2020 Handbook/Policy Agreement

Welcome to Tiny Blessings Day Care & Learning Center!

We are very excited for your family to grow with us.

INTRODUCTION

Tiny Blessing has been open since 2005 providing a loving, nurturing Christian environment to children from ages 6 weeks to 12 years. We are a combination of five church families who wanted an outreach for the community to provide a quality setting for the children to learn through a caring, fully trained staff. Their hopes are that the children would lead their families into the church and learn about the gospel of Jesus Christ.

CENTER’S MISSION STATEMENT

Our objective is to provide a safe and loving place for your child to grow, as well as to develop socially, emotionally, intellectually and spiritually. It will be done in a nurturing, positive Christian environment.

1. We believe our environment is dedicated to a home-like atmosphere where children feel comfortable and secure in Christian surroundings.

2. We believe that all children have the right to develop to their maximum abilities and teachers have the responsibility to provide a variety of opportunities for this development to occur. 

3. We believe we are committed to following the guiding principles of early childhood development by planning activities that meet all areas of growth and development needs of differing children.

4. We believe every child is an individual with their own unique interest, gifts, talents and abilities. We hope by treating every child with love, acceptance and respect they will learn to love another with the same love, acceptance and respect.

5. We believe that education is a partnership between parents and teachers based on open communication and mutual respect.

6. We believe every family’s culture, beliefs, goals and concerns have value and we use them to create the ideal place for every child to learn and grow.

7. We believe in the importance of maintaining on-going communication via phone, emails, and personal discussions as well as providing our families with daily notes, monthly newsletters, monthly calendars and/or family conferences throughout their child's early childhood instruction to discuss individual concerns and child assessments to maintain the parent-teacher relationship.

8. We believe in providing our children with a warm and nurturing staff through teachers that are experienced and knowledgeable of early childhood education and receive comprehensive ongoing professional development. We work collectively to create engaging activities for all children.

9. We believe in including multidisciplinary experiences including: children's literature, dramatic play, arts and crafts, music and movement, science discovery and nature, cooking and other sensory activities. Curriculum is based on guided discovery and hands-on learning.

10. We believe daily schedules are to be consistent and predictable, yet flexible to meet individual needs while embracing every day experiences to prepare them for school.

CODE OF CONDUCT

At Tiny Blessing Daycare and Learning Center, we strive to provide a safe, caring, learning environment for children, staff and families.  We believe in the equality and respect in diversity.

The following people are expected to behave in a respectful manner and comply with this code of conduct: This list includes, but is not limited to:

The purpose of this policy is to provide a school environment that is conducive to learning. The underlying belief of this policy is that all children have the right to be educated in a safe and nurturing environment. Therefore, violations of these rights and violations of the atmosphere which supports sound education will not be tolerated.

Tiny Blessings Daycare and Learning Center hereby adopts this policy of zero tolerance for tobacco, drug, alcohol, weapons and violence in or on the premises of this school. The policy provides the power for directors to address potentially dangerous situations. It sets the tone for all to understand that weapons, violence and drug use is not tolerated and will not be allowed at the Tiny Blessings facility.

Tiny Blessings Daycare and Learning Center is a designated NO SMOKING AREA. Smoking is prohibited anywhere inside or outside this building during operational hours. This is a health and safety issue.

1. ABSENCES

a. No credit days will be given for sick days. You are responsible and must pay for any days your child is not attending (illness, extra vacation days, visitations, etc.) This holds a spot when your child returns. We require parents to give a written notice two weeks prior of their vacations.

b. Tiny Blessings has the right to withdraw your child for absences lasting more than TWO consecutive weeks without any notice of absence from the parent.

2. AGES OF CARE

a. We care for children from ages 6 Weeks to 5 Years. We also offer before and after school care, along with, a summer program for children ages 6 to 12 Years of age.

