We understand that African farmers need uniquely African solutions designed to meet their specific environmental and agricultural needs so they can sustainably boost production and gain access to rapidly growing agriculture markets.Our MissionAGRA’s overall goal is to catalyze and sustain an inclusive agricultural transformation in Africa to increase incomes and improve food security of at least 30 million smallholder farming households in Africa with a set of targeted catalytic downstream and systemic investments coupled with government engagement made through its alliance of partners. AGRA’s strategy going forward will see it grow into more countries who will be at the frontline in the delivery of key AGRA interventions at country and regional level. With this wide geography comprising over 25 Nationalities from different backgrounds and sectors, AGRA would like to have a unified yet country-relevant compensation and benefits structure that would attract, motivate and drive performance of its talent.Objective of the consultancy:AGRA seeks to procure the services of a specialized consulting firm with adequate capacity & expertise to undertake a review of the compensation and benefits structure across the key AGRA countries namely Kenya, Tanzania, Rwanda, Ghana, Mozambique; and also potentially in other countries where AGRA is hosted by other institutions namely: Nigeria, Mali, Burkina Faso, Malawi, Uganda and Ethiopia. The overall objective for this consultancy will be: -Be legal: Compensation must be consistent with specific country laws where AGRA operates.Be adequate: Compensation must be large enough to attract qualified employees to join the organization and stay.Be motivating: The compensation package should provide sufficient incentives to motivate employees to perform efficiently.Be equitable: The employees should feel that their compensation is internally equitable relative to other employees in the organization and externally equitable relative to employees doing similar work in other organizations. The compensation should also factor in differences between local hires and expats and ensure they are equitable and reflect best practice.Provide security: Employees like to feel that their monthly income is secure and predictable. They need to feel that their pay is somewhat insulated from changes in employment, profitability, individual performance, and personal health.Be cost-benefit effective: The organization must administer the compensation system efficiently and have the financial resources to support it on a continuing basisScope of WorkThe appointed Firm will be expected to undertake the following tasks: Connect internal and external remuneration and people data to gain insights into the relationships between organizational priorities, reward, and employee preferences for the 5 priority markets (where AGRA is not hosted) of Kenya, Ghana, Mozambique, Tanzania and Rwanda.Conduct an internal comparative pay analysis on AGRA’s remuneration data to assess internal equity considering variables such as hierarchical levels, criticality of roles and departmental functions.Conduct an internal perception study to understand how AGRA’s reward system aligns with employee expectations and supports business goals.Benchmark AGRA’s current pay practices (all pay elements) against the prevailing general market and provide a comprehensive analysis on external competitiveness.Consider and provide insights on leading global practices in total rewards including agile rewards as well as managing rewards in volatile times Create a reward philosophy based on the current state and the desired state, while clarifying strategic intent of reward in the organization, developing guiding principles and identifying target positioning of pay aggregatesBased on guiding principles, develop competitive, equitable and defensible base pay structure indicating the minimum, midpoint and maximum pay levels. This will provide AGRA with a framework for pay, which can be used for both internal movement as well as attracting talentTo align with the reward framework, provide recommendations on other and elements and pay aggregates (prevalent allowances, benefits and fixed annual remuneration)Create the solution detail, as well as supporting guidelines and communications required, including impact analyses and cost plans as requiredConsultant Qualification Requirements AGRA is looking for a recognized and experienced firm with relevant and demonstrated professional experience in conducting similar assignments. Strong international comparative experience in the field of talent, compensation, benefits, reward and incentive structures.The team leader for this assignment must have demonstrable solid experience in leading and executing similar assignments.Sound knowledge and awareness of issues related to AGRA’s work & mandate.Experience using a range of qualitative evaluation methodologies to assess reward structures across multiple countries and geographiesDemonstrated capacity for strategic thinking, and excellent analytical and writing skills.Strong task management and team leading competencies.Language skills relevant to the evaluation. Technical and Financial proposals shall be submitted as separate documents. Financial proposals will not be opened until the conclusion of the technical evaluation. Only financial proposals of consultants meeting a minimum of 75% of technical score shall be opened. The Financial proposals shall include all applicable taxes quoted separately. If taxes are not mentioned in the financial proposal, AGRA shall consider them to be inclusive in the prices provided.
