A Regular Meeting of The Mayor And Borough Council of The Borough Of Glen Ridge was held on Tuesday, June 12th, 2007 in the Council Chamber of The Municipal Building, Glen Ridge, New Jersey at

7:30 p. m.

Mayor Bergmanson led The Council and the citizens in attendance in a Salute to the Flag.

Mayor Bergmanson read a prepared statement that adequate notice of this meeting had been provided to the public as required by statutes.

Present: Mayor Bergmanson, Councilpersons Sachs, Brewster, Baker, Seyffarth, Lisovicz and Dawson.

Absent: None.

The following Borough Officers were in attendance: Acting Borough Administrator Zichelli, Borough Attorney Malyska and Public Safety Director Magnier.

The Minutes of the Regular Meeting that was held on May 22nd, 2007 were approved as submitted.

Acting Municipal Clerk Zichelli presented the following written communications:

A letter to Mayor Bergmanson from Samuel A. Delgado, Verizon, Community and Stakeholder Affairs advising that the Callahan Center for Distance Learning at their Newark office is now open and that community and educational groups can use the facility for a meeting space with the latest in video-conferencing technology free of charge. Mayor Bergmanson ordered that the correspondence be filed.

A letter to Mayor Bergmanson and the Borough Council from Elisabeth Ginsburg, President of The Glen Ridge Board Of Education, regarding a recent bank robbery in Montclair that involved the Glen Ridge Police Department. Mayor Bergmanson ordered that the correspondence be filed.

A letter to Administrator Rohal from Public Safety Director Magnier responding to the concerns of Mrs. Ginsburg as stated in the previously read letter. Mayor Bergmanson ordered that the correspondence be filed.

A letter to Administrator Rohal from Ms. Elizabeth Cran regarding illegal immigration and voicing her opposition to amnesty and the immigration bill. Mayor Bergmanson ordered that the correspondence be filed.

A letter to Mayor Bergmanson and the Borough Council from Pat Jackson of 235 Forest Avenue, Glen Ridge requesting permission to close Forest Avenue from Cambridge Road to Avon Terrace on July 4th for the purpose of conducting their annual neighborhood block party. Mayor Bergmanson referred the correspondence to the Public Safety Committee.

A letter to Mayor Bergmanson and the Borough Council from Jill

and Geoff Gimber of 6 Tuxedo Road, Glen Ridge requesting the re-paving Tuxedo Road and stating that the street bleeds tar in the summer sun. Mayor Bergmanson referred the correspondence to the Public Works Committee.

Mr. Patrick Pignatello of 277 Baldwin Street, Glen Ridge reported on the current drainage conditions at the Ridgewood Avenue Middle School.

Mr. Eric Goldman of 25 Lorraine Street, Glen Ridge stated that any resolution regarding Hurrell Field should be delayed until community support is achieved.

Ms. Kit Schackner of 92 Carteret Street, Glen Ridge stated that more outreach is needed and questioned whether this is what the community wants.

The members of the Council discussed the pros & cons and the publics perception of the project.

Mr. Michael DePhillips of 300 Forest Avenue, Glen Ridge stated that the condition of the fields needs to be addressed and he asked the members of the Council to please move forward.

Mrs. Julia Roberts of 525 Belleville Avenue, Glen Ridge questioned the Council as to why artificial turf was back on the table and she stated that there is a lack of public awareness on this issue.

Mr. Bob Salvatelli of 25 Hawthorne Avenue, Glen Ridge stated that he believes the artificial turf issue is up for grabs.

Mr. Nicholaas ten Velde of 138 Essex Avenue, Glen Ridge, discussed the fields issue and his feeling that all Borough programs should be downsized.

Mr. Eric Goldman stated that the members of Glen Ridge Votes are asking for immediate action on this issue.

Mr. Nicholaas ten Velde discussed the Glen Ridge Seniors and the DVD player at the Community Center. Mr. ten Velde voiced his concerns about staffing and operations at the Freeman Tennis Courts.

Mr. Michael DePhillips reported that maintenance issues at the fields are a priority and that a solution to this problem is needed very quickly.