3. COMMUNICATION

a. Communication is the vital link for your child's happiness & welfare. We will be willing to listen to your request & ask that you be willing to listen to ours. We feel very strongly about positive communication, it is so important! To help with this we will have a bulletin board with all current information and upcoming events posted in the entry way and hallways.

b. After 45 days of enrollment, you will be invited to a Staff/Parent meeting to discuss your child’s transition to daycare, as well as, an initial evaluation of your child’s growth and development.

c. Every 6 months parents will meet with the director and/or teacher to discuss your child's progress in growth and development observed within our program. This information will be documented and kept within your child's file. DHS code § 3270.123. Agreement

d. Each child will have an evaluation by their classroom teacher in order to assist in their growth and development. The evaluations we use here at our center may be Ages and Stages, Child Service Report, PA Keys check lists, purchased check lists or in house check lists.

e. We do value your questions and concerns. We will do our best to respond to any inquiry sent via email. Please allow at least 48 hours.

f. Please feel free to address any and all concerns through the following steps…

1. Every parent question or complaint should first go to the teacher before the director, when it pertains to their child. If the problem is a matter of policy, please address the director(s) first. It is hopeful that within 3 days of the occurrence a satisfactory resolution will be established.

2. If the parent is not satisfied with the teacher’s/director’s resolution, the parent should address the owners/board of Tiny Blessings with the question or complaint. They will jointly evaluate the situation and render an answer or a decision.

4. CURRICULUM & DAILY SCHEDULES

a. Our curriculum is based on a hands-on learning approach through various learning centers and daily activities. You will be provided a yearly calendar of themes and activities.

b. Each day you will be provided with a daily sheet (infants thru two’s) or a bulletin board (three thru five) which explains your child's day. School age will have a weekly bulletin board posted.

c. Infants schedule is based on each child's individual needs.

Ones & Twos daily schedule becomes more consistent and predictable, yet flexible to meet their individual needs while embracing everyday classroom experiences.

Threes & Fours & Fives daily schedule is semi-consistent. We provide many opportunities for your child to explore new learning experiences which can help them prepare for school.

School age schedule is child friendly within a relaxed, safe environment.

d. Daily schedules will be posted in each individual classroom and are subject to change through the year. We encourage you to check them frequently. ** DHS code § 3270.111. Daily Activities

e. As part of our curriculum, every child will be expected to participate in our planned outdoor activities unless they have a medical plan that permits exclusion. PA KEYS guidelines for outdoor weather is Above 25* F wind chill and Below 90* F heat index with no precipitation.

f. School age home work policy: Homework supervision shall be provided in accordance with arrangements determined by the parent and the teacher. We will provide a time and place for homework (time allotted is optional). We encourage homework be reviewed by parents for accuracy. ** DHS code § 3270.116. School age children.

5. DISCIPLINE & BEHAVIOR

a. Children will be made aware of any unacceptable behaviors and asked to make an alternative choice. At this time the teacher will help redirect the child.

b. If the child is endangering other children (or staff members) and/or disrupting the classroom, they will be removed immediately from the other children or the classroom until the problem is resolved. If the behavior problem is not resolved, the center has the right to notify parents and request that the child be sent home for the day. If behavior continues to be disruptive, the center reserves the right of termination of care under TERMINATION OF CARE section 22b.

c. If a child’s behavior requires staff to notify parents, the child is expected to be picked up within 2 hours. If not picked up within the 2 hours the late fee will go into effect.

d. As a center, we promote the use of 1-2-3 Magic in our daily activities and teaching to aid in discipline and behavior.

