Wells Recreation Ground Trust: Local Consultation Brief, The Bishop’s BarnTask Summary: Wells Recreation Ground Trust have just been successful in a ?9,300 grant from Heritage Lottery Fund to develop The Bishop’s Barn in Wells. They are seeking to appoint an appropriate consultant to scope and measure the market for community activity in Wells.The Trust is a charity and freeholder of the Bishop’s Barn and the Wells Recreation Ground which were given by two covenants to ‘the people of Wells’ in the 1880s. In addition, the Bishop’s Barn is a Scheduled Ancient Monument.Objectives of the BriefThis brief sets out the objectives for scoping current community and hire activity in Wells, anticipating potential growth areas and exploring social and cultural opportunities that are currently under-resourced or lacking in the area.We are seeking an analysis of the existing market in Wells – this information will form a crucial component of developments to the barn in terms of developing design, activity plans and establishing costs.As part of this brief it is anticipated that financial benchmarks and comparisons will be analysed alongside an indication of infrastructure comparisons and overall organisation size.Outcomes from the Brief?Provide a comprehensive list of venues to hire in Wells – their capacity, staff structure, hire costs, key features and marketing costs. Explore benchmarking the Bishop’s Barn and any potential programme in-line with these activities. (2.5 days)?Provide an analysis of the scale and scope of community and artistic provision in Wells exploring health and wellbeing activities, cultural events, classes, workshops and training activities, wedding hire, local festivals and general community and conference hire. (3 days)?Explore current ‘gaps’ in the market in Wells and key issues identified in our community survey such as provision for teenagers, young children and to combat isolation. In-line with the Neighbourhood Plan for Wells identify potential areas for growth – analysing new trends in Wells that may impact on the local market. Particular focus on outcomes for teenagers and under 5s provision. Our recent survey gives some clear indicators about things the community wants to build on: only 6% of people who have responded to the survey so far rated provision for under 5s in Wells ‘Good’ or ‘Outstanding’ and 91% of people felt that provision for teenagers was ‘Poor’ or ‘Needs Improvement’.Research to involve an Early Years & Teenagers: Roundtable Discussion - exploring best practise in other areas and local partners such as Better Play Wells, The Square Wells, Somerset Skills and Learning, Somerset Libraries, Wells City Council, Mendip District Council, School Council student representation, local education and childcare representatives parents, WRGT Trustees (2.5 days)Background information1.1 The Wells Recreation Ground Trust is responsible for the Bishop’s Barn and Wells Recreation Ground in Wells, Somerset.1.2 The barn is a fifteenth century stone building originally a Great Barn within the Bishop’s home farm and used for the threshing and storing of grain. The barn has been designated a Scheduled Ancient Monument and any works require consent from Historic England. Today, the barn is hired out for a range of community activities and events. The recreation ground was gifted by Bishop Hervey to the people of Wells in 1887 to celebrate Queen Victoria’s silver jubilee. It provides a play area, band stand, toilets, bowling green, informal kickabout area, junior football pitch, as well as open grassed areas and ceremonial planting.1.3 After local government re-organisation in 1974, Mendip District Council became the statutory successor and sole trustee of the Wells Recreation Ground Trust. In 1982, the Trust was registered as a charity and in 2013 it became unincorporated. The charity’s registration number is 284947.1.4 In accordance with the two conveyances there are two sides to the Trust’s assets. The East Side including the Bishop’s barn is unrestricted and can be used to raise income for the Trust. The West Side is restricted and there is no flexibility in how this can be used, i.e. it must remain a recreation ground.
