups and organizations who contributed to the project, and encourages the group again give recognition to those donating. Thank you to the Gold Club for coordinating this project.The Pride of the Prairie contacted the City Council for submitting advertising or a welcome in the upcoming Hunter Edition. Motion by Gab, seconded by Gunderson, to spend up to $130 for a banner ad welcoming and encouraging support of local business. All voted yes. Motion carried.With regard to Main Street, two topics were discussed: the deterioration of the facade wall to the west of CJ’s and the condition of the 13 planter containers. The BEDC will be contacted to address possible wall options as that was a BEDC project initially. Walz Auto submitted a bid for repainting of the planters at a cost of $30/planter. Motion by Gunderson, seconded by Kappenman to accept the bid. All voted yes. Motion carried. The criteria for transferring of wine license was discussed. There is no limit on the number of wine licenses that can be issued in the community. The annual cost of a wine license with the State of SD is $500. Licenses can be transferred between agreeing parties, however a public hearing with a minimum 7 day notice, must take place before the transfer can be finalized. There is also a hearing requirement with all new licenses.F/O presented the August Statement of Accounts and Monthly Receipts and the Year to Date Budget Worksheet and the Water Usage and Loss report. The reports were reviewed by the council.Council gave second reading to Ordinance #2020-01, An Ordinance in Revision of the Ordinances of the City of Bowdle. Motion to approve was made by Gunderson, seconded by Hardison. All voted yes. One tablet was available for council members to examine. Covid funds will also reimburse Covid meeting costs, PPE and disinfecting supplies, and the acquisition of Internet for the Fire Hall.This year drive up flu shot clinics are being conducted. All were encourage to take advantage of this opportunity.The next regular council meeting will be held on Monday, November 2, 2020.