5. DISCIPLINE & BEHAVIOR (Continued)

e. Continual unacceptable behavior will be dealt with in the following manner:

1. The behavior is recorded, dated, and initialed by staff members involved

2. Staff will meet with the director to discuss the situation and develop a plan to meet the child’s needs

3. The parents of the child will be contacted for a conference to discuss this plan and to enlist their input and help

4. If necessary, the Director will contact other appropriate professionals for guidance

5. Any additional action will be taken with the written approval from the parents

6. Unwillingness on parent’s part to participate in these procedures may result in termination from our program

***Tiny Blessings does work closely with other service agencies and are open to having additional support staff work in the classrooms with their assigned students***

6. DROP OFF & PICK UP

a. Parking: You may park in the front of the church. Handicap parking spaces may be used during Tiny Blessings Operational Hours. Additional parking is in the rear of building.

b. All car engines MUST be OFF before exiting vehicle and entering building. If you need to leave your car/truck running you may park in the rear of the building or along the side. You MAY NOT leave a car running in the front of the building. (VEHICLE code 37§3701)

c. ALL children under the age of 8 yrs. MUST be in a car seat per federal law.

d. When you arrive, please walk your child safely from your vehicle to their classroom. We ask that you briefly share any information about your child with our staff to help build a healthy and happy relationship. School age children must be walked downstairs to ensure safety in the stairwell.

e. For the safety of all our children, please keep children with you as you are dropping off siblings and DO NOT leave your other children unattended in hallways, etc. Please encourage your children to use walking feet while inside the building at all times.

f. For the safety of your children, please use the sidewalk while entering and exiting the building. Cars may be moving in the parking area at all times.

g. If you plan on having an older sibling pick up your child, that sibling must be 16 years or older.

h. Please NOTE: Our center plans our staffing and activities based upon your designated times. Please make every effort to drop off and pick up at your scheduled times.

i. Please do not leave any child under the age of 6 yrs unattended in a vehicle at any time.

7. EMERGENCY DAYS

a. All weather closings will be announced on WGAL News 8. You will be responsible for obtaining closure information. Provider will NOT notify you by phone call.

b. If provider needs to close for an emergency beyond our control, such as a power outage, water leak, gas leak, etc., we will notify you by phone as soon as possible.

c. Full payment for the day(s) of closure will be required.

8. EMERGENCY PROCEDURES & PICK UP

a. Fire drills will be practiced on a regular basis to ensure your child's safety.

b. A disaster plan will be posted in the center. As part of our disaster plan, if relocation is necessary in the event of an emergency situation, transportation will be provided by Tiny Blessings or Kelly Transit.

c. In any emergency situation, 911 would be called immediately and parents would be notified thereafter.

d. If the family has an emergency, a parent must call and tell the center who will pick up the child (the name of person picking your child up must be on the emergency form).

e. If you have a restraining order that pertains to your child, we must have a copy in our file.

9. ENROLLMENT

a. At time of enrollment, you are required by the state of Pennsylvania (DHS) to return ALL necessary forms prior to your child's first day of attending child care.

b. You will be asked to update files at a minimum of every six months or at the time of any changes in phone numbers, addresses or emergency contacts.

c. Without the appropriate updates being completed, your child’s care can be terminated.

10. EXTRA ACTIVITIES

a. Parents may choose to participate in a variety of extra activities offered here at this location. All payments and communication must be made directly to the Operator of the Activity such as Monkey Bus, Soccer Shots, etc.

11. FAMILY INVOLVEMENT

We recognize that family involvement plays a large role in your child’s development. With this in mind please consider the following …

a. We offer an open door policy here at our center. You may come in at any time, during operating hours, to see what your child is learning.

b. Families are encouraged to volunteer, bringing in information about their life experiences to supplement and enhance the children’s classroom learning experiences.

c. Families may be asked to complete handouts and questionnaires to enhance your child’s experiences.

d. We offer a PTO. Please feel free to join us with our many activities we offer.

e. Throughout the year, events will be planned to involve families in our program. Evening events, such as Open House, Christmas programs, Graduation, etc., for example. Please see the office for a full list of ways you may help in one of our many events.

f. Our PTO will hold up to 5 or 6 fund-raisers a year. The profit will help to provide craft supplies and other materials needed in the center. Your support in these fundraisers is not mandatory; however, it is greatly appreciated.

g. Families are welcome to make any donations to the center. Monetary donations as well as donations of educational toys and materials will be accepted. Please check with your classroom teacher if you would like to make any type of donation.