Mrs. Julia Roberts voiced her concerns regarding tennis court staff.

Mr. Nicholaas ten Velde voiced his concerns regarding numerous pot holes on Borough streets.

Mayor Bergmanson thanked the County Clerk’s employees for coming to Glen Ridge with their satellite office and providing passport services in Borough Hall to our residents.

Mayor Bergmanson suspended the Regular Order Of Business to accommodate a Public Hearing on the prequalification for Municipal Building improvements.

Planning And Development Director Zichelli reported that this hearing was part of a prequalification process.

With no comments forthcoming Mayor Bergmanson resumed the Regular Order Of Business.

Councilperson Sachs reported that he has Ordinance No. 1474 entitled:

AN ORDINANCE REGARDING SALARY

INCREASES AND FEES

for introduction. The Ordinance title was read by Councilperson Sachs. It was moved by Councilperson Sachs, seconded by Councilperson Brewster that Ordinance No. 1474 be passed on first reading. The Motion was adopted by an aye and no vote; Councilpersons Sachs, Brewster, Baker, Seyffarth, Lisovicz and Dawson voting aye and noes none. Mayor Bergmanson referred the Ordinance to Municipal Clerk Rohal for the purposes of statutory publication and posting.

Councilman Dawson thanked the Public Works crews for their efforts, above and beyond the call of duty, on the installation of a fence at the pool and thereby allowing the pool to open on time.

Councilwoman Brewster presented the monthly reports for the Department Of Public Safety for the months of March and April. Mayor Bergmanson ordered that the reports be filed.

Councilwoman Brewster reported that the Public Safety Committee met on June 11th and that the Committee discussed the on-going problem of graffiti in the area of Benson Street. Councilwoman Brewster announced that the Committee if very interested in public input and info regarding graffiti and she urged all residents to call the police to report graffiti.

Councilperson Brewster reported that she has Ordinance No. 1475 entitled:

AN ORDINANCE REGULATING THE PLACEMENT

OF NEWSPAPERS ON PRIVATE PROPERTY

for introduction. The Ordinance title was read by Councilperson Brewster. It was moved by Councilperson Brewster, seconded by Councilperson Sachs that Ordinance No. 1475 be passed on first reading. The Motion was adopted by an aye and no vote; Councilpersons Sachs, Brewster, Baker, Seyffarth, Lisovicz and Dawson voting aye and noes none. Mayor Bergmanson referred the Ordinance to Municipal Clerk Rohal for the purposes of statutory publication and posting.

Mayor Bergmanson urged all residents that are receiving the Star Ledger “flyer” to call the phone number on the newspaper bag if they do not wish to continue to receive the advertisement.

Councilwoman Brewster reported that these flyers are ending up in the streets and ultimately in the storm sewers if they are not picked up by the residents.

Mayor Bergmanson stated that once this Ordinance is adopted it will require that these newspapers be placed within three feet of the mail box.

Mayor Bergmanson also reported that he has met with Bloomfield representatives and attorney’s from the Star Ledger on the issue of this unsolicited litter.

Councilwoman Baker reported that effective immediately the Borough’s website will carry alerts to advise the ridership of any changes in the jitney and N.J. Transit schedule or bus break downs, etc.

Mayor Bergmanson once again urged all residents to go to the Borough’s website and register to receive these alerts and other important instant messages.

Councilwoman Baker stated that she is pleased to report that the Borough Council is re-instituting the Environmental Advisory Committee to research possible environmental initiatives.

Councilman Lisovicz reported that the Citizens Advisory Committee will be making their recommendations to the Parks And Recreation Committee when they meet on June 21st.

GLEN - BRIDGE PROJECT – CHANGE ORDER

Code Enforcement Officer, Zichelli advised that the change order was needed because the state changed the bid specs for the bridge replacement.

Acting Administrator Zichelli reported that the Borough’s Code Enforcement Officer is out inspecting properties in the Borough for property maintenance violations and he urged everyone to be sure their lawn is cut.

Public Safety Director Magnier reported that the Public Safety Department has sent a broadcast email to all Borough subscribers advising of the dangers of illegal fireworks.
