COMPANY OVERVIEW

Federal Specialized Services, LLC (FSS) is a minority-owned small business that is

HUBZone certified, and FSS self-certifies as a Small Disadvantaged Business.

FSS is a current successful prime contractor for the Centers for Medicare and

Medicaid Services (CMS). FSS serves CMS as the Appeals Support Contractor

(ASC) to serve as the vanguard in Medicare’s defense of cost report appeals

throughout the country. At any given time, there are approximately 10,000 pending

appeals. CMS exercised Option Year One, Two, Three, and our current year Four.

MANAGING MEMBER: WILSON C. LEONG, ESQ., CPA

Wilson Leong founded FSS on May 3, 2007, and is the principal of FSS. As an attorney and CPA (both Illinois), Mr. Leong has extensive experience in government health care programs. Prior to launching FSS, he was the Executive Director of Strategic Government Initiatives for BCBSA. There, he directed prime contracts for Medicare Part A and other programs for CMS and the HRSA, as well as a subscription-based line of business for Medicare contractors.

Mr. Leong is a nationally recognized authority on PRRB appeals. Additionally, he has a successful track record in running competitive procurements for the acquisition of Medicare subcontractors and national service and supply vendors. Very recently, he has also helped achieve success in international business development.

  SENIOR VICE PRESIDENT: GARY T. GERBER, CPA

Mr. Gerber brings to FSS a wide-ranging track record of expertise and leadership in Medicare audit and reimbursement. As Director of Provider Audit for TriSpan Health Services, Mr. Gerber oversaw the work of over 70 staff, including three State Audit Managers. His department was responsible for auditing over $3 billion in annual Medicare reimbursement. In addition to leading the contractor's audit efforts, he directed TriSpan's responsibilities for PRRB appeals.

Prior to joining TriSpan, Gary was a Director at BCBSA. While at BCBSA, he developed a national reputation for providing expert technical assistance in Medicare Audit and Reimbursement to Blue Cross and Blue Shield Plans, government agencies, and professional organizations. Mr. Gerber also designed and delivered many highly regarded training programs that explained the intricacies of Medicare to fiscal intermediaries and providers.

Prior to joining BCBSA, Mr. Gerber was a Senior Provider Auditor at Blue Cross and Blue Shield of Illinois.

Gary is a Certified Public Accountant and is licensed to practice in Illinois and Mississippi. He has been a member of the Illinois CPA Society since 1982. Mr. Gerber holds a Bachelor of Science in Accounting from Northern Illinois University

 VICE PRESIDENT:  PAUL J. CROFTON, CPA

Mr. Crofton comes to FSS after a successful career at CMS. Mr. Crofton's career at CMS included positions in CMS/HCFA's Office of Direct Reimbursement (HCFA's fiscal intermediary), the Office of Research and Demonstrations, and the Office of Financial Management.

Prior to joining FSS, Mr. Crofton served as the Director of the Division of Hearings and Decisions (DHD) in CMS' Office of Hearings. As the Director of DHD, Mr. Crofton was responsible for the hearing docket for PRRB appeals and was also responsible for his staff working with the PRRB to issue substantive hearing and jurisdictional decisions. Mr. Crofton was one of the co-founders of the Office of Hearing's mediation program that has been used extensively as an alternative to PRRB hearings. Mr. Crofton has successfully mediated over 2,000 PRRB Medicare provider and Medicare Advantage appeals.

Mr. Crofton has been a frequent conference speaker regarding PRRB appeals and mediation at the American Health Lawyers Association's annual Institute for Medicare and Medicaid Payment Issues and at HFMA's west coast regional symposium. He has also spoken to the HFMA chapters in Michigan, Maine, Hawaii and Puerto Rico.

Mr. Crofton received a B.S. in Accounting from the Pennsylvania State University and is a CPA in Maryland.

 VICE PRESIDENT:  MICHAEL W. HARTY

Mr. Harty’s experience in PRRB appeals is truly exceptional. He has over thirty years of progressively higher responsibility and authority in the management of PRRB Appeals and Medicare reimbursement. From 2011 through 2017, Mr. Harty served as the Chairman of the PRRB. Prior to that, he was:

LEAD LITIGATION ATTORNEY: JOSEPH J. BAUERS

Mr. Bauers’ professional experience includes 30 years in healthcare management, covering a wide range of technical responsibilities in provider payment matters. Mr. Bauers provides leadership at FSS in representing MACs before the PRRB. He consults with the Office of General Counsel on PRRB cases, and he consults with internal staff and MACs, providing guidance in the preparation of position papers, jurisdictional challenges, review of requests for expedited judicial review and other matters.

Prior to joining FSS, Mr. Bauers was the Senior Vice President, Operations, for the Healthcare Administration Association of America from 2011 – 2015, and the Supervisor / Manager, Facility Contracting / Managed Care, Blue Cross and Blue Shield of Central Ohio from 1986 – 1996.

Mr. Bauers holds a Bachelor of Arts degree from Walsh University and received his Juris Doctorate from Capital University Law School. He is admitted to the Ohio Bar and the North Carolina Bar.

GENERAL COUNSEL AND COMPLIANCE OFFICER: JERROD V. OLSZEWSKI, ESQ.

As a practicing attorney with over 16 years of experience, Mr. Olszewski has successfully represented clients in a wide range of legal matters, in addition to being a former Hearing Officer for CHGME Appeals.

In his role as General Counsel and Compliance Officer for FSS, Mr. Olszewski operates independently and ensures that the company adheres to the self-disclosure requirements applicable to government contractors. Generally, his responsibilities include:

 LEAD SYSTEMS ARCHITECT: WILLIAM LEONG

Bill Leong comes to FSS with over 30 years of experiences in IT. He's a successful, results-oriented Systems Architect with proven experience in systems design, including data modeling, advanced analytics, data and system integration, business processes, and workflow. Most recently, Bill Leong was a Project Principal with SyClass, Inc. where he designed and directed the development of SyClass's core product, a web-based Consumer Packaged Goods marketing system. Prior to SyClass, Bill Leong was a Director of Advance Systems Development at Information Resources, where he led many projects, including the implementation of application systems.

As Lead Systems Architect for Federal Specialized Services, Bill Leong is responsible for FSS's computing infrastructure and the development of FSS's databases and applications.