12. HEALTH, IMMUNIZATION & MEDICATION

a. Our center makes every attempt to keep a safe and healthy environment for our children and staff.

b. Children must have their well child check-up and immunization record up to date and on file no later than 60 days following the first day of attendance. These forms must be kept updated and include a doctor’s signature. (Infants and ones every 6 months & 2 years and older once a year.) *Please note: your child’s care may be suspended if a current well child visit is not on file. ** DHS code § 3270.131. Health Assessment

d. If a child gets sick at the center we will notify parents and expect the sick child to be picked up within 2 hours. If not picked up within the 2 hours the late fee will go into effect.

e. If you have an IEP, IFSP or written behavioral plan, Tiny Blessings must have a copy for your child's file in order to assist your child with their individual needs.

f. If your child is in need of medical treatment due to special needs, arrangements will be made to administer medications according to DHS code § 3270.133. Child medication and special diets.

12. HEALTH, IMMUNIZATION & MEDICATION (Continued)

g. At the discretion and approval of the director, ALL medication, prescription and over the counter, must remain in their original container with written instructions from the physician along with a parental consent form to administer the medication. Any medication that is outdated will not be administered and will be sent home immediately.

h. Chapstick is considered a medication according to DHS and therefore requires a medication log to be filled out. Please do not allow your child to bring in chapstick without our knowledge.

i. Scratches and scrapes are inevitable when children play and will be treated with soap and water & a band-aid. For anything more serious parents will be notified at once. If parents cannot be reached, the physician listed on the emergency form will be called.

j. Due to new DHS regulation all sunscreen must be provided by the parents. All students must wear sunscreen during sunny days in order to be outside. *Please note: your child’s care may be suspended if sunscreen is not provided.

k. If a child has a persistent health issue that we feel is not being attended to properly, Tiny Blessings reserves the right to suspend care until it is resolved

l. If your child has a medical condition that requires special instruction, an EMERGENCY HEALTH CARE PLAN must be filled out prior to enrollment or upon immediately confirming diagnosis, in order for us to provide the necessary care your child will need.

13. HOLIDAYS & VACATIONS (2020)

a. We will be closed the following Holidays for which full payment is required:

January 1, 2020 New Year July 4 Independence Day

April 10 Good Friday September 7 Labor Day

April 13 Easter (Monday) November 26-27 Thanksgiving Break

May 25 Memorial Day December 7 Teacher In-Service Day

June 1 Teacher In-service Day December 23-25 Christmas Break

December 31 – Closing at 12:00 (no lunch)

b. Each Full Time Family gets 5 unpaid vacation days per calendar year. Part Time families will receive the amount of days they come in a weeks' time. (Ex: If your child attends M, T, F; you will receive 3 vacation days.) Your family is entitled to their vacation days 90 days after your child's admission date.

c. Please Note: You may use your vacation days for vacation, holiday, absences or emergency days. They may be used separately or combined. Children may NOT be in attendance on those days.

d. Please note that all earned vacation days are contingent upon good financial standing with the center.

14. HOURS OF OPERATION

a. Our center is open Monday thru Friday from 6:15 AM to 5:45 PM.

b. If your child is in our care after 5:45PM a Late Pick-up Fee will be charged in the amount of a $1.00 per minute.

15. INCLUSION POLICY

a. Each child is unique with a range of abilities and variety of needs. Each child’s abilities are considered and their needs are met so everyone develops to their fullest potential. This is done with a supportive approach that builds on each child’s strength.

16. MANDATED REPORTING

a. Pennsylvania mandates that all child care providers and lay persons report suspected child abuse and/or neglect to the proper authorities.

17. MEALS & SNACKS

a. Breakfast is served from 7:30 to 8:00AM (Children must arrive prior to 8:00am to receive breakfast)

AM Snack is served at approximately 10:00 AM

Lunch will be served at 12:00 PM

PM Snack at approximately 3:00 PM

*Missed meals will not be given if child is dropped off after meal times.

b. Our center offers a well balanced menu which is DHS regulated and approved by our CACFP federal food program. The menu is posted monthly. We ask that NO individual outside lunches and snacks be brought to the center due to allergies and proper food handling. ** DHS code § 3270.162. Meals

c. USDA Non-Discrimination Policy (CACFP)

For State and local Agencies and their sub recipients use the FNS Nondiscrimination Statement.

If your child is in need of an individual menu plan due to medical needs, a Medical Plan of Care for Child and Adult Care Food Program form MUST be completed before special arrangements can be made. ** DHS code§ 3270.133.  Child medication and special diets and the CACFP

Please note that any uneaten food brought in for breakfast will be discarded after child is finished and not saved in the cubby.

Due to health, safety and sanitation issues NO food may be placed in cubbies and must be handed to teacher at time of arrival.

18. PERSONAL POSSESSIONS

a. ALL personal items brought to the center must be labeled.

b. Tiny Blessings will not be held responsible for any lost, damaged, or stolen electronic devices, games, or personal possessions brought in by your child.

c. Please provide two sets of clothing, for emergency reasons, for every child.

d. If your child is at potty training age, we will need 2 sets of clothing and an extra pair of shoes.

e. Your child may bring a small blanket & a small stuffed toy to sleep with if they choose to. If a pillow is needed a travel size pillow is preferred.

f. The center also requests the following items per age group:

1. Infants: 3 or 4 bottles, formula, pacifier, diapers and cream, wet wipes. All bottles must be labeled with your child’s name. Breast milk must be labeled and dated whether fresh or frozen. Tiny Blessing staff will not serve any breast milk that has not been labeled or dated and will dispose of it immediately for safety reasons.

2. Ones: 3 sippy cups, pacifier if needed, diapers and cream, wet wipes

3. Twos: diapers/pull ups with velco tabs if potty training, wet wipes

4. Threes/Four and Fives: If still potty training, diapers/pull ups with velcro tabs, wet wipes.

5. School Age: School required items must be kept in personal space provided by classroom teacher. (back packs, lunch boxes, etc.). Technology such as IPods, IPads, Nintendo D.S., Tablets, etc… may be brought in for your child to use at “designated free time” during the day. However, the games and music must be daycare appropriate or they may be asked to put it away for the day. Please note: Children may at NO TIME be permitted to call, text, take photos or videos. If your child is caught doing any of these, your child will …

1. Be given a warning

2. Have electronic taken for the day

3. Loose electronic privileges for the year.

g. Tiny Blessings is not responsible for supplying personal needs, such as diapers or extra clothing. Tiny Blessings will charge the following amount for items supplied by us:

1. Diapers - $ 1.00 per diaper

2. Clothing - $ 1.00 per item

h. Children may not bring toys in to the building from home. If your child is bringing in an item for show and tell please place item in the designated bin in their classroom. There should not be any extra toys in their cubby or coat pockets. Thank You for your continued help in keeping our center in compliance. DHS code § 3270.102, Condition of play equipment

19. REFERRALS

a. Our best form of advertisement is our loyal families. As of 2009, when you refer a family to Tiny Blessings we would like to show our appreciation. Once your referral has been a client for 90 days, you will receive 50% off one week's tuition. This will apply to your oldest child.

20. RELEASE OF CHILD

a. For safety issues regarding all children in our care, all parents or guardians are required to have photo id to enter the building until our staff recognizes you. Anyone picking up your child must be designated by you on your Emergency Contact Form and they must also provide proper identification.

b. The parents or guardians shall notify the center in writing when someone other than those named on the Emergency Contact Form will be coming for the child and/or a verbal release may be requested by a parent for the release of a child to a person(s) not indicated on the agreement. Verbal release will require parents to give validating information over the phone about the person(s) picking up. (Name and address)

c. If a custody agreement is in place, Tiny Blessings must receive a copy of it, before enrollment or immediately upon receiving the document, to ensure the safety of all parties.

21. REST/NAP PERIODS

a. We encourage all children under the age of 5 to participate in daily rest time. During rest time, each child will be provided a mat with a sheet or a cot to rest upon. After (1) hour, if the child does not sleep, alternative forms of quiet play will be offered on his/her mat/cot until rest time is over if parent requests.

22. SECURITY

a. A camera monitor system with a magnetic door lock will unlock the front door.

b. Upon arrival, please ring door bell, state your name and your child’s name and a staff member will “Buzz” you safely into the building.

c. Please DO NOT open the door for other families or allow other families to enter with you. Our staff will “buzz” them safely into the building or greet them at the door. NEVER allow anyone in the doors if you do not recognize their face.

d. As you know, ALL Church/Center doors will remain LOCKED at all times. You may ONLY enter from the FRONT doors.

e. Please remember, the staff person unlocking the door is also teaching other children. She will get to the door as soon as possible.

23. TERMINATION OF CARE

a. By Parents: A two week written notice is required prior to withdrawing from our facility. You are responsible for the payment of the final two weeks at the time notice is given.

b. By Provider: On rare occasions, our center may ask a child to leave the center. We will make every attempt to give a two week notice if we need to terminate our agreement. We do reserve the right for immediate dismissal at any time if it involves the safety and well-being of our children and staff.

c. Negative comments about the center on any social media will be cause for immediate termination without a two week notice.

d. Upon termination of care, Tiny Blessings will transfer day care records with the consent of parents.

24. TRANSITIONING

a. We do our best to transition children to new rooms as close to their birthdays as possible. Some factors, however, do play a part in the transitioning of any child in the center, such as ratio, readiness and age.

b. We will always give your child some visiting time in their new room so they may get to know their new teachers. The amount of time cannot be guaranteed.

25. TRANSPORTATION (SCHOOL AGE ONLY)

a. You MUST notify us if there is any change in your child’s transportation schedule. We will not be responsible for your child’s transportation if we are not properly notified. (example: If your child is an AM and PM rider and they are not in attendance in the morning, we will assume they will not be riding our afternoon vans or getting off at the bus stop, unless you have called to confirm.) b. Due to the safety of all of our children, any child who does not follow van rules can have their transportation privileges suspended or terminated.

2. Sit in your designated seat facing forward. Always keep seatbelt fastened while van is in motion.

3. Stay in your seats until the driver gives you the “all clear”

26. TRIAL & ADJUSTMENT PERIOD

a. There will be a 2-week trail period for both the child and the provider; either party may terminate childcare at this time if necessary. Remember full communication between the provider and the parent is very important. This will help your child to be comfortable with us.

27. TUITION & FEES (as of Jan 1, 2019)

a. Registration Fee: $50 / $75 per family at the time of enrollment.

b. An Annual Activities fee of $50 / $75 per family will be charged every January to assist in the educational activities we provide throughout the year for your children.

d. Fulltime families with one or more children enrolled receive a 10 % discount on the oldest child.

e. You must commit to a consistent weekly part time schedule. You may not substitute days, however, upon approval, you may add an additional day to your week if ratios allow at the daily part-time rate.

f. Payment is due Monday or the first enrolled day of preceding week of care.

Late fee is $5.00 per day. Tuition express is processed on Wednesday of every week.

g. Payment options are by automatic withdrawal, check or money order. NO CASH.

h. Bounced check fee is $35.00.

i. If payment is not received for two weeks, Tiny Blessings has the right to automatically withdrawal your child for non-payment.

j. Refer to #1.a, #5.c, #7.c, #11.d, #12.a&d, #13.b, and#17.g for further payment responsibilities.

k. If you are receiving CCIS funding you are responsible for making your weekly co-pay. Failure to make your weekly payments may result in loss of CCIS funding.

l. Please be aware that you are responsible for your scheduled days, fulltime or part time, and are responsible to pay for those days whether your children are here or not here.

m. Tiny Blessings reserves the right to ask any family who is repeatedly late with tuition payments to enroll in the automatic payment system. Failure to do so may result in termination of care.
